(WAC 197-11-706). The SEPA Responsible Official is authorized to issue an addendum to an existing environmental document pursuant to WAC 197-11-625. The applicant proposes an addendum to the previous environmental document for the basic gas station is appropriate based on the minor nature of construction in an existing built environment and the analyses provided which demonstrate no significant adverse environmental impacts. Review of the proposed addendum per the criteria in WAC 197-11-706, has been completed per WAC 197- 11-625 and presented below. Impact mitigation related to protecting potential archaeological resources during excavation for underground fuel storage tanks. \\TUK2\VOL3\HOME\VERNON\99\costcogas\SEPASTF ADDENDUM.doc SEPA Addendum to Threshold lirmination Staff Report • E97-0015: COSTCO Gasoline Station Page 3 An additional traffic study has been submitted to address concerns raised in the pre -application meeting and in subsequent meetings with the Public Works Department. The traffic study reaffirms the previous estimate of no impacts to the public road system. Should congestion significantly impact the public road system, then the City may re-evaluate its project approvals and require impact mitigating actions. The proposed 875 square foot gasoline station canopy addition with one pump island, to the existing 2,300 square foot, three pump island facility, various on-site circulation and landscaping revisions, and the addition of two turning lanes within the existing paved private roads, was evaluated for substantive impacts to the environment. The proposed development is shown in attachments A through G. The proposed project revisions are not anticipated to substantially change the impacts or altematives which were evaluated in the previously issued Mitigated Determination of Non- significance. The sole mitigation condition regarding archaeology would not apply, since all improvements would be above the level of historic soil. Environmental review relies upon existing regulations to mitigate or avoid environmental impacts. Please note that existing regulations will require that the following concerns be addressed in the construction permit application: Surface Water 1. A copy of a King County Industrial Discharge Permit if putting surface water into the sanitary sewer, 2.- Drainage plans shall show the existing and proposed storm water system for the entire site (including the COSTCO Optical building area, all existing parking areas, and the gas station area), 3. methods for protecting surface water from excavation impacts, and 4._ consideration of the 100 year flood backwater when determining the elevation of structures. Traffic 1. plans shall show existing and proposed signage, striping and channelization for the entire site (including the COSTCO Optical building area, all existing parking areas, and the gas station area). 2. the Public Works Department presents the following recommendation for your consideration in further resolving traffic congestion on the private roads serving this project. These recommendations are made to help reduce the potential for impacts on the public road system. Such impacts would be the basis for initiating City review and requiring impact mitigation. SEPA Action: The proposed addition to the gas station and site circulation improvements are determined to be minor in nature, especially as they occur in an existing paved environment. The above analyses and submitted information "does not substantially change the analysis of significant impacts ... in the existing environmental document." (WAC 197-11-706). The basis for approval shall be appropriate professional credentials and experience in this type of situation. If artifacts are found in the excavated materials: 1. the archaeologist shall immediately notify the excavators, the construction superintendent and the Planning Division (431-3670). 2. the excavators shall immediately stop work until the conditions to proceed are in place as determined by the Planning Division in consultation with the archaeologist and 3. The construction superintendent or his representative shall ensure that: • the excavation shall only proceed according to a contingency plan which has been approved by the State Archaeologist for this specific site or • no further excavation shall occur until a permit is issued by the State Archaeologist. The applicant is again urged to have a contingency plan approved before beginning excavation. Please contact Vernon Umetsu, Associate Planner (431-3684) for more information or Dr. Robert Whitlomb, State Archaeologist (360-586-0250). • ENVIRONMENTAL CHECKLIST REVISIONS FOR E97-0015 (Costco Gas Station) The attached environmental checklist is endorsed with the following modifications. A.11 Description of the Proposal The description is revised to reflect the following information: • the gas station will only be open when the COSTCO store to the immediate north is open, • the underground tanks will require an excavation about 30 ft. deep and • immediate site access via two private streets: Saxon Drive and Christensen Road • the station is located in what is now a parking lot. B.1.e. Earth Underground fuel tanks will require about a 30 ft. deep excavation in a 56 ft. by 41 ft. horizontal area (see site plan). This will go through the 3-5 ft. of existing fill and penetrate native soil. The historic winter groundwater level is less than six inches from the surface. Tank engineering should include analysis and measures to avoid uplifting as well as stabilizing the excavation during construction. Engineering will be required during the building permit review. B.7.a. Environmental Health The Tukwila Fire Department has noted the need for an a prominent, centrally located fuel shut off device in the event of fuel spills. B.13.b. Historic and Cultural Preservation The underground fuel tank excavation is in an area which has been identified as an area of high probable historic significance by the State Archaeologist (e.g., for Native American artifacts) (Whitlomb, 7/17/97). He has recommended that a qualified archaeologist be on site during the excavation to evaluate excavated soil for artifacts. It is noted that the presence of historic artifacts will immediately generate the need to stop work, pending approval of an excavation permit from the State Archaeologist. The applicant has been strongly urged to develop a contingency plan to implement should artifacts be found. The Tukwila Community Center archaeological contingency plan is available for potential use. • • B.14. Transportation d. Traffic improvements may be required based on Board of Architectural Review design criteria and the Tukwila Concurrency Ordinance. See subsection "f" below. f. A traffic study has been submitted and is the basis of the following analysis. Maximum daily trip generation at the site is about 1,700 daily trips with about 140 during the peak hour. This indicates a high level of driveway usage. The impacts of driveway operation at the private roads serving the site (Saxon Drive and Christensen Road) will be resolved based on the Tukwila Board of Architectural Review design criteria. Most of the trips are pass through to the existing COSTCO store. The maximum net peak hour increase is about 40 trips. This