Project Description:
This SEPA review is for a proposal to construct an eight story, 210 room hotel at 16038
West Valley Highway. The hotel will include a restaurant, conference space and 2 -level
parking garage.

Summary of Primary Impacts:
• Earth
Site is essentially flat, with small grade change at southeast corner due to drainage
swale. A geotechnical report was submitted with application. Approximately 2,500
cubic yards of Class A and B fill materials will be imported to site for development
areas. Some erosion potential will occur during grading/clearing of site.
Approximately 76% of site will have impervious surfaces.

• •
Dust and automobile emissions will be generated by project. A permit from Puget
Sound Air Pollution Control Agency (PSAPCA) will be required for demolition of
existing structures.
• Water
No surface water, streams or wetlands occur on site. Project falls within 200 feet of
Green River. Approval of a Substantial Shoreline Development permit from the City
of Tukwila will be required. No dredge and fill will occur. Project is not in 100 year
floodplain, No ground water will be diverted. Surface water runoff will occur die to
impervious surfaces. Project must comply with Tukwila's Storm Water Management
Ordinance. Project will have include an oil/water separation vault and a detention
facility. A flood control zone (FCZ) permit from Tukwila Department of Public
Works is required.
• Plants
Proposal includes removal of all on-site vegetation. Landscaping will be installed in
compliance with city Landscape Standards (TMC 18.52). Prior to removal of any on-
site trees, a tree removal permit is required (TMC 18.54).
• Animals
No animals found in the area. No threatened or endangered species known in area.
Site is currently home to a horse stable which will be demolished and horses moved
to another location.
• Energy/Natural Resources
Energy will be used during construction and after occupancy. Building must comply
with pertinent state energy codes.
• Environmental Health
Traffic noise will be produced during and after project construction. Noise will also
result from construction of project. All construction activities must comply with
Tukwila Noise Ordinance (TMC 8.22).

• Land/Shoreline Use
Development is located in the Tukwila Urban Center (TUC). Site is currently
occupied by several single family structures and a small barn/stable. Site is
' surrounded by vacant property to the south and a multi -story hotel to the north. All
on-site structures will be demolished. A demolition permit from the Puget Sound Air
Pollution Control Agency (PSAPCA) is required prior to application for a Tukwila
Demolition Permit. The site is located in the Shoreline Zone (TMC 18.44) and is
classified as `Urban'. Approximately 40 people will be employed at site. Approval
by the Board of Architectural Review, under TMC 18.60, is required.
• Housing
No housing is proposed. 4 units of low and moderate income housing will be
removed as a result of this proposal.
• Aesthetics
The project must comply with Tukwila Design Guidelines (TMC 18.60) due to
proximity to Shoreline Zone and Zoning Code requirements. the tallest portion of the
structure is approximately 70 feet with EIFS (dryvit) material, metal roof on lower
elevations and painted metal railings. Applicant proposes that solutions will be
compatible with surroundings.
• Light and Glare
Minimal glare from exterior lights will occur during evening hours. Applicant has
proposed use of shielded light fixtures on site to control glare. Applicant must
include street lighting as part of frontal improvement requirements.
• Recreation
Site is located adjacent to city trail. No other impacts.
• Historic/Cultural Preservation
No known places or landmarks.

• •
Site is located on West Valley Highway (State Route 181) and must obtain permits
for all frontal improvements from Washington State Department of Transportation
(WSDOT). Proposal includes 234 on-site parking spaces. Site is also located near
BNSF Burlington Northern Rail Tracks along east side of parcel. Applicant shall consult
with Bill Cluckey of the City of Seattle for extension of sidewalk over adjacent right-
of-way. A Traffic Study has been submitted by the applicant that includes the
following mitigations as part of the proposal:
1. Construction of frontal improvements
2. A payment of $56,671 as total pro -rate share contribution for City street
improvement projects
3. One access driveway from West Valley Highway
• Public Services
Proposed development will result in need for fire, emergency and police services. A
20 foot wide emergency access route from West Valley Highway will be included at
the southern portion of the parcel.
• Utilities
Site will require electric, natural gas, water, refuse, telephone, sanitary sewer and
cable television services. Utilities permits will be required for city -owned services.
Permits from WSDOT may be required for access to storm drainage system.

