Rants,.Mayor Steve Lancaster, Director Project File No. E99-0014 Applicant: The Boeing Company Project Location: 8123 East Marginal Way South (Boeing Plant 2, Building 2-41). The construction site is located beneath the building's southwest corner, in the intertidal area that it overhangs. Project Description: The applicant proposes to remove 40 cubic yards of contaminated soil in conformance with the Elliott Bay/Duwamish Consent Order issued by the EPA to Boeing, and pursuant to Federal contaminated site clean-up provisions (Ex. B, Pg. 1). Contaminated soil and associated water will be temporarily held on site while drying. Soils and solid materials will then be transported to a hazardous waste landfill. Decanted water from the contaminated soil and ponded water in the excavation will be vacuumed and stored in containers for testing. Disposal shall be either into the sewer system with an industrial waste discharge permit or to a hazardous waste disposal facility. The construction would be no greater than, 50 ft. by 50 ft., as needed to deploy equipment to vacuum excavate a by 17 foot by 20 foot by three foot deep hole for contaminated soil removal. Potential Cement kiln dust or flyash used as a drying agent will be minimized with plastic sheets during mixing per OSHA/WISHA standards. The project will create no air emissions when complete. 3. Water No impacts per U.S. Army Corps of Engineers Nationwide Permit (1999-2-00283) and Washington State Dept. of Ecology waiver of individual water quality certification (Kenny, 4/1/99). 4. Plants —None. 5. Soil Remediation Page 2 of 4 A.11 Project Description: The applicant proposes to remove petroleum contaminated materials from the site using three processes. All references are to Figure 3 unless otherwise specified. Excavation And Disposal Of Contaminated Soils. 1,100 cubic yards of the most contaminated soil will be excavated and removed. The excavation area is about 75 ft. by 40 ft. by an anticipated maximum 15 ft. depth (see "Approximate Excavation Limits"). Earth will be temporarily stockpiled on-site to allow draining out of contaminated water (to reduce the cost of disposal) and covered to prevent erosion. The temporary stockpile site will be lined with visqueen to contain the drained water. Disposal Of Contaminated Water Drained From Excavated Soils. The contaminated water which drains from the excavated soil's will be disposed of in a manner consistent with State, county and city regulations. Options include on-site treatment to County waste water standards for disposal into the sewer system, treatment to State groundwater standards for reintroduction on site, and removal to an appropriate disposal site. The selected method must be incorporated into construction documents and approved by the Public Works Dept. prior to permit issuance. In -Place Flushing. Less contaminated areas are located along the east central property line and the central property area, as generally bounded by Infiltration Trench 1 and Recovery Trench 2. These soils would be flushed in place using a system of withdrawing ground water from "Recovery Trench #1, cleaning it to Underground Injection Control standards per Option A, Level 2 standards (see "Proposed Location of Groundwater Treatment System") and re -injecting the cleaned water into the "Infiltration Trench #1. A later phase would use Recovery Trench #1 as the infiltration trench and collect water at Recovery Trench #2. The flushing cycle for each phase would continue until water satisfies Underground Injection Control program standards as administered by the Dept. of Ecology. Background. A Becker Trucking representative provided background data on the fuel leak and system (Runte, Fleet and Facilities Mgr., 6/10 & 22/99). The fuel contamination source was slowly leaking, fuel pumps which were installed when the facility was established in 1977 and replaced by 1988. Periodic testing of the single walled pipe has showed no leakage. The existing, single walled tanks were new equipment when installed in 1973. In 1993, the tanks were inspected, found to be not leaking, have sufficient wall thickness, cathodic protection applied with the tanks in-place and certified by the Washington State Dept. of Ecology (UST Compliance Tag No. A3703). At that time, a leak detection system was installed for the pumps and the pipes to satisfy State requirements. The current fuel delivery system incorporates several structural and procedural measures to avoid future contamination: site now has an impervious surface, only a limited number of trained staff are allowed to fuel vehicles to avoid careless overflows, fueling staff must be present during fueling (in case of automatic nozzle shut-off failure) and absorbent materials are immediately available for any spill events. Becker Trucking anticipates installing double walled piping and a secondary pump containment system as part of this site remediation. The site is located in the historic Duwamish River valley floor. It is in a small valley defined by the Riverton Ridge and a small stream to the west (rear of the site) and a 150 ft. high outcrop on the east. Consultation with the State Office of Archaeology confirms this site to be in an area of very high archaeological potential based on its general location, specific topography and proximity to a tributary stream (Dr. Rob Whitlomb, 6/21/99). Soil logs indicate that the excavation would be in an area where the native soil is at the surface. This would mean that all excavation would be into historic soils for the estimated 75 ft. by 40 ft. excavation area, to a maximum 15 foot depth. Summary of Primary Impacts 1. Earth — Approximately 1,100 cubic yards of contaminated soil will be removed. 