The short plat was not able to receive final short plat approval within the one year time frame as required by Tukwila Municipal Code. A one time extension for the period of one year was requested by the applicant and approved by the Director of the Department of Community Development on July 12, 200. Work on the short plat has not been completed as yet, primarily due to delays in obtaining access to the site through an adjacent subdivision that has been under construction. As a result, the original short plat L99-0002 has expired and it is necessary to submit a new short plat application, L01-046. The new file number and the old file number should be used on all documents related to this short plat. The resubmitted short plat is substantially the same as the short plat that received preliminary short plat approval. As a result, the original short plat approval is carried forward, as is the original SEPA review and determination. Short plat LO1-046 will expire if it is not recorded within one year of the above date. I gave a copy of your letter to Public Works staff for their review. They share your concerns about traffic and will be looking at traffic in the neighborhood. As we discussed on the telephone, we will be looking for future opportunities to create additional north/south roads for connections to South 144th Street. In the case of the proposed short plat, a connection to South 144th Street can not be made as there are safety considerations. South 146th at 5lSt Avenue South is too steep to construct a through street, so it is unlikely that that road connection will be made in that location. You also raised a concern about the type of houses to be constructed on these new lots. The area is zoned for single family homes. The City does not review the design of single family homes — only multi -family and commercial/industrial development. _ I am enclosing a copy of the staff report prepared for the environmental review of the project. The area is located west of 51st Avenue South, on South 144h Street. Technical Information Report, 11/4//98 prepared by Duncanson Company, Inc. Comments to SEPA Checklist: Page 3, #11: Checklist states that the proposal is to short plat 1.45 acres into 7 residential lots; since the time the checklist was submitted, the proposal has been revised to create 6 lots, not 7. Summary of Primary Impacts: Earth The site contains rolling terrain, with the steepest slope as approximately 15%. The checklist indicates that the there are no surface indications or history of unstable soils in the immediate vicinity. The checklist states that the soils are Alderwood Gravelly Loam, with slopes of 5 — 15%. Grading and filling will be limited to the on-site construction of the road and utilities. Approximately 1,000 cubic yards of grading and filling will occur. The checklist estimates that the cut and fill will balance out on-site. Air Dust and vehicular emission from construction is expected. Automobile emissions will occur from the completed residential development. Construction will comply with the land altering permit requirements; dust control will be provided during construction. Water The site is not adjacent to a body of water and the project does not plan to withdraw any ground water from the ground. The Technical Information Report prepared by Duncanson Company, Inc., notes that no critical drainage area requirements apply to this site. A field reconnaissance was conducted to determine the direction of storm water flow on the site. Storm water flows northeast from the site to a catch basin located in South 144th Street and from there eastward to eventually run into a drainage ditch along the western shoulder of State Route 599. The ditch is lined with crushed rock with scattered grass pockets. An on-site detention system will be constructed to King County Surface Water Design Manual standards. Plants The checklist indicates that the site contains deciduous and evergreen trees, grass and blackberries. Some trees will be removed for the construction of the roadway and utility improvements, although the project will try to save existing trees where possible. c:\carol\Puget\SEPA-rpt.doc 2 SEPA Staff Report (110 Puget Sound Investment Short Plat E99-0001 Street trees are required to be planted along the new access street serving the subdivision. Animals The checklist notes that songbirds have been observed on or near the site. There are no threatened or endangered species known to be on or near the site. Energy/Natural Resources Electricity and natural gas will be used for heating the future homes. The new homes constructed could supplement their source of heating with woodstoves, fireplaces or passive solar. All buildings will meet the current structural and energy requirements. Environmental Health Noise levels in the area are