Proposed Amendments to the Tukwila Comprehensive Plan and Zoning Code to Implement Recommendations of the Pacific Highway Revitalization Plan After a review of the proposed Comprehensive Plan and Zoning Code amendments to implement recommendations of the Pacific Highway Revitalization Plan, I have determined that the environmental checklist and SEPA determination prepared for the Adoption of the Pacific Highway Revitalization Plan (E97-0009) anticipated these actions and is adequate to cover the proposed amendments. p:\hwy99\SEPA2.doc 6300 Southcenter Boulevard Suite #100 ° Tukwila, Washington 98188 ° (206) 431-3670 0 Fax (206) 431-3665 City of Tukwila John W Rants, Mayor Department of Community Development Steve Lancaster, Director October 26, 1998 TO: Interested Parties MEMORANDUM FM: Steve Lancaster, Director, Departem n of Community Development RE: E98-0024: Addendum to SEPA File Number L92-0053. EIS for 1995 Tukwila Comprehensive Plan Update and Adoption of DEIS and FEIS This addendum addresses the proposed Comprehensive Plan and development regulation amendments regarding the siting of essential public facilities. A copy of the proposed Comprehensive Plan and development regulation amendments are attached as Attachments E and F respectively. A SEPA Checklist was prepared for these amendments and is also attached. The Comprehensive Plan amendments (file number L98-0067) augment existing policies on essential public facilities. The Plan amendments address their location and provide guidance on mitigation of the impacts of locating in a particular geographic area of the City. The Zoning Code amendments (file number L98-0068) change mass transit facilities, such as light rail, from a conditional use to an unclassified use in the zoning districts of the City. This is to reflect the unique and large scale character of this type of essential public facility. . The impact of these amendments has been reviewed and it has been determined that the proposed new amendments do not substantially change the analysis of significant impacts and alternatives in the existing environmental document. The amendments fall within the scope of alternatives considered in the Draft and Final Environmental Impact Statement for the 1995 Tukwila Comprehensive Plan Update. If you have any questions, please call Carol Lumb at 431-3661. This revision expands the unclassified uses permitted in the RCC zone to include specific essential public facilities. These essential public facilities were added by Ordinance 1816 to other similar zone districts (LDR, MDR, HDR, MUO, 0 and NCC). The RCC zone was inadvertently excluded from this ordinance Use # 6 was not included in Ordinance 1816; it is proposed as an additional unclassified use to be permitted in the RCC district. BACKGROUND 1. Name of proposed project, if applicable: Amendments to City of Tukwila Comprehensive Plan policies and Zoning Code to address transportation policy (regional transit systems). 2. Name of applicant: City of Tukwila. 3. Address and phone number of applicant and contact person: Steve Lancaster, Director City of Tukwila Department of Community Development 6300 Southcenter Blvd. Tukwila, WA 98188 (206) 431-3670 4. Date checklist prepared: October 16, 1998 5. Agency requesting checklist: City of Tukwila. 6. Proposed timing or schedule (including phasing, if applicable): Adoption of proposed Comprehensive Plan Amendments is scheduled for early winter, 1998. 7. Do you have any plans for future additions, expansion, or further activity related to or connected with this proposal? If yes, explain. Comprehensive Plan amendments are reviewed on an annual basis. No further amendments related to transportation policy are anticipated at this time. The policy additions are to provide City decision -makers with guidance on location of regional transportation facilities. 8. List any environmental information you know about that has been prepared, or will be prepared, directly related to this proposal. • • SEPA Checklist Comprehensive Plan Amendments: Transportation Policies The City adopts by reference the environmental checklist prepared for E97- 0009, the Pacific Highway Draft Revitalization Plan. An environmental impact statement (EIS) and addendum were prepared for the City's 1995 Comprehensive Land Use Plan and Zoning Code (Tukwila File # L92-0053). The proposed action is an amendment to this document. Sound Transit has prepared an EIS for the proposed commuter rail system and is preparing an EIS on the light rail system. Additional information is available from Sound Transit on the actual construction and alternatives being considered on the light rail alignment. 9. Do you know whether applications are pending for governmental approvals of other proposals directly affecting the property covered by your proposal? If yes, explain. The Central Puget Sound Transit Authority is considering several routes for the light rail system alignment in Tukwila -- either along Pacific Highway South or Interurban Avenue South. Proposed alignments will be reviewed against the proposed Comprehensive Plan amendments. At some future time, Sound Transit will submit building permit or land clearing and grading applications to affected jurisdictions for review and approval. 