Environmental Review: Environmental checklist page 10, 12.C. - The proponent has met with me, and we've agreed the owner will provide a free public trail easement along the existing firelane on the south side of the existing hotel area, if a restriction on the property is removed prohibiting such use by the previous property owner and we provide a "hold harmless" agreement to the proponent for public use of the trail. In addition to this section, a short section would need to be added to connect the Best Western trail area to future city riverfront properties to the northwest. Additional riverfront landscaping should be planted along the river. Land Use Permitz The proposed use is compatible with the area. The drainage bio swale on the west side seems to lack adequate landscape screening. It appears in Plan Sheet L-1 that the area will be cleared of present brush, etc., the swale built into place, and then seeded with grasses. No other plant material is shown. Because of the view from the parking area and the future public trail to the west, it is highly desirable to "screen" the area with shrubs and trees. There should be space left between the top of the west side of the bio swale and the property line to accommodate a minimum of six feet of planting. Please contact me if you have any questions. Trip generation rates for Hotel Land Use Code 310 are based on trips per occupied room. The Best Western Southcenter is virtually fully occupied at all times. Therefore, 100 percent occupancy was assumed in this analysis. A summary of the trip generation analysis is presented in Table 1. Trip Distribution/Traffic Assignment Trip distribution patterns for the proposed expansion were based on patterns of existing traffic generated by the site. These patterns were obtained from AM and PM peak hour turning movement counts at the three site access driveways. A summary of the distribution percentage is presented in Table 2. The area wide assignment was based on the relative size of the competing land use attraction. A summary of the area trip distribution is presented in Figure 3. Impacted Intersections Based on the city's threshold of 5 trips, seven intersections are impacted by the proposed expansion of the Best Western Southcenter Hotel.
