Project Description:
On November 8, 1999, a Determination of Non -Significance was issued in connection with the
proposed stockpiling of 1,500 (+/-) cubic yards of sand at the 14th and 17th holes of Foster Golf
Links (under E99-0032). Since that time, construction of the Foster Links Maintenance Facility
(under E99-0024) has blocked access to the proposed stockpiling sites. Alternative locations
for sand stockpiling on the golf course are not feasible. This is because truck traffic associated
with the deposition of the sand will destroy the golf course turf during the wet winter months.
The purpose of the proposed addendum is to change the location of the sand stockpiling to
Tukwila's George Long Maintenance Facility at 14000 Interurban Avenue South (at the western
boundary of Foster Golf Links, near the 17th hole).
Agencies with Jurisdiction:
None.
Summary of Primary Impacts:
Water
Stockpiling of the sand at the George Long Maintenance Facility will be outside the 200 -
foot shoreline boundary, and as such, will not require a Shoreline permit.
Recommendation:
Approval of Addendum to Determination of Non -Significance.
This Addendum to the Determination of Non -Significance (E99-0032) is final and signed this
15th day of February, 2000.

Project Description:
This SEPA review is in connection with the stockpiling of 1,500 (+1-) cubic yards of sand
mix to be divided and stockpiled at the 14th and 17th holes of Foster Golf Links (an 18 -
hole public golf course in the City of Tukwila). The sand will be used as a based fill for
construction of the 14th and 17th greens and the 11th and 17th tees, which is expected
to begin during the spring of 2000.
Agencies with Jurisdiction:
None.
Summary of Primary Impacts:
• Earth
The majority of the site is generally level and is located in the flood plain of the
Duwamish River. Soils contain sand and gravel. An erosion control plan will be
employed during construction. The steepest slope in this area of the Golf
Course is 6%. A land -altering permit will be required in connection with
associated re -grading.
• Air
Dust and exhaust emissions will be generated during construction, with watering
as necessary to control dust.

• Water
The Golf Course is bordered by the Duwamish River. Stockpiling of the sand at
the 14th and 17th holes will be outside the 200 -foot shoreline boundary, and as
such, will not require a Shoreline permit. However, construction of the green at
the 11th hole during the spring of 2000 will require issuance of a Shoreline
permit prior to the issuance of any land altering permit.
Treatment of storm water runoff will meet the 1998 King County Surface Water
Design Manual standards. An erosion control plan will be employed during
construction.
• Plants
Vegetation throughout the golf course is park -like by design, composed of
scattered tree and shrub plantings. Proposed site landscaping at the 11th, 14th
and 17th holes will consist primarily of turf grass.
• Animals
•
Northwest Chinook Salmon are found in the Duwamish River and were listed as
a threatened species in 1999. The river is part of a migration route for
anadromous fish. The site is located within the Pacific Flyway, a migration path
for various waterfowl.
Energy/Natural Resources
N/A
Environmental Health
Noise generated by construction equipment will occur on a short-term basis.
The hours of construction will comply with the City's noise ordinance.
• Land/Shoreline Use
The golf course site is zoned Public Recreation Overlay ("PRO"). Interurban
Avenue South borders the site's western perimeter and is classified as a
principal arterial. The proposed maintenance facility will be located outside the
Shoreline Overlay Zone. Tukwila's city maintenance facility (George Long

Facility) is located to the south and the Metro Pumping Facility is located to the
west.
• Housing
No housing is proposed nor will any residential structures be removed.
• Aesthetics
The proposal will improve and enhance the existing 11th, 14th and 17th holes of
the golf course.
• Light and Glare
There is no lighting at this portion of the golf course.
• Recreation
The proposal will improve and enhance the existing 11th, 14th and 17th holes of
the golf course. The nearby Interurban Trail is a multi -use trail linking King and
Pierce Counties. A part of this trail follows the Duwamish River within the city
limits of Tukwila. Recreational fishing and canoeing occurs in and along the
waterway.
Historic and Cultural Preservation
No known places or landmarks.
Transportation
The project is located on Interurban Avenue South, a four -lane public roadway
serving commercial traffic. Metro bus service is available along this street. The
project proposal identifies 13 parking stalls.
Public Services
No increase in public services is expected. The Golf Division of the Tukwila
Parks & Recreation Department oversees this operation as an "enterprise fund",
meaning it is self -supported.

SUBJECT: Foster Golf Links—Land Altering Permit and SEPA Checklist
We understand the appeal period will start after November 5'h. Because we feel the chance of
anyone filing an appeal on the placement of 1,500 + yards of sand within our golf course is
unlikely, we intend to start moving the sand into the golf course as soon as the Land Altering and
Hauling Permits can be obtained. I am told by the Public Works Department that we should.
have them around November 10th.

We realize should an appeal be filed, we will be required to stop hauling and to remove any soils
placed. We are willing to take this chance, mainly because we wish to move the sand onto the
course when we have fairly dry soils.

Dear Chuck:
As we discussed on the phone today, we are in the process of reviewing your SEPA application. The Public
Works Department has provided me with their comments regarding their review of your SEPA checklist. I
have enclosed a copy of that checklist for your reference. Public Works has the following comments:
1. Section A (Background), Item 8:
The 1998 King County Surface Water Design Manual requires that the sand stockpiles be covered
during the wet season (October 1st through April 30th). Please indicate your compliance with this
requirement in this portion of the checklist.
2. Section A (Background), Item 10:
Please add a reference to a City of Tukwila Hauling Permit in this portion of the checklist.
3. Section B (Environmental Elements), Item 1 (Earth) h:
Public Works believes that the most effective (and least expensive) method for covering the sand
stockpiles during the wet season is the use of mulch and seeding. Effective erosion control is
important as eroded material could reach the Course drainage system, eventually going into the
river. You may wish to revise this section of the checklist to incorporate this recommendation.
Please revise the checklist, reprint and sign it and then return it to me at your earliest convenience. If you

Your application for a SEPA determination on the above -referenced master plan update has been found to
be complete as of October 18, 1999 for the purposes of meeting state mandated time requirements.
Essentially, this means that you have supplied the required items listed on the application checklist for this
type of permit.
We are enclosing two laminated copies of the Notice of Application to post on each of the notice boards you
have already installed (one near the clubhouse and one near the site of the proposed maintenance facility).

Notice of Application
Don Williams has submitted a SEPA application for the above -referenced project. Given the size of the
Golf Course parcel (60+ acres), the facility's distance from other properties plus the barrier created by the
river, it would seem impractical for Parks to compile an exhaustive mailing list for notification.
As an alternative, I am proposing that we mail notification to everyone located in the blue shaded area
(see attached sheet) and supplement this with publication in the Seattle Times, and posting on two notice
boards (one at the club house and one at the location of the new maintenance facility).
Under TMC 18.104.090(6) (Notice of Application -Procedure) the Director has the discretion "in unusual
circumstances (i.e., lengthy utility corridor or right-of-way construction projects) where posting and mailed
notice would be impractical, to require the notice of application to be published in a newspaper of
general circulation in the area where the proposal is located, in lieu of posting and mailed notice.
