To: Jack From: Rebecca Subj: SEPA determination for E99-0022 (Comp Plan Amendment Process) Date: August 2, 1999 Background: In November 1998, the City Council approved Ordinance #1856 which made changes to TMC Chapter 18.80--- Revisions to the Comprehensive Plan. These modest process changes simplified and clarified the methods and decision-making factors for the City Council and public to use in its yearly Comprehensive Plan amendment application and review process. These changes require a Comprehensive Plan amendment to make the Comprehensive Plan consistent with the Tukwila Municipal Code in matters which concern revising and amending the Comprehensive Plan. Determination: These changes are totally process -oriented, and are intended to make things clearer and easier for the City Council and the public. They have already been implemented through the Tukwila Municipal Code. Staff recommends issuing a Determination of Non -significance. SUPPLEMENTAL SHEET FOR ALL PROJECT AND NON PROJECT PROPOSALS The objectives and the alternative means of reaching the objectives for a proposal will be helpful in reviewing the foregoing items of the Environmental Checklist. This information provides a general overall perspective of the proposed action in the context of the environmental information provided and the submitted plans, documents, supportive information, studies, etc. 1. What are the objectives of the proposal? Page 17 41.1 ENVIRONMENTAL CHECKL The proposal's objectives are to clarify and simplify the process to follow for amending the City of Tukwila's Comprehensive Plan. The proposed amendment eliminates the "three year Comprehensive Plan amendment process." It eliminates Policy 16.1.2 and modifies Ppolicy 16.1.1 to delete reference to the "three year" review process. This makes Comprehensive Plan policies consistent with changes to TMC 18.80 which were already implemented through Tukwila Ordinance #1856. This ordinance became effective November 25, 1998. 2. What are the alternative means of accomplishing these objectives? Ordinance # 1856 (codified as Tukwila Municipal Code 18.80.050) was reviewed and adopted in 1998. Since the proposed Comprehensive Plan change is purely a "process" change, there is no clear alternative means to accomplish the change. 3. Please compare the alternative means and indicate the preferred course of action: Since Ordinance #!856 (codified as Tukwila Municipal Code 18.80.050) has already been reviewed and adopted, the proposed Comprehensive Plan change is, therefore, the best means to meet public need to simplify and clarify the process of amending the C omprehensive Plan. 4.