eight (8) story, 210 unit hotel, located at 16120 West Valley Highway, has been found complete
on October 8, 1997. Your Design Review and Shoreline Master Permit applications have been
tentatively scheduled for a public hearing before the Board of Architectural review on Thursday,
November 13, 1997, at 7:00 p.m.
Within the next 14 days, you must install a notice board on the site. A notice of complete
application form will be laminated by the Department of Community Development who will
notify you when it is ready to be picked up to post on the board. A copy of information on how
to install the board and laminated notice is included with this letter. After installing the sign and
the laminated notice, you must return a signed Affidavit of Posting to me. You will be

As a follow up to our telephone conversation last Tuesday, August 12th regarding your decision
to revise your proposal for CSM Hotel, I am writing to notify you that your SEPA, Shoreline,
and Design Review applications are deemed incomplete as of the date of this letter. Since your
initial application submittal July 1, 1997, repeated requests for revision has not given the City
enough time to review any one proposal for completeness before the end of the 28 day period.
The Notice of Completeness clocks will resume when we receive the new set of revisions. Once
once the new application submittals have been deemed complete, we will resume review of your
SEPA and Shoreline applications and assign a new Board of Architectural Review hearing date
to your design review proposal.

Traffic Impact Analysis
Dear Mr. Casey:
We are pleased to present this traffic impact analysis for the Proposed CSM
' Hotel in Tukwila, Washington. The project consists of a seven story hotel building with
218 guest rooms, surrounded by a parking lot with 234 parking spaces. The project
site is located on the east side of the West Valley Highway south of S. 158th St.,
immediately south of the existing Embassy Suites Hotel.
I have visited the project site and surrounding street network to collect
1 additional field information for this analysis. Per the City's requirements this study
presents the following:
1 1. Estimated vehicular trip generation for the project.
2. Estimated distribution of the site generated trips to the street network.

3. Calculation of pro -rata share developer contributions to planned City
' street improvement projects.
4. Operational analysis of the proposed site driveway.
1 PROJECT DESCRIPTION
' Figure 1 is a vicinity map showing the location of the site and the surrounding
street network. The site is located on the east side of the West Valle.y Highway
midway between the adjacent signalized intersections at S. 158th St. and at Strander
1 Boulevard.

Figure 2 shows a preliminary site plan for the project. At the City's request, the
project will have only one driveway onto the West Valley Highway. It is my
understanding that the City has agreed to the driveway location shown near the
northwest corner of the site. The preliminary site plan shown in Figure 2 has been
updated to show these changes from the initial site design. An emergency vehicle
access onto West Valley, closed to general traffic, is proposed near the southwest
corner of the site.
The proposed hotel will have an indoor pool and spa, exercise room, lounge
area available for guest activities such as continental breakfasts, administrative space,
laundry, and one meeting room of limited size available for use by guests and their
associates. The hotel will not have a restaurant or bar. There will be no meeting,
conference, luncheon or banquet facilities available for rent to non guests.
Completion and occupancy of the hotel is expected to occur by 1999, therefore,
1999 is used as the horizon year for the purposes of this study.
EXISTING CONDITIONS
The project site currently contains several residential buildings and a horse barn
on the east side of the site, and open grassy areas on the west side of the site. The
buildings include two houses and three duplexes, for a total of eight residential units.
The buildings are accessed by a single lane, paved, dead end road which curves to
intersect West Valley Highway near the northwest corner of the site. The road is
posted with a Dead End sign. There are eight mailboxes serving the site residences,
located on West Valley Highway at the access road intersection.
West Valley Highway is a principal arterial street, and also is a state highway
designated as SR 181. Adjacent to the project site, West Valley has three
southbound lanes, two northbound lanes, and a center two way left turn lane. There
is curb, gutter and sidewalk only on the west side of the street. On the east side,
adjacent to the site, there is a paved roadway shoulder. Immediately north of the site,
adjacent to the Embassy Suites, a northbound right turn only lane (to S. 158th St.)
and curb, gutter and sidewalk have been added, for a total of seven lanes. The
posted speed limit is 40 mph.
State law (Chapter 468-52 WAC) has established a highway access
management and access control classification system and standards. The

