MEMORANDUM
Project Description:
This SEPA review is for a proposal to locate a 60 foot tall monopole for a Personal
Communication System (PCS) Base Station at the Bow Lake. Transfer Station,�r18700
Orillia Rd. S. The proposed development will include the monopole accompanied by
operating equipment located on a 10 -foot long rack adjacent to the monopole. Two'(2)
antennae will be affixed to the top of the monopole..A Global Positioning System (GPS)
antenna will be affixed to the equipment rack. The monopole and accompanying
equipment will be used to transmit telecommunication signals.
Agencies with jurisdiction:
None
Summary of Primary Impacts:
• Earth
The entire site is generally flat with some slopes of approximately 2%, with soils that
are primarily silty sand and topsoil. The facility will cover a total area of
approximately 10,000 square feet.
• Air
Negligible vehicle emissions will occur during construction.
• Water
No dredging or filling from surface water or wetlands. No discharge of waste
materials to surface waters will occur. No withdraw or discharge of groundwater will
occur.
• Plants
No anticipated impact.

• Animals
No animals found in the area. No threatened or endangered species known in area.
• Energy/Natural Resources
Electricity will run electronic equipment and telephone services will be provided.
Batteries are primary backup if power failure occurs. All equipment will comply with
applicable state energy codes.
• Environmental Health
No significant health impacts have been identified from proposed technology
operating at 806-821 and 851-866 megahertz (MHz). Environmental impacts of
telecommunication facilities are exempt from environmental review. Minor traffic and
construction noise will occur during construction period. No other significant noise
will be generated by project. Any noise generated during construction or operation
of the facility must comply with Tukwila's Noise Ordinance (TMC 8.22).
• Land/Shoreline Use
Proposed development is located in the Tukwila Valley South (TVS) zone. The
properties surrounding the proposed development are also zoned TVS. The facility
is located at the Bow Lake Transfer Station, a Solid Waste facility operated by King
County. The facility will also be located adjacent to Interstate 5. At 60 feet, the
proposed monopole is within the 115 -foot height limit in this zone. No demolition of
structures is proposed. The proposal must also obtain approval of a Conditional Use
Permit (TMC 18.64).
• Housing
No impacts.
• Aesthetics
The proposed monopole for the project is 60 feet high. The monopole is located
adjacent to Interstate 5 and at a Solid Waster facility. The monopole is designed for
co -location and will use a uniform mounting for all antennae. The operating
equipment will be located on a rack adjacent to the monopole. No indication has
been given how the equipment will be screened from view.
• Light and Glare
The tower will not produce significant Tight or glare. No off-site light or glare will be
produced.

The site will be located above and adjacent to an existing access drive into the Bow
Lake Transfer Station. One vehicle trip per month is anticipated for service and
maintenance. One parking spot will be designated for the facility.
• Public Services
Proposed development will not impact or require specific public services.
• Utilities
The facility will be served by electric and telephone services. In support of the City's
Comprehensive Plan concerning non city -owned utilities (Policy 12.1.36), the facility
is designed to provide opportunity for co -location by other wireless carriers.

computer. If you choose to re -type the form into your computer, be sure to do so
accurately. Mistakes or omissions will increase the review time.

COMPLETING THE CHECKLIST

US West Wireless L.L.C. proposes to build a sixty foot (60') steel
monopole designed for shared use by US West Wireless and Airtouch
as future co -locator. The project would take place on the property of
the King County "Bow Lake Transfer Station." The new pole will
support two panel antennas mounted to the pole with T -arms. The
equipment will be located at the base of the tower.
12. Location of the proposal. Give sufficient information for a person to
understand the precise location of your proposed project, including a

proposal would occur over a range of area, provide the range or
boundaries of the site(s). Provide a legal description, site plan, vicinity

The subject property is located at 18700 Orillia Road South, Tukwila
Washington 98513. See attached drawings.

will be a 60' steel monopole with an above ground equipment

None, the facility will be unstaffed. The site will be visited
monthly by a service technician to ensure the equipment is
functioning properly.

Proposed measures to ensure the proposal is compatible with
existing and projected land uses and plans, if any:
The proposed site was selected to serve the customers along
Highway 510. The new facility will allow for co -location which
will deter the need for another support structure. The new
monopole is 60' tall and the antennae will not extend above the
height restriction required in the zone. US West Wireless L.L.C.
has met all other precautions to assure that the facility will not be
visually obtrusive or damaging at this location.

The structure is a 60' steel monopole. The antennas are 60" tall by
12" wide by 7" deep. Please see the site plans.
b. What views in the immediate vicinity would be altered or obstructed?
Minimal views will be obstructed. Changes to our original
proposal of flush mounting had to be changed to the T -arms to
accommodate Airtouch's design and keep visual uniformity on the
structure. However since we are well below the zone's height limit
of 115' there will be minimal obstruction of views.
c. Proposed measures to reduce or control aesthetic impacts, if any:
By designing for co -location, an additional support tower will not
be required in the vicinity of this site. Per the request of the
jurisdiction, we are changing our original design in order to
conform to Airtouch's antenna model in order to maintain visual
uniformity. The new steel pole will be 60' which is well below the
height restriction of 115' for this particular zone minimizing the
aesthetic impacts.
