Comments to SEPA Checklist: Page 2, #6: Construction is expected to take place between June and September, 1997 Page 2, #8: A small portion of the property next to the greenhouses slopes 71% resulting from construction pre -dating the bonsai business (see drawing attached). Page 3, #13: The proposed expansion lies within an environmentally sensitive area as designated on the City's Comprehensive Land Use Policy Map. Most is on Class. 2 land, with only a small portion of the property in the southwest corner rated Class 3. Construction measures that will be taken in response to these sensitive areas and slopes include the following: moderating slope plus planting erosion control vegetation such as ivy and grasses. Summary of Primary Impacts: Earth 20-22 percent of the total property, including parking, will be covered with impervious surfaces. Measures to reduce erosion include moderating slope plus planting erosion control vegetation such as ivy and grasses. Otherwise, only a slight leveling will occur at the final stages of construction. Air None Water One bathroom will be built in the greenhouse and hooked to sewer line. Water runoff from the site is channeled via drainage pipes to existing storm sewer on property. Planting will be the primary measure taken to control surface, ground, and runoff water impacts. • • SEPA Review - E97-0008 Bonsai Northwest Greenhouse Expansion May 9, 1997 Page 3 Plants deciduous trees, shrubs, and grass are the primary types of vegetation on the site. Some alder will be removed and replaced with pine. Animals Songbirds have been observed on the site Energy/Natural Resources Natural gas will be used to heat the greenhouse. Heat conserving side wall panels will be used to control energy impacts. Environmental Health Some noise will be expected during the construction period, anticipated during the Summer of 1997. Hours of construction will be limited to 9am and 7pm, Monday through Friday. Some construction will take place on weekends, but without machinery. Land/Shoreline Uses The proposed growing area is currently in an area serving residential use. Structures on the site include a combined house and shop, and two (2) greenhouses. Three (3) to four (4) workers will reside/work on the property once the expansion is complete. Work hours will be between 9am and 6pm. Current zoning and Comprehensive Plan designation classifications is Residential Commercial Center (RCC). The proposed expansion complies with TMC regulations to insure compatibility with existing and projected land uses. Some portions of the property have been classified as environmentally sensitive. Housing None Aesthetics The tallest height of any proposed structure will be 18 feet for greenhouses, and 22 feet in areas where heater vents extend beyond the top of the greenhouse. Building setbacks and landscaping are proposed measures to reduce or control any aesthetic impacts. Light/Glare Some lighting will be visible through the greenhouse at dusk during winter months. To reduce any light glare impacts, lighting will not go beyond hours of dusk. The site is also currently served by public transit on S. 144th Street, two (2) times a day. The completed project will offer 21 parking spaces. None will be eliminated by the proposed expansion. The completed project will generate approximately 15 to 20 trips per day. Public Services None Utilities Electricity, natural gas, and water are currently available utilities at the site. Sanitary sewer will need to be added to accommodate a washroom.
