Rants, Mayor Department of Community Development Steve Lancaster, Director MEMORANDUM TO: Pat Brodin, File FROM: Michael Jenkins DATE: September 2, 1999 RE: Shoreline Exemption request for upgrades to Sewer Lift Stations 6 & 7, Fort Dent Park (L99-0066, E99-0027) Thank you for your August 9 memorandum concerning the request to exempt upgrades to Lift Stations 6 & 7 in Fort Dent Park. We agree with your conclusion that the projects are exempt from obtaining a Shoreline Permit under WAC 173-27-040 (2)(e), as they are only improvements to an existing facility to handle additional capacity. As the project would not trigger SEPA since you are not working in a sensitive area as defined by the Zoning Code, you would also be exempt from SEPA. Shoreline Exemption Request for Sewer Lift Stations 6 & 7 Upgrade The purpose of this memo is to request confirmation that the upgrades to Lift Stations 6 & 7 are exempt from issuance of a City Of Tukwila Shoreline Substantial Development permit. The project has been designed by Gray and Osborne Engineers under the City's approved Capital Improvement Program. Lift station 6 is located at Fort Dent Park near the all-weather soccer field and lift station 7 is located in the end of the cul-de-sac on Fort Dent Way. The upgrade to Lift Stations No. 6& 7 involves replacement of the existing pumps, upgrading the electrical system, and installing an on-site generator at Station 6. The majority of the work will be within the protected caisson of the dry well. Any disturbed area around the generator pad and electrical panel is above the ordinary high water mark and will immediately be restored to blend with the surrounding lawn. It is my understanding that construction and practices relating to pumping facilities are exempt from Shoreline Substantial Development permit requirements pursuant to WAC 173-27- 040(2)(e). The larger capacity is needed to accommodate the additional sewage discharges from recent developments such as Fort Dent III and the Family Fun Center.
