LOCATION: 8123 East Marginal Way South PROJECT DESCRIPTION: DETERMINATION: ZONING/COMPREHENSIVE PLAN DESIGNATION: The current proposal is to demolish 56,775 square feet one story, steel frame building referred as 2-66 building located at 8123 East Marginal Way South. The project is designated as a Planned Action and no further SEPA review or threshold determination is required. This decision is final with no administrative appeals. Manufacturing Industrial Center/ Heavy Project materials including the application, staff report and other studies related to the permit are available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite 100, Tukwila WA from Monday Through Friday, between 8:30 am and 5:00 pm. SUMMARY OF PROPOSED ACTION The current proposal is to demolish 56,775 square feet one story, steel frame building referred as 2-66 building located at 8123 East Marginal Way South. A portion of the proposed project is within 200 feet of the ordinary high water mark of the Duwamish River and hence is subject to Shoreline Substantial Development Permit. II. GENERAL INFORMATION Project Name: Demolition of 2-66 Boeing building. Applicant: The Boeing Company Location: 8123 East Marginal Way South Zoning: MIC/H Comprehensive Plan Designation: MIC/H II. REVIEW PROCESS This proposal was identified as a potential Planned Action as it met the requirements listed under Tukwila Municipal Code (TMC) Section 21.04.152. As part of this Planned Action review process, the proposed project is analyzed to ensure that all impacts have been mitigated as part of 1998 EIS and also if the proposal is consistent with the Tukwila Comprehensive Plan. • • III. BACKGROUND/PROPOSAL The current proposal is to demolish 56,775 square feet one story, steel frame building referred as 2-66 building located at 8123 East Marginal Way South. The subject site is developed as an aircraft manufacturing facility with a number of separate buildings. A portion of 2-66 building is within 200 feet of the Duwamish River and is subject to Shoreline Substantial Development permit. The subject site is zoned Manufacturing Industrial Center/Heavy (MIC/H). On March 8, 2000, Planned Action determination was issued for demolition of three buildings on the subject site, building 2-50, 2-71 and 2-72. Refer to File number E99-0035. Tukwila's Manufacturing and Industrial Center (MIC) is an important regional center of industrial activity. Industrial development over the most of the sub -area was evaluated in multi -site environmental review. In 1992, a programmatic environmental impact statement (EIS) was prepared for the Duwamish Corridor master plan, a proposal to redevelop Boeing properties in the MIC over a 10 year period. In 1998, sub -area plan/EIS updates extended the previous analysis of the corridor's Boeing properties (about 650 acres) to the entire MIC sub- area (about 1,370 acres). As part of this Planned Action review for the current proposal, the impacts of the current proposal are compared to 1998 Integrated GMA Implementation Plan and Final Environmental Impact Statement in order to ensure that all impacts have been mitigated. IV. CONSITENCY WITH COMPREHENSIVE PLAN The City of Tukwila Comprehensive Plan identifies the area surrounding the subject site as a Manufacturing Industrial Center/Heavy. The proposed project meets the goals and policies listed in the Comprehensive Plan for MIC/H area. Specifically, the proposed project meets the following goals and policies: Goal 11.1: Support the existing industrial activities in the MIC and development of new industrial activity in order to maximize the employment and economic benefits to the people to Tukwila in the region, while minimizing impacts on residential neighborhoods. Policy 11.1.5: Allow uses that are commonly associated with manufacturing and industry, including those directly supporting such activity, such as offices and laboratories, while prohibiting unrelated uses. • • Policy 11.1.8: Improve public access and use of the west side of the river, protecting owner's rights to reasonable use and enjoyment, improve employee access to the east side of the river and emphasize restoration on both sides of the river. V. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. BACKGROUND: 1-4 5—Shoreline Substantial Development permit is also required. 6-7-- Concur with checklist. 8 – The subject site is within 200 feet of Ordinary Highwater Mark of the Duwamish River. It is subject to King County Shoreline regulations and a Substantial Development Shoreline Permit is required for this project. B. ENVIRONMENTAL ELEMENTS: 1. Earth: a -h-- Concur with checklist. 2. Air: a -- Applicant will be required to obtain all relevant permits from Puget Sound Pollution Control Agency to address any emission to the air. b -c– Concur with checklist. 3. Water: a(1)-a(2)—The site is situated along the Duwamish River Channel. No work will take place either over or in the Duwamish. The project is subject to Shoreline Substantial Development Permit and will meet all shoreline regulations. a(3)-(5) -- Concur with checklist. a(6)—There is an existing storm drainage system on site. No changes are proposed to the existing storm drainage system. There are three outfalls in the 2-66 area. There are spill control type oil -water separators in nearly every catch basin in the area. All impacts related to drainage will be addressed and mitigated during the process of reviewing the demolition permit. The project will meet all erosion and sedimentation control requirements of King County Surface Water Design Manual. b(1) and (2) -- Concur with checklist. c (1) – No changes are proposed to the existing storm drainage system. c (2) – Best Management Practices to ensure that no construction debris enters the storm drainage system include; placing filter fabric in the catch basins, site sweeping, covering containers with chemicals and cleaning the slab where there is visible contamination from historical industrial activities. All impacts related to construction debris will be mitigated as part of demolition permit. d -- Concur with checklist. 4. Plants: a -d -- Concur with checklist. 5. Animals: a—In addition to the animals listed in the checklist the following have been observed on or near the site: Birds- Bald eagle, Water Fowl Mammals- River Otter Fish- Chinook, Cho, Chum, Steelhead, and Bull Trout b—Bald Eagle and Bull Trout are threatened species observed near the site. • c—Bull Trout also use river for migration route and rearing. d -- Concur with checklist. 