The scope of work includes the construction of 2 detention ponds through the development of containment structures, to support a habitat for rearing and spawning salmonids. The scope of the project is represented in the attached site plans. Agencies with jurisdiction: U.S. Army Corps of Engineers Washington State Department of Fisheries Comments to SEPA checklist: Pg. 4, section 3: An HPA permit is required for work related to this project, which must be received prior to issuance of a Land Altering Permit. Summary of Primary Impacts: • Earth Site has varied slopes, primarily less than 3% but with slopes of up to 25% near an existing concrete cascade structure. Soils are primarily silt, sand and gravel. Riverton Creel Salmonid Habitat Restoration Project October 1, 1997 • Water Riverton Creek, a year-round tributary to the Duwamish River, will be impacted by this project. Accumulated sediments will be removed from the project stretch of Riverton Creek. Construction in and near the water will also occur to create the two detention ponds. The affected portion of the watercourse will be restored following sediment removal. Between 150 and 400 cubic yards of sediment material may be removed from the stream channel to create the 2 detention ponds. The watercourse may need to be temporarily diverted around worksites to complete project, with no net water loss anticipated after its return to existing flow. No ground waters will be diverted. • Plants A variety of deciduous and evergreen trees are located at project site. Wet soil and water plants are also present. Reed canary grasses will be removed to complete project. Future enhancement and restoration will include seeding and planting of native vegetation. • Animals In addition to small rodents, squirrels, raccoon and birds found near site, river is known salmonid habitat. No known threatened or endangered species on or near site. Project will include installation of enhancement features to support salmonid in river. • Energy/Natural Resources Gasoline or other fuels may be used for machinery during construction. • Environmental Health Some short term noise will be generated during construction time period, lasting between 8:00 a.m. and 6:00 p.m. No long term noise impacts are anticipated. • Land/Shoreline Use Project site runs throughout both the MIC/H and MIC/L zones. Existing use adjacent to river are production facilities for the Boeing Co. Adjacent structures are primarily 30 feet in height, located approximately 50 feet from stream bank and incubator locations. A twenty- four (24) foot concrete cascade structure is located near project site. Stream is designated as a Type 2 watercourse by City of Tukwila. • Housing No impacts. There are two primary objectives concerning this proposal. 1.) The creation of two sediment detention ponds which will significantly restrict the movement of sand and sediment into the enhancement area., 2.) The removal of accumulated depositional material between the proposed sediment detention ponds and S. 120th St. (Figure 1- 5). This work will be conducted in addition to the existing sediment removal program which is governed by a separate HPA (Figure 6). The following is a description of each objective. 1. Two sediment detention ponds are planned for installation in areas not accessible to anadromous salmonids (Figure 2-4). The purpose of these detention ponds will be to restrict the significant movement of additional depositional material from progressing into the lower reach. 2. Removal of accumulated sediment and reed canary grass (Phalaris arundinacea) within the stream bed from the proposed sediment detention ponds to S. 120th St. (Figure 2). The removal of accumulated depositional material and the reed canary grass will improve the flow characteristics of Riverton Creek through the sections that have had flooding difficulties over the last several years. The project will increase the rearing and spawning habitat for salmonids within the Riverton Creek drainage. The project will include the construction of sediment traps, removal of fine sediments from silted areas of the stream bed, the construction of contemporary instream habitat structures to increase pool to riffle ratio, and enhancement of aquatic, streamside and riparian vegetation. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The project is located in the City of Tukwila. Section SW10, Township 23 N, Range 4E, and extends through out the drainage from approximately the intersection of S. 133rd St. and Military 'Specifically, the site is located on the area of Riverton creek currently occupied by the Boeing Co. 3417 S. 120th Pl. Tukwila WA. 98188. 13. Does the proposal lie within an area designated on the City's Comprehensive Land Use Policy Plan Map as environmentally sensitive? Yes. Page 2 ENVIRONMENTAL CHECK* B. ENVIRONMENTAL ELEMENTS 1. Earth • a. General description of the site (circle one): Flat, rolling, hilly, steep slopes, mountainous, other: Flat. b. What is the steepest slope on the site (approximate percent slope)? The maximum slope is approximately 25°. However, this is due to a concrete cascade structure. The rest of the site is mainly under a 3 ° gradient. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The soils include silt, sand, and gravels. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. None. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Yes. Some minor erosion could occur during the installation of the sediment control structures. Erosion control techniques will be used to limit this to a minimum and surface areas involved are of negligible impact to the stream and surrounding area: g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? None. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Temporary erosion control materials will be employed during construction as required. What types of emissions to the air would result from the proposal (i.e., dust, automobile odors, industrial wood smoke) during construction and when the project is completed? Riverton Creek is a small year-round tributary to the Duwamish River. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Yes. The overall project will remove accumulated sediments throughout much of the fore mentioned reach of Riverton Creek. Other construction may include use of rocks structures to restrict the transportation of sediments. Contemporary stream restoration techniques will be used to enhance stream after the completion of the sediment removal. This project will not create an impassable barrier to fish but will ultimately provide much needed quality spawning and rearing habitat. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. 150 to 400 cubic yards of sediment material may possibly be removed from the stream channel