2. Air - There will be exhaust emissions from construction equipment during the project. Exposure of benzene in excavated soils will satisfy Puget Sound Air Pollution Control Standards 3. Water — Decanted water from the contaminated soil and ponded water in the excavation will be disposed of in a manner which is consistent with State, county and city standards. 4. Plants — None. 5. Animals — No significant impact to the aquatic habitat are expected. 6. Energy and Natural Resources - The project will require energy for construction equipment and for vehicles coming to the site. 7. Environmental Health - No environmental health hazards are anticipated based on compliance with OSHA/WISHA worker safety standards., 8. Land and Shoreline Use — No impacts. 9. Housing - The proposal will not result in a change to the housing supply. 10. Aesthetics - The project is not subject to BAR requirements. 11. Light and Glare - The completed project will not generate light or glare. 1 The brown sandy fill found in 5 to 10 foot widths is not present at Monitoring Wells #6 and #7. The gray and black silt found at the surface is reflective of the soils found at greater depths in soil logs at various other site locations. Changes are only in the category of discharges to groundwater and primarily affect permitting decisions within the Water Quality Program. Elements of the 1992 document which are still applicable and the updated policy are incorporated into chapter III of the Permit Writers Manual. The purpose of this policy is to clarify for Ecology staff the decision points that result in a permit decision for a proposed discharge from an independent LUST cleanup site. The requirements that must be met in order for a company or entity to qualify for various degrees of permit actions are listed in a decision matrix in this document. Any proposed discharge unable to meet the requirements may be denied or issued an individual permit through normal Water Quality Program (WQP) permitting procedures. • At this time, LUST permitting decisions and actions are the responsibility of WQ staff except in SWRO, where the responsibility is shared with TCP regional staff, or where other specific regional cooperative efforts have been arranged. The requirements for use of a dry well or an injection well are more stringent when discharge is off-site or not hydraulically contained. 2) The term "hydraulically contained" is used to clarify the intent of the term "discharge to ground within site boundary. Hydraulically contained means that recharge rates are matched to local hydrogeologic conditions and pumping rates so the recharge fluid does not leave the site boundaries, but is recycled back to the pumping wens. 3) A more stringent set of limitations is introduced, labeled Levet 2. Level 1 is the set of limitations referred to as "technical standards" in the 1992 policy document. Level 2 limitations are based on the groundwater standard or MICA method A value, whichever is more stringent. 4) Long term discharges to ground (>60 days) with hydraulic containment need not obtain a. permit if the water discharged meets new, more stringent limitations (levet 2). These more stringent limits define a discharge which is no longer a wastewater. If the discharger is unable to maintain level 2, then a temporary permit is required as before. 5) Long term discharges to ground not hydraulically contained must meet the more stringent level 2 limitations and obtain a temporary permit. 6) Short teen discharges to ground (<60 days) not hydraulically contained have options. If the discharger can guarantee level 2 limitations, no permit is required. . When the discharge is not directly to ground water (not using a dry well or injection well), and level I is the best that can be guaranteed, a temporary permit is required. • Underground injection Control Program The Department of Ecology is the lead agency for the EPA's Underground. Injection Control (UIC) Program in Washington. The UIC program is authorized by the Safe Drinking Water Act (SDWA) to protect Underground Sources Drinking Water (USDW). Proposed remediation at the site will consist of: • Excavation of contaminated soil for offsite disposal; and • Installation/operation of groundwater recovery trenches and associated groundwater conveyance piping and treatment equipment. Before work begins, the site will be secured by installing a chain link fence. The fence will act as a safety and control boundary to prevent site access to the public. Soil excavation will be conducted in one primary area of the site and in three groundwater infiltration/recovery trenches as shown on Figure 3. An estimated 1,100 cubic yards (in situ) will be removed from the excavation area located between the USTs and the site loading dock. We have assumed the excavation may extend to a horizontal dimension of about 40 by 75 feet and extend to a depth of 5 to 10 feet below ground surface. We currently propose to maintain the limits of excavation at a distance of 10 -feet from any of the structures at the site. The soils will be excavated while maintaining a minimum side slope of 1:1. We propose to begin the excavation at the northwest comer of the excavation area. This will be done to evaluate the stability of the site soils away from any existing structures. If sloughing occurs, AGI will provide shoring of the excavation. The groundwater infiltration/recovery trenches are proposed to be 4 feet wide and have depths ranging from approximately 4 feet to 6 feet. The trenches will be open temporarily for placement of pea gravel and process piping. Personnel will not enter the trenches. If sloughing occurs in the infiltration/recovery trenches, trench boxes will be provided. All excavated soil containing petroleum hydrocarbons above cleanup levels will be transported offsite for treatment or disposal. All soil samples will be analyzed on a 24-hour turnaround time basis; therefore, soil will be transported from the site in an expeditious manner.
