Rationale While the actions proposed for the area will result in the long term revitalization of the area as envisioned by the community, there are consequences that will affect businesses and households. The small and irregular size of parcels in the commercial districts and parts of the commerical district itself combined with some problematic and substandard residential uses behind the commercial zones suggests that methods should be created for allowing the commercial uses to expand into the residential districts. In addition, strategies are needed to stabilize the residential population by making the area an attractive place to come to and stay. The conclusion of this study is that the area is not functioning as a safe livable residential neighborhood and that redeveloping current residential sites as either improved housing or as commercial will be better for this area if specific objectives are also met. Although the City found during its Comprehensive Plan process that there is a surplus of affordable housing in Tukwila, any loss of affordable housing is a negative consequence for the region and for specific households in need. To mitigate this impact, this Plan recommends a number of housing strategies including partnering with housing advocacy groups to rehabilitate and manage housing in the area. Finally, the trade area for this commercial district is mature and relatively weak. Dialogue with the adjacent Cities of SeaTac, Burien and DesMoines should be undertaken to strategize actions that would increase the employment and residential population of the area. The cities strategic location adjacent to SR 518, SR 509 and 1-5 , the airport and the Highline Health Network, are all potential synergistic elements. The buyout areas to the north and south of the exisitng runways may have some potential for generating employment. Urban Design The focus of this plan is on the area located between S. 154 St. and S. 137 St. This is the most intensely developed area of business and of housing. The desired character of this business district is for a pedestrian friendly, high amenity area. Figure 9 is an example of the development character desired for the area. The amount of landscaping, pedestrian improvements, building facade treatment and public art will be greater here than elsewhere in the corridor. Improvements in the urban design qualities of the corridor, that is, in the physical appearance and functioning of this area, are proposed through the development and support of capital improvements, changes in regulations, and programs. Improved urban design quality will be achieved by the following: • higher quality development encouraged by using the Pacific Highway Design Manual , which are design guidelines specifically tailored to the Pacific Highway corridor • a visible neighborhood -oriented commercial center by allowing greater development intensity through waivers of front and side yard setbacks and landscaping • a more attractive pedestrian environment by constructing street improvements along the Highway and side streets, including new curbs, gutters and sidewalks, and landscaping , special paving treatments, and street furniture. • a greater sense of identity for the corridor by providing landscaping in the public right-of-way, and requiring that private front yard landscaping augment these improvements through design and plant selection. • a greater sense of identity in the corridor by developing a public art program to sponsor and construct public art, special street treatments in conjunction with highway reconstruction, gateways designed specifically for Pacific Highway, and a neighborhood identity sign program. The general soil types are silty sands and alluvial soils. Approximately 75% of the Cascade Business Park site will be covered with impervious surfaces after project construction. Erosion control measures will be implemented as required. Air Dust and vehicular emission from construction is expected. Water will be used to control dust, as necessary. Emission from vehicular traffic after construction is expected. Water Surface water will be controlled through an on-site retention system, discharged into a biofiltration vault and then through the City system. Building roof runoff will be tight -lined directly to the city system. Plants Currently, shrubs are the only vegetation on the site. All existing shrubs will be removed for development and new vegetation will be added per City of Tukwila Municipal Code landscape requirements under the Commercial/Light Industrial (C/LI) zoning district. No threatened or endangered species are known to be on or near the site. Animals None Energy/Natural Resources Space heating and lighting will be used to meet the completed project's energy needs. The project complies with the Washington State Energy Code. Environmental Health Noise impact due to construction is expected. General operation of the project once constructed will not exceed existing levels. 3 • •EPA Review - E97-0016 Cascade Business Park September 12, 1997 Land/Shoreline Uses The site is currently undeveloped. Adjacent land uses include industrial activity to the north, south and east of the Green River waterway. The current zoning classification is Commercial/Light Industrial (C/LI). The proposed building will be similar in design and scale to existing structures around the project. The number of tenants expected in the completed in the completed project is undetermined at the time of this SEPA evaluation, as project is speculative. Housing None Aesthetics The tallest height of the proposed Cascade Business Park will be approximately 29 feet from grade. The building construction is proposed as a concrete tilt -up structure, similar to facilities around the site. Light/Glare The proposal will produce lighting from site lighting. Glare from window glass will be minimal. To reduce excessive light and glare, site lighting will be directed downward and will be contained on site - see nightime illumination plan. .5 foot candles will be installed all the way out to the edge of paving. Recreation None Historic/Cultural Preservation None Transportation The Cascade Business Park will be served by Cascade Avenue South, off Todd Boulevard. The site is currently served by public transit on West Valley Highway. The development currently has 145 parking stall. None will be eliminated. The existing rail line on the east property line will not be used.