6. Energy and Natural Resources: a -c -- Concur with checklist. 7. Environmental Health: a —Concur with checklist. a(1)—Hazardous Materials Control Systems will be place to address any spills or clean up practices. a(2)—Concur with checklist. b (1) and (2) -- Concur with checklist. b (3) -- Compliance with applicable local, state and federal noise regulations will mitigate any potential adverse noise impacts, associated with the project. 8. Land and Shoreline Use: a— Concur with checklist. b—Although not recently, but years ago the site was a dairy farm. c -g — Concur with checklist. h— The subject site adjoins the Duwamish River. i-I—Concur with checklist. 9. The proposed Boeing Company project has the potential to affect shoreline in the Duwamish Waterway and it is important to carefully review the land use and environmental elements of the proposal. The Port of Seattle owns approximately 0.5 acres of upland and shoreline adjoining the west margin of the proposed Boeing Company project at 8625 East Marginal Way. Port -owned shore land includes filled former aquatic area and structural shoreline stabilization constructed as part of the former industrial use at the site, Isaacson Steel Works. It is the port's understanding that the proposed project does not include any use of port -owned property. However, it is the Port of Seattle's request that the following conditions apply to industrial uses and activities approved by the City of, Tukwila for the upland site development described by File Numbers L2000-058 and L2000-059. 1. Future development on property owned by the Boeing Company, including any cleanup or remediation of site contamination, must not result in adverse effects on port -owned upland or aquatic area in the vicinity. Construction activities and subsequent use, operation, and maintenance of new facilities at the site must ensure that adverse changes to storm water and ground water conditions and aquatic area sediments will not result. 2. Construction of new facilities, including landscape area, at the site must not foreclose potential use of port - owned shore land adjacent to the site for restoration of fish and wildlife habitat or environmental remediation. A construction and maintenance easement allowing for access to port property through the proposed development site is, therefore, necessary. It is important to note that the present proposal includes landscape area separating structures planned for the site from the port's Duwamish Waterway shore land and aquatic area property. The landscape area will be a valuable asset to the upland portion of the site, east of port property. Future use of port property west of the development site has the potential to complement landscape/open space area included in the present proposal as well as providing substantial fish'and P.O. Marginal Way South 000160-0020 Subject: Additional information on stormwater system and pollution/debris prevention control measures. Boeing has two stormwater permits for this area. One covers all of Plant 2 (503000482) and the other covers South Yard construction including the 2-66 demo (S03003174). There are three outfalls in the 2-66 area. The southern -most drainage has a gate valve that can be shut in case of spills. (Note: There are no tanks or hazardous materials involved in the demolition action.) In addition, there are SC -type (spill control) oil -water separators in nearly every catch basin in the area. These are actually stainless steel catch basin inserts that act to collect solids and capture small amounts of oil. When the 2-66 is demolished, we will follow the requirements of permit 503003174. There are a number of BMPs that we have already implemented in the South yard that will carry over to the 2-66. These BMPs include, but are not limited to: • placing filter fabric in the catch basins • site sweeping • covering containers with chemicals • cleaning the slab where there is visible contamination from historical industrial activities Please contact me if you need additional information. Like the other three buildings, the metal framed and skinned building will be demolished to the existing concrete slab. No earthwork or penetration of the slab will occur. 3. The 56,775sf building is located farther inland than the 2-50, 2-71&72 buildings. The 200 foot shoreline zone boundary bisects the building. Approximately three-quarters of the building area is situated outside the shoreline zone. Approximately 14,000sf is located within the shoreline zone. 4. The site conditions applicable 2-66 are identical to the site conditions for the 2-50,71 &72 buildings. 5. All utilities will be capped using in-kind materials per best management practices and standards. 6. PROJECT DESCRIPTION The proposed plan is to demolish three (3) buildings: Building number 2-50, 2-71, and 2-72. The 2-50 building is a 1,200 square foot steel framed structure with a pitched metal roof and metal siding. The 2-71 building is a 300 square foot lean-to type building open on all sides, and used for sand and gravel storage. This is an old structure with metal pipe columns and a metal roof. The 2-72 building is a 1400 square foot three -sided storage shed with sliding metal doors closing off the front. This is a wood -framed structure with metal siding and roof material. After demolition, the site will be used, for container staging and storage. The site is fully developed as an aircraft manufacturing facility. Building 2-50 and 2-72 are within 200 feet from the Duwamish Waterway: Building 2-50 is approximately 40 feet east of the Duwamish waterway. Building 2-71 is approximately 210 feet east of the Duwamish Waterway. Building 2-72 is approximately 115 feet east of the Duwamish Waterway. The proposal lies within the 100 -year flood plain. Storm water runoff will be collected in a plant -2 storm -water control system. A FEMA Flood Insurance Rate Map is attached. Plant 2 is served by East Marginal Way South, through Gate B-18 entrance. The site is also serviced by the Metro bus system, adjacent to Gate B18. Parking will not be created or eliminated by this project. No additional trips will be generated. The demolition is proposed to occur during Winter 2000. Future additions and or expansions of the project are not anticipated at this time. Vicinity map, site plans, and photographs attached.