10. List any government approvals or permits that will be needed for your proposal. The Tukwila City Council must approve the proposed Comprhensive Plan and Zoning Code amendments. 11. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. Section E requires a complete description of the objectives and alternates of your proposal and should not be summarized here. The proposed action is to adopt additional policies to the Tukwila Comprehensive Plan Transportation Corridors Chapter to guide local and regional decision -makers on the City's preferences on the location of essential public facilities, such as a light rail system serving Tukwila. Comprehensive Plan policy 8.3.6 currently states: "Develop preferred station sites and rail alignment through the Interurban corridor that maximize p:\.\sep.\sep,-dns.aoc 2 • • SEPA Checklist Comprehensive Plan Amendments: Transportation Policies service and access to regional services and minimize visual impacts along its entire route." Since the time the Comprehensive Plan was adopted in 1995, voters approved funding for a light rail system and the agency charged with determining the alignment and constructing the system, Sound Transit, has identified several route alternatives. The proposed Comprehensive Plan policies are meant to support the concept of light rail and provide guidance in selecting the rail alignment. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The proposed amendments to the Comprehensive Plan provide policy guidance on the location of .essential public facilities, including possible alignments for the light rail facility. The proposed alternative alignments of the light rail system are located in the City of Tukwila along either Pacific Highway South or Interurban Avenue South. See attached maps for the general alignments being considered by Sound Transit. 13. Does the proposal lie within an area designated on the City's Comprehensive Land Use Policy Plan Map as environmentally sensitive? The proposed Comprehensive Plan amendments provide policy guidance on the location of such essential public facilities as light and commuter rail and address the possible . alignment of the regional light rail system through Tukwila. The environmental impact statement being prepared by Sounc Transit for the light rail alternative alignments will address specific environmental issues in more detail. The environmental assessment prepared for the commuter rail system also addresses more fully the impacts of specific alignments. B. ENVIRONMENTAL ELEMENTS 1. Earth a. SUPPLEMENTAL SHEET FOR ALL PROJECT AND NON PROJECT PROPOSALS The objectives and the alternative means of reaching the objectives for a proposal will be helpful in reviewing the foregoing items of the Environmental Checklist. This information provides a general overall perspective of the proposed action in the context of the environmental information provided and the submitted plans, documents, supportive information, studies, etc. 1. What are the objectives of the proposal? The proposal's objective is to provide guidance to local and regional decision -makers regarding the City of Tukwila's preferences for the location of essential public facilities, such as a light-rail system serving Tukwila. The proposed Comprehensive Plan policies are intended to support the concept of light rail and provide guidance on selecting a rail alignment. Proposed Zoning Code amendments clarify aspects of the Essential Public Facilities designations which pertain to regional transit facilities, including mitigation of adverse impacts and consideration as an Unclassified Use. 2. What are the alternative means of accomplishing these objectives? These objectives might be partially accomplished through the City of Tukwila's through its comments on environmental documents and participation in regional forums concerned with the routing and impacts of the regional transit system. 3. Please compare the alternative means and indicate the preferred course of action: Tukwila already has made its views known through participation in regional groups and via comments on environmental documents. While this alternative provides some policy guidance to local and regional decision - makers, it is far preferable for Tukwila to fully express its policy .preferences on light rail and the permitting of essential public facilities with detailed amendments to the Comprehensive Plan and Zoning Code. This preferred course of action provides a clear record of the City's views inthe context of its other adopted policies p:kubepa\seps-dm.doe 15 SEPA Checklist Comprehensive Plan Amendments: Transportation Policies 4. Does the proposal conflict with policies of the Tukwila Comprehensive Land Use Policy Plan? The proposal clarifies the existing policies of the Tukwila Comprehensive Land Use Policy Plan. There is no conflict. 5. Proposed measures to avoid or reduce the conflict(s) are: N/A p:\rta\sepa\sepa-dns.doc 16 • • si H.. ..