indicates a moderate increase in queuing the intersection of the private roads with the public right of ways (S. 180th Street and Andover Park East). Intersection capacity impacts will be resolved through the Tukwila Concurrency Ordinance. B.15.a. Public Services A video monitor, direct phone and alarm system will connect the gas station to the COSTCO store to the immediate north (see attached project description). E. and Christensen /Saxon Dr. Study topics should include total trips (new & existing trips) and traffic flow on and off the site. Please contact Joanna Spencer in Public Works at 433-0179 for all study parameters. • GEOTECH - Staff requests a gwotechnical report be prepared for the proposed underground tank excavation. This report can be submitted during SEPA review or the building permit phase. • ARCHEOLOGY - The State Archeologist has determined the proposed gas station site to have high archeological potential. As a result, an archeologist must be present during any excavation for the underground storage tanks. In addition, an archeological response plan must be approved prior to the issuance of a grading permit. A copy of the Tukwila Community Center Response Plan is on file and available for use as a reference document. • TITLE REPORT - Staff requests a title report be provided which lists all easements and building agreements attached to the project site. • SECURITY - Tukwila Police review has noted that all security measures, video cameras and an emergency call box (to report spills, medical emergencies and criminal activity) should be located on the project plans. All traffic signage should also be identified on the plans. • PARKING - A high percentage of the existing optical lab parking lot is being utilized on a regular basis. Please address how the loss of the proposed 63 spaces will effect parking congestion levels. BAR ISSUES • STREET CHANNALIZATION - Public Works is concerned about the channalization of Saxon Drive and Christensen Road. • DRIVEWAYS - The location, number and design of the proposed driveways to Saxon Drive and Christensen Road are of concern to staff. The current proposal may not be consistent with established BAR review criteria. • LIGHTING - All proposed lighting standards should be consistent with the existing Optical Lab (1 foot candle max. at the property line with no direct illumination beyond the property line). Lighting under the canopy should be a min. of 1 foot candle. • HOURS - Please specify the proposed hours of operation. • SETBACKS - As was done for the optical lab review, Saxon and Christensen frontages will be treated as front yards for the purpose of BAR review. Please insure that front yard standards are reflected in your proposal. • LANDSCAPING - Additional landscaping areas can be incorporated into the proposed site and circulation plan. Please contact planning staff to discus the possible options. OTHER ISSUES • FIRE - Fire hydrant locations should be noted on the proposed plans to ensure Fire Department distance standards are met. • SIGNAGE - No signage is allowed on the east side of the project which faces the river environment. Cosmo. • WHOLESALE COSTCO GASOLINE The proposed project is the development of a fully automated, self serve fueling station for members only as an accessory use to the existing Costco. The proposed station includes 3 islands with 2 double sided gasoline dispensers each, allowing for 12 automobile fueling positions. Each fuel hose shall be installed with a break -away device that will stop the flow of fuel at both ends when pulled from the dispenser. The facility would be covered by a canopy with color and signage to coordinate with the main Costco building The computerized controller, which runs the payment, dispensing, and turbine activation systems, is housed by a 6 ft. by 8 ft. steel unit painted to coordinate with the Costco building colors. The enclosure houses the TLS350 fuel system monitor and main power sub -panel. Fuel is to be stored in 3 double walled fiberglass underground storage tanks. Gasoline dispensing is activated by debit or credit payment card, no cash is accepted at the islands. Except for daily start up at opening and shut down at closing, the facility is designed to operate without manpower. However, the station will be opened only when employees are on duty at the Costco and regular maintenance checks will be made throughout the day. A video monitor, direct phone, and alarm systems connect the gas station to the main facility. The TLS350 monitor system to be installed includes a leak detection system which provides positive shutdown of the flow of gasoline if a loss of pressure or leak is detected. An emergency shut-off switch which is wired directly into the main Costco building, will be installed on the control enclosure unit and on a canopy column so that immediate notification will take place should the emergency switch be activated. The fueling facility will be equipped with a spill clean-up kit and an emergency response plan located in the control enclosure. All equipment to be installed is of the latest technology to prevent environmental mishaps and will be installed by professionals in the field according to code or better than code requirements. Robbery of Customers: each will be taking out a credit card to access product; there will be no on-site attendant to provide security. 2. Theft: There are numerous parking areas that are not surveilled from within the store. 3. Traffic: Queuing for the gas pumps could potentially block not only the entrance to the fueling facility, but the entrance to the store as well. Additionally, the traffic exiting the fueling facility has the option of exiting in the center of the East/West drive, making a left turn in heavy traffic. Recommendations 1. Security Camera System: In addition to the video monitoring system to be installed for customer convenience, it is recommend that a good quality surveillance video camera system be installed during construction. A video recording system should be attached (time-lapse is OK). The cameras should have sufficient quality to be able to identify a subject from the video recorded tape. The fact that the area is under video surveillance for customer protection should be prominently posted as it is a deterrent to potential thieves and great for prosecution to have the actual crime on tape. 2. Landscaping: Plant materials should be placed and maintained so to provide visibility and prohibit hiding places for unauthorized people around ground level door and window areas. Sticker shrubs may discourage crime activities. Low shrubs and umbrella trees (where the canopy is maintained above eight (8) feet from the ground) will allow surveillance opportunities, hence reducing the potential for criminal behavior. 3. Lighting: Energy efficient security lighting is a relatively low-cost, yet extremely effective way to protect your business. A minimum maintained level of 1 foot-candle is recommended. 4. Signing: Encourage patrons to report suspicious activity via the facility's trouble phone. Store staff should be trained to handle such calls. 5. Traffic: All traffic exiting the fueling facility should be directed to the Easternmost exit, so that they might enter the traffic flow at the base of the driveway.
