The proposal would revise certain portions of Tukwila Municipal Code
Chaper 18.80 to clarify the process to be used in making amendments to the
Comprehensive Plan.

D. SUPPLEMENTAL SHEET FOR ALL PROJECT AND NON PROJECT
PROPOSALS
The objectives and the alternative means of reaching the objectives for a proposal will be
helpful in reviewing the foregoing items of the Environmental Checklist. This
information provides a general overall perspective of the proposed action in the context
of the environmental information provided and the submitted plans, documents,
supportive information, studies, etc.
1. What are the objectives of the proposal?
The proposal is intended to clarify the process and criteria used in making
amendments to Tukwila's Comprehensive Plan.
2. What are the alternative means of accomplishing these objectives?
There is ongoing confusion about what constitutes "significant" and "not
significant" Comprehensive Plan amendments. The proposal adds clarity
by deleting these terms and substituting additional, more precise evaluation
criteria. Alternately, we could discuss the meaning of "significant" and
"not significant" amendments at greater length and provide examples.
3. Please compare the alternative means and indicate the preferred course of
action:
As currently used in the Tukwila Municipal Code, the terms "significant"
and "not significant" are not useful to the public or elected officials in
evaluating the appropriateness of a potential amendment. We believe that
providing more precise review criteria for amending the Comprehensive
Plan is preferable to providing more information about confusing terms.
4. Does the proposal conflict with policies of the Tukwila Comprehensive
Land Use Policy Plan?
There is no conflict with Tukwila Comprehensive Land Use Policy Plan.
The proposal clarifies evaluation criteria to use while considering amending
the Comprehensive Plan.
