Project Description:
This SEPA review is for the construction of a 34,000 square foot Harley Davidson retail
store. The project will include substantial remodeling of an 16,000 square foot existing
building, previously used by the Washington Pottery Works.
Agencies with jurisdiction:
None
Summary of Primary Impacts:
• Earth
Site is relatively flat. Some cut and fill will be required for expansion of existing
building, parking area and landscaping. Erosion control will occur during clearing of
site and building construction to include a siltation pond, fabric fencing, hay bales and
hydro -seeding. A Land Altering Permit for movement of earth in excess of 50 cubic
yards is required. 88% of the site will include impervious surfaces.
• Air
Dust will be generated during construction, with watering to control dust.

• Water
Green River is located approximately 700 feet from site. Surface water runoff from
impervious surfaces will be collected and treated on-site prior to discharge to off-site
system. The storm drainage system must comply with the city's storm water
management ordinance and the King County Surface Water Design Manual. A
bioswale along part of the front yard will be included, as well as a surface/sub-surface
stormwater collection system. An off-site analysis including upstream and
downstream drainage with retention analysis has been submitted.
• Plants
No vegetation on site.
• Animals
No impact.
• Energy/Natural Resources
Electricity and/or natural gas will be used to heat proposed structure. The structure
must comply with the Washington State Energy Code.
• Environmental Health
No known environmental hazards. Noise will be generated both during construction
period and from traffic after project is completed. Construction activities must
comply with Tukwila's Noise Ordinance (TMC 8.22).
• Land/Shoreline Use
The property is currently occupied by the shell of the Washington Pottery building.
Adjacent uses are a mix of commercial, light industrial and distribution/warehousing.
The property is located in the Commercial/Light Industrial zone. Removal of
substantial portions of the building, as indicated in the applicant's plans, would
require a Demolition Permit. Approval by the Board of Architectural Review (BAR),
per TMC 18.60, is required prior to filing of a Development Permit.
• Housing
No impact.

The height of the building at the apex of the roof is 29 feet, 8 inches, which will not
be altered by the remodeling of this structure. The predominate building materials
include standing seam metal walls and roof, Concrete Masonry Units (CMU) and
glass brick. As referenced, BAR approval is required.
• Light and Glare
A lighting plan will be submitted with the landscape plan, for approval by the BAR.
Pedestrian, parking and architectural enhancement lighting will be included. Shields
and/or reflectors will be uses on parking lot standards to avoid off-site impacts.
• Recreation
No impact.
• Historic/Cultural Preservation
No impact.
• Transportation
66 parking spaces will be created as a result of this project. An existing drive at the
east side of the property will remain, to be used for service vehicles only. A 10 foot
easement along the front property line and 15 foot easement along the east property
line will be recorded to facilitate future right-of-way. Approximately 300 trips per
day will be generated a result of this project. A traffic study is required. The project
must comply with the City's traffic concurrency ordinance (TMC 9.48).
• Public Services
The facility may require fire and police protection as well as emergency services.
• Utilities
The site is served by the City of Tukwila Sewer and Water utilities. Electric, gas and
telephone services will be secured

Dear Brett:
Thank you for submitting the revised Site Plan, Landscape Plan and Elevations
following our meeting on September 28. On my initial review, the following is a
list of suggested revisions that I believe will clarify the plan and help in complying
with Design Review guidelines:
Landscape Plan
• To ensure long-term viability, the Red Maple and Hornbeam Maple should be
a minimum 4" caliper
• The 4 species used in understory plantings next to the building, on property
lines and on planting islands are grouped awkwardly. Please review, reduce
the number of species and plant in an orderly, not grouped manner
• 9 species of low-lying plants or ground covers have been indicated. Please
reduced the number and plant in an orderly, not grouped manner
• The garbage/recycling area should be shown in elevation
• A color rendering of the landscape plan should be provided at the hearing
Elevations
• The glass block / CMU base should be extended around the entire building
• Please include samples of all building materials, including metal corners /
belly banding in material/color sample board
• Please indicate color/materials for all exterior doors
• Please consider adding additional course(s) of smooth face CMU within base
for added visual interest
• Extending the roofline from the base of the building should be investigated to
provide a stronger distinction between building components
• A color rendering of the elevations should be provided at the hearing

Your application on behalf of Downtown Harley Davidson, for a 34,000 square foot retail store, has been
found to be complete on September 16, 1998 for the purposes of meeting state mandated time requirements.
The project has been assigned to Michael Jenkins and is tentatively scheduled for a public hearing before
the Planning Commission on October 22, 1998.
The next step is for you to install the notice board on the site within 14 days of the date of this letter. You
received information on how to install the sign with your application packet. If you need another set of
those instructions, you may obtain them at the Department of Community Development (DCD). Also, you
must obtain a laminated copy of the Notice of Application to post on the board. This notice is also available
at DCD. After installing the sign with the laminated notice, you need to return the signed Affidavit of
Posting to the our office. '
This determination of complete application does not preclude the ability of the City to require that you
submit additional plans or information, if in our estimation such information is necessary to ensure the
project meets the substantive requirements of the City or to complete the review process. I will be

volumes will occur on Saturday.

Yes, the project would result in the increased need for public services including

The direct financial impacts on public services will be addressed via the increase
in tax rates and the collection of additional tax revenue for the local agencies
upon development of this property. This will include additional funds which will