characteristic of a low-density residential neighborhood. Temporary noise will be generated by construction and building equipment. These noises would occur generally between the hours of 7:30 a.m. and 5:00 p.m., Monday through Saturday. Once construction is complete, then noise levels generated will be similar to the surrounding residential community Land/Shoreline Uses The site (which is comprised of several tax lots) is currently occupied by two single family houses and outbuildings, which will be demolished for the construction of the new subdivision. The site is zoned Low Density Residential, LDR, with a minimum lot size of 6,500 square feet. The proposed short plat lot sizes conform to the requirements of the zoning district. The two existing homes will be retained; four new single family homes will be constructed. The surrounding area is predominantly single family, with a middle school located across the street on South 144th and Foster High School located just west of the site. A tract of land has been set aside for pedestrian access from the short plat to South 144th Street, along with utility easement, including storm water storage. The Fire Department has requested that an emergency access easement be granted across the pedestrian/utility easement. Housing Two existing houses will be retained and four new single family dwellings will be constructed on the new lots. c:\carol\Puget\SEPA-rpt.doc 3 SEPA Staff Report Puget Sound Investment Short Plat E99-0001 Aesthetics The new homes will be compatible with the surrounding residential neighborhood. The maximum height will be 30 feet; the exterior building materials will be wood and brick products. Light/Glare Exterior light sources common to residential neighborhoods will be generated, such as lights within the dwellings, automobiles and streetlights. Recreation Recreational opportunities are available at the junior and senior high schools located across South 144t1i Street. Each home will have yard area where some on-site recreational opportunities can take place. Historic/Cultural Preservation There are no known historic and cultural sites or objects on or next to this site. Transportation As submitted, the proposed short plat shows access to the parcels via South 146th Street through the Foster Heights subdivision on the south. Access from South 144th was analyzed; however, a sight distance analysis showed that stopping sight distance and entering sight distance were deficient from the west. Access to the Foster Heights subdivision will be via a public street that runs north/south and intersects with South 146th Street. The Foster Heights Subdivision has received preliminary plat approval, however, the public access road through which this short plat proposes access has not been constructed as yet. The applicant will need to work with the developer of the subdivision to ensure that access is available to the short plat site. Access will not be permitted from South 144th Street. Further environmental review may be required if alternative access is proposed. A letter was received commenting on the proposed short plat from a resident on South 146t Street. The resident raised concerns about the impact the additional traffic from the short plat will have on South 146th Street since the traffic will be routed on South 146th rather than exiting directly onto South 144`h Street. Public Works staff has reviewed the letter and will look at the traffic in the neighborhood. The Checklist estimates that the project will generate 7-8 trips/day per dwelling unit. Peak volumes will occur in the mornings and afternoons when people are going to and returning from work. Both districts have indicated that services are available to the site. Project Overview The Proposed Preliminary Short Plat of Foster Heights involves the subdivision of 1.45 acres of partially developed land into 7 single family residential building lots and access road. Proposed access for this project is through the proposed preliminary plat of Foster Heights to the south. The existing site has two houses and is accessed via a gravel drive from South 144th Street. The remainder of the site consists of grassy and/or landscaped areas with occasional patches of short undergrowth. The site is located between 46''' Avenue South and 51' Avenue South. The site is bounded on the north by South 144th Street. The site is surrounded to the east, west, and south by single family residential homes in the subdivision of Tukwila Adams Home Tracts. Foster Middle School is located northwest of the site across the road. Overall relief across the property is on the order of 30 feet. Site topography is gently sloping eastward. Site runoff flows northeast in an overland fashion until it is intercepted by the existing storm drain system in South 144th Street. Refer to