warehouse for Carlyle, Inc., 6810 S. 180th Street.
Project Description:
This SEPA review is for the construction of an 8,250 square foot warehouse addition to an
existing 54,000 square foot.one story office building. The addition will include improvements to
the impervious surface to allow for trucks to access the warehouse facility.
Agencies with jurisdiction:
None
Summary of Primary Impacts:
• Earth
The entire site is generally flat with silty sand and topsoil in the general area. The project
includes reduction and replacement of impervious surface to create a truck loading area for
the new warehouse. Approximately 70% of the entire parcel will have impervious surface
following construction. The applicant has indicated that haybales will be used to reduce or
control erosion during construction.
• Air
Emissions will occur from construction vehicles during construction. No other impacts are
anticipated
• Water
Project is located within Shoreline Management Zone. A Substantial Shoreline
Development Permit (TMC 18.44) is required prior to construction. No dredging or filling
from surface water or wetlands. No discharge of waste materials to surface waters will
occur. No withdraw or discharge of groundwater will occur. All construction in and around
existing drainage field(s) must comply with Tukwila's Storm Water Management Ordinance.
Approximately 2,100 square feet of impervious surface will be removed and replaced with
grass while approximately 1,400 square feet of new impervious surface will be added to
create the truck loading area.

A landscape plan has been submitted with the land use applications that includes planting
of new grass area and new evergreen shrubbery. A Riverbank Stability Analysis and Site
Reconnaissance were submitted concerning the general site conditions along the Green
River channel bank. No removal or impact to existing vegetation area is anticipated. Any
removal of trees within a Shoreline area requires a Tree Permit (TMC 18.54)
• Animals
No animals found in the area. The site is within 200 feet of the Green/Duwamish River that
provides habitat for species currently under consideration for listing under the Endangered
Species Act.
• Energy/Natural Resources
Energy will be used for the construction of the new warehouse. The new facility will be
heated with electric heat. Some new exterior lighting will be installed.
• Environmental Health
Some construction noise will occur. The construction of the warehouse will result in noise
produced through new truck trips that will service the facility.
• Land/Shoreline Use
Development is located in the Tukwila Urban Center. (TUC) zone. Project includes the
construction of a new 8,250 square foot warehouse/distribution building. Project will include
the reconfiguration of an existing parking area for a truck loading area. The project must
be approved by the Board of Architectural Review (BAR) prior to the issuance of a building
permit. The project must also receive a Substantial Shoreline Development Permit prior to
obtaining a Building Permit, as it is within 200 feet of the Green/Duwamish River. No
demolition of structures is proposed.
• Housing
No impacts.
• Aesthetics
The project is subject to Design Guidelines (TMC 18.60) and approval by the BAR prior to
issuance of a building permit. The BAR will review the site plan, building elevations,
landscape plan and other components to ensure compliance with Design Guidelines.

Lighting plan will be required as part of the Design Review process. The applicants have
indicated that exterior wall mount lighting will be installed over the truck loading area and
the southeast portion of the building.
• Recreation
No impact to existing facility.
• Historic/Cultural Preservation
No known places or landmarks.
• Transportation
There will be no elimination of the existing 250 on-site parking spaces. The project will
include the construction of a truck loading area, to be used in conjunction with the
warehouse. No new streets will be created. The facility will generate truck trips that do not
currently exist.
• Public Services
Proposed development will not impact or require specific public services.
• Utilities
The facility will be served by electric and telephone services.

Thank you for submitting the revised Landscape and Site plans in response to my January
15, 1999 letter. I am currently reviewing these plans to determine if they fully respond to
the issues raised in my previous letter.
Prior to the hearing before the Board of Architectural Review (BAR) on the Design
Review application, the Shoreline Permit and SEPA determination must be issued. As I
do not anticipate the issuance of either document until the end of February, the next
available BAR hearing will be March 25, 1999. The SEPA and Shoreline Permits are
issued by the Director of Community Development. These permits include a 21 day
appeal period. As with other similar instances, our policy is to have appeal periods tolled
prior to any hearing. This ensures that the BAR hearing is free of any potential
complications that may arise if the SEPA or Shoreline Permits are appealed. Thus, the
next feasible date for a hearing will be March 25, 1999.

S. 180th Street has been found to be complete on December 30, 1998 for the purposes of meeting state
mandated time requirements. The project has been assigned to me and is tentatively scheduled for a public
hearing before the Board of Architectural Review on February 25, 1999.
The next step is for you to install the notice board on the site within 14 days of the date of this letter. To
ensure the timely review of this application, the notice board must be erected and the notice posted by
January 12, 1999. You received information on how to install the sign with your application packet. If you
need another set of those instructions, you may obtain them at the Department of Community Development
(DCD). Also, you must obtain a laminated copy of the Notice of Application to post on the board. This
notice is also available at DCD. After installing the sign with the laminated notice, you need to return the
signed Affidavit of Posting to the our office.
This determination of complete application does not preclude the ability of the City to require that you
submit additional plans or information, if in our estimation such information is necessary to ensure the

As requested, we are pleased to present the results of our visual site reconnaissance for the
proposed addition at the subject site. The purpose of our reconnaissance was to observe the
general site conditions and observe the stability of the adjacent Green River channel bank.
Project Description
The subject site is located in a meander lobe of the Green River at 6801 south 180th Street
in Tukwila. The addition will be constructed at the southeast corner of the existing building.
The addition will have a footprint of seventy-five (75) by one hundred ten (110) feet, with a
finished floor elevation of 26.67 feet.
The addition will be set back sixty (60) feet from the top of the north levee of the Green River
and ninety (90) feet from the Green River mean high water mark.
Site Reconnaissance
On November 23, 1998, a representative from our firm visited the subject site to observe the
addition area and the condition of the north bank of the Green River. At the time of our visit,
the following conditions were observed:
• The Green River is confined to its current alignment by levies. The levee
extends to a height of about four feet above the valley floor. At the time of
our visit, the river level was about twenty feet below the top of the levee. The
river channel banks are inclined at a gradient of about 70 to 80 percent.

• The subject site is located on the inside of a meander lobe. Erosion due to the
Green River should be occurring on the outside of the meander (the bank
opposite from the subject site), with deposition occurring on the inside of the
meander.
• In the vicinity of the site, the Green River bank is densely vegetated with tall
grass and blackberry brambles.
• During our reconnaissance, we did not observe indications of historic or recent
instability such as slump features, hummocky topography, or scarps.
• During our reconnaissance, we did not observe indications of potential future
instability such as tension cracks or seepage zones on the accessible portion
of the river bank.
Conclusions And Recommendations
Based on the results of our reconnaissance, it is our opinion the proposed addition can be
constructed as planned. During our reconnaissance, we did not observe indications of past
instability or potential future instability. In our opinion, construction of the addition, with the
planned sixty (60) foot set back will not effect the stability of the river bank.
