Revisions to this code section will correct an unintended error during the adoption of the new zoning code. A 115 foot height limit was applied to new zones in the CBD but were not equally applied to the HI zone, as had existed with the former code. There were no comments from other City departments on this application. Project is to re -instate height exception overlay area in the Heavy Industrial (HI) zone. The HI zone was created along with other new zoning classifications, adopted with the December, 1995 Zoning Code and desgined to implement City's Comprehensive Plan, also adopted in December, 1995. The HI zone, bounded by Southcenter Parkway, S. 182nd and the Duwamish River, was originally zoned M2 and allowed building heights up to 115 feet through an overlay Height Exception area. When the new zoning code was adopted, the 115 height limit was applied to the new Tukwila Urban Center to the north, but not equally applied to the HI zone. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. SUPPLEMENTAL SHEET FOR ALL PROJECT AND NON PROJECT PROPOSALS The objectives and the alternative means of reaching the objectives for a proposal will be helpful in reviewing the foregoing items of the Environmental Checklist. This information provides a general overall perspective of the proposed action in the context of the environmental information provided and the submitted plans, documents, supportive information, studies, etc. 1. What are the objectives of the proposal? The project will re -apply a height exception area of 115 feet formerly allowed for this zone under its previous zoning classification. When the zoning classificaiton for this area of Tukwila was changed through the adoption of a new Comprehensive Plan and Zoning Code in December 1995, the height exception area was not equally applied. Accordingly, the reinstatement of the 115 foot height exception area to the Heavy Industrial (HI) zone will amend this situation. 2. What are the alternative means of accomplishing these objectives? Rants, Mayor Department of Community Development Steve Lancaster, Director MEMORANDUM TO: Community Affairs and Parks Committee FROM: Steve Lancaster DATE: January 24, 1997 RE: Height regulations in the HI Heavy Industrial District During Council review of the new Zoning Code in late 1995, the approach to height regulation in the CBD was modified. Previously, the entire valley floor area was included in a height exception area that allowed heights of up to 110 feet. In the new code, height regulations for the TUC and TVS Districts were changed to 115 feet, and the "height exception area" for the valley floor was, eliminated. Since no change was made to the 45 foot underlying height restriction for the HI District, this had the effect of reducing the allowable height in the HI District. Based on public testimony and Council discussion during deliberations, it does not seem that this result reflects Council intentions regarding the HI District.