Washington State Department of Transportation classifies SR 181 as an access class
three highway. For a private direct access to an access class three highway, the law
states:
A) No more than one access shall be provided to an individual parcel or to
contiguous parcels under the same ownership unless it can be shown
that additional access points would not adversely affect the desired
function of the state highway in accordance with the assigned access
classification, and would not adversely affect the safety or operation, of
the state highway.
B) The minimum distance to another public or private access connection
shall be three hundred thirty feet. Nonconforming connection permits
may be issued to provide access to parcels whose highway frontage,
topography, or location would otherwise preclude issuance. of a
conforming connection permit.
The Embassy Suites has a driveway on West Valley whose centerline is
located about 75' north of the Proposed CSM Hotel north property line. The existing
Best Western Southcenter motel has a driveway on the west side of the street directly
opposite the Embassy suites driveway. Both of these existing driveways are
secondary accesses, as both the Embassy Suites and the Best Western have access
to the traffic signal at S. 158th Street.
EXISTING TRAFFIC CONDITIONS
Attached is a copy of a fax transmittal from the City dated 5/12/97 including
traffic volume count reports for the City's regular count location on West Valley
Highway south of Longacres (S.158th St.). The City has conducted machine -recorded
traffic volume counts, by direction and recorded in 15 minute intervals, at this location
every month for several years. The cover sheet of the fax shows a summary of the
annual average weekday traffic volumes (total of both directions) for the last six years.
The volumes on West Valley Highway have been fairly stable during this period, and
in fact have dropped somewhat over the past two years from a high in 1994.
The traffic volume data in the City's fax transmittal also includes recent data
collected on Thursday 2/13/97 at the count location on West Valley Highway. The AM

peak hour occurred from 7:15 to 8:15, and the PM peak hour occurred from 4:30 to
5:30. The noon peak hour is assumed to occur between 12:00 noon and 1:00 PM.
Metro Transit bus routes nog 154, 160 and 340 use West Valley adjacent to the
project site. Bus stops are located on both sides of the street beyond the S. 158th St.
intersection. The existing signalized intersections at S. 158th St. and at Strander
Blvd. have marked pedestrian crosswalks and pushbutton activated pedestrian
crossing signals.
TRIP GENERATION AND DISTRIBUTION
The Proposed CSM Hotel is expected to generate the vehicular trips during an
average weekday and during the street traffic peak hours as shown on Table 1. The
trip generation is calculated using the average trip rates in the Institute of
Transportation Engineers (ITE) Trip Generation, Fifth Edition, 1991 for a Hotel (ITE
Land Use Code 310) and for Low -Rise Apartment (ITE Land Use Code 221). A
vehicle trip is defined as a single or one direction vehicle movement with either the
origin or destination (exiting or entering) inside the study site. These trip generation
values account for all site trips made by all vehicles for all purposes, including
customer, employee, visitor, and service and delivery vehicle trips.
The Trip Generation rates for a Hotel are based on the number of occupied
hotel guest rooms. As shown on Table 1, an average room occupancy factor of 80%
was assumed for this analysis. This is an industry "rule -of -thumb" average for
successful hotels.
Trip Generation does not contain rates for the noon peak hour. The noon peak
hour rates shown in Table 1 were estimated in proportion to the noon peak hour rates
shown in the Homestead Village Extended Stay Hotel Traffic Impact Analysis by
Transportation Planning & Engineering, Inc. dated March 20, 1996 for the hotel which
is currently under construction on the West Valley Highway just south of 1-405 in
Tukwila. The Homestead Village noon peak hour rates were from actual data
collected at several existing Homestead Village Hotels by Barton-Aschman Associates,
a national transportation consulting firm. The resulting rates shown on Table 1 are
higher than those for the Homestead Village, since the proposed CSM Hotel will offer
more amenities and will serve a different market segment than the Homestead Village,
resulting in somewhat higher trip generation.