the off-site analysis for a complete description of the storm drain systems. This report is intended as a preliminary stage T.I.R. which includes the required -off--site analysis. This report does not include the design of all drainage components. However, it does contain sufficient detail for assessing the existing drainage characteristics. USDA -SCS Soil Survey Maps The SCS Soil Survey Map indicate Alderwood Gravelly Loam Soil Type that is classified as Hydrologic Group C. No drainage problems were identified in the soils survey. Foster Heights at Tukwila- Preliminary TIR -November 04, 1998 98407 Task 3 - Field Reconnaissance A field reconnaissance was conducted on October 8, 1998. Road drainage improvements were investigated along South 144th Street and 515' Avenue East to verify drainage patterns in the downstream areas. Weather conditions were rainy and cool. The site discharges to one known stormwater discharge point. Runoff was followed from the Site to a point over 1/4 downstream. Figure I1I.1-Off-site Analysis Map charts the route of the runoff downstream from the Site. Task 4 - Drainage System Description And Problem Screening Flo 14' Path 1 (see Figure 11'1.1 -Off -Site Analysis Map) Component 1- Overland Flow (0'-100') Runoff from the site travels northward along South 144th Street approximately 100 feet to a Type 1 catch basin described in component 1 A. Component IA - Type 1 Catch Basin Runoff flows into a Type 1 catch basin located in the southern curb of South 144th Street. The catch basin has an 18 inch CMP flowing into the structure from the west, an 18 inch CMP exiting to the east, and a 12 inch CMP flowing into the structure from a Type 1 catch basin on the north side of the street. Little to no sedimentation was visible in the structure. Component 1B- 18 inch CMP (100'-310') The flow continues east in South 144th Street through an 18 inch CMP and into the catch basin described in component 1C. The pipe run appeared to be clean. Component 1C - Type 1 Catch Basin Runoff flows into a Type 1 catch basin located on the south side of South 144th Street. The catch basin has an 18 inch CMP flowing in from the west, an 18 inch CMP exiting to the east, and a 12 inch CMP flowing in from the north. Little to no sedimentation was visible in the structure. Component 1D-18 inch CMP (300'-520') The flow continues east through an 18 inch CMP and into the catch basin described -in component 1 E. The pipe run appeared clean. Component IE- Type 1 Catch Basin Runoff flows into a Type 1 catch basin located on the south side of South 144th Street. The catch basin has an 18 inch CMP flowing in from the west, a 12 inch CMP flowing in from the south, and an 18 inch CMP exiting to the east. Little to no sedimentation was visible in the structure. Foster Heights at Tukwila- Preliminary TIR -November 04, 1998 98407 Component IF- 18 inch Concrete Pipe (520'-600) The flow continues east through an 18 inch concrete pipe and into the catch basin described in Component 1G. The pipe run appeared clean. Component 1G- Type 2 Catch Basin Runoff flows into a Type 2 catch basin in the southeast corner of the intersection of South 144'' Street and 51' Avenue South. The catch basin has an 18 inch concrete pipe flowing in from the west. An 18 inch concrete pipe exits to the north. The catch basin contained approximately 12" of water. Component 1H- 18 inch Concrete Pipe (600'-640) The flow continues north through an 18 inch concrete pipe and into the catch basin to the north. The pipe run appeared clean. Component 11- Type 2 Catch Basin Runoff flows into a Type 2 catch basin in the northeast corner of the intersection. The catch basin has an 18 inch concrete pipe flowing in from the south, an 18 inch concrete pipe flowing in from the west, and a 24 inch concrete pipe exiting to the northeast. The catch basin contained approximately 12 inches of water. Component 1J- 24 inch Concrete Pipe (640'-680) The flow continues northeast through a 24 inch concrete pipe and exits onto the top of the slope on the western edge of the SR 599 right-of-way. The pipe run appeared clean. Component IK Overland Flow- Eastward down the SR 599 right-of-way (680=780'). Runoff flows east downhill to a drainage channel on the western edge of SR 599. Foliage on the hill consists mainly of dense blackberry cover and long grass. Some scour has occurred at the outfall of the pipe runs, however this appears to have stabilized. Runoff disperses before flowing over the cut slope for SR 599. No erosion problems were observed on the slope. Component IL Roadside Ditch- North along SR 599 (780'-1320') The flow runs into a drainage ditch along the western shoulder of SR 599. The ditch is lined with crushed rock and contains scattered grass pockets. No ponding was evident. Flow continues northward along the highway.