Trip Generation also has some data for an All Suites Hotel (ITE Land Use Code
311). However, this data is from a study of only one hotel, and does not include any
average weekday or noon peak hour data. The ITE data for Hotel (ITE Land Use
Code 310) is from studies of between seven and 26 hotels (depending on time
period), and is therefore more reliable.
The Trip Generation average rates for Low -Rise Apartments were used to
estimate the trips generated by the eight exiting residential units on the site. These
are the appropriate rates for duplexes. The Trip Generation rates for Single Family
Detached Housing (ITE Land Use Code 210) would normally be used for the houses,
which would produce higher numbers of trips. However, based on field observations,
the residences on the site may produce less than the average residential trip
generation. Therefore, the lower trip generation rates were used in this analysis for
the exiting residences.
Figure 3 shows the estimated trip distribution and the calculated site -generated
traffic volumes. The distribution is based on the characteristics of the street network,
existing traffic volume patterns, the location of likely trip origins and destinations
(employment, shopping, social and recreational opportunities), and previous traffic
studies.
TRAFFIC IMPACT MITIGATION REQUIREMENTS
The City is currently collecting pro -rata share contributions for eleven street
improvement projects on their six year transportation improvement program. Fee
rates have been developed for each of the eleven projects. The rates are based on
the street traffic noon peak hour. Attached is a copy of a fax transmittal from the City
dated 5/22/97 including a copy of Table 12 - Mitigation Proportionate Fairshare Costs
from the Transportation Element of the City's comprehensive plan. The City's Table
12 shows the derivation of the fee rates, including a rate change and two projects
which have been added to the list in handwritten form. Table 2 shows the net new
noon peak hour project trips, fee rate and pro -rata share contribution at each location
for the Proposed CSM Hotel.
DRIVEWAY OPERATIONS ANALYSIS
Figure 4 shows estimated AM, noon and PM peak hour traffic volumes at the
proposed site driveway onto the West Valley Highway at project occupancy. The

Table 3 shows calculated levels of service (LOS) at the site driveway for the
peak hour conditions. The LOS were calculated using the procedures in the
Transportation Research Board Highway Capacity Manual - Special Report 209, 3rd
Edition updated 1994. At intersections, LOS is determined by the calculated average
delay per vehicle. The LOS and corresponding average delay in seconds are as
follows:

Table 3 shows the calculated LOS for the individual traffic movements that must
yield to other traffic, as well as the overall intersection average LOS for all vehicles
entering the intersection. The LOS calculation computer printouts are attached. The
most difficult traffic movement will be the left turn exiting the driveway, which will
operate at a low LOS during the noon and PM peak hours.

The existing two way left turn lane in the center of the West Valley Highway
provides a refuge/acceleration area that facilitates left turns exiting the site by allowing
them to make two-part maneuver. Upon detecting a suitable gap in the northbound
traffic stream, the driver exiting the driveway will turn left into the two way left turn
lane. The driver may stop or roll slowly in the lane until a suitable gap in the
southbound stream allows the driver to merge into the southbound lane. The
advantage is that the left turning driver need not wait for a simultaneous gap in both
the northbound and southbound traffic streams, which occur less frequently.
The Highway Capacity Manual calculation methodology does not directly
account for this two-part left turn maneuver. As shown on the attached LOS
calculation computer printouts, the effect of the maneuver has been estimated by
zeroing out the southbound through volume.
Another factor that is not accounted for in the Highway Capacity Manual
calculation methodology is gaps in the through traffic stream on the West Valley
Highway created by the traffic signals to the north and south. These gaps will provide
more opportunities for traffic to turn into and out of the site driveway.
CONCLUSIONS AND RECOMMENDATIONS
We recommend that the Proposed CSM Hotel project be constructed with the
following comments and traffic impact mitigation measures:
1. The project will be required to construct street frontage improvements on
the West Valley Highway adjacent to the project site including curb,
gutter, sidewalk, paving and landscaping in accordance with City
standards
2. The areas adjacent to the site driveway must be kept clear of view -
blocking vegetation or structures in order to ensure good sight distances
from the site driveway to approaching traffic on the West Valley Highway.
3. The hotel developer should offer to pay a total pro -rata share contribution
for the identified City street improvement projects, calculated as a total of
$49,456 as shown on Table 2.

4. Since the site will have only one driveway, it must be designed carefully
to ensure the best possible traffic operation. We recommend that the
driveway be three lanes wide (36'), and striped for a right turn only
exiting lane (11' wide), a left turn only exiting lane (11' wide), and an
entering lane (14' wide). We recommend that these lanes be at least
two cars in length (about 50'), and free of adjacent parking or internal
site intersections that may interfere with the driveway operation.
5 . We recommend that the City remove the existing Signal Ahead sign
facing northbound traffic which is located on the site frontage. This sign
may have been installed when the signal at S. 158th St. was new, to
warn motorists of the change in traffic control. Now that the signal is
established, and sight distances to the signal are excellent, the sign does
not appear to be needed.
6. Based on the above analysis, no additional off-site traffic impact
mitigation is necessary for the Proposed CSM Hotel project.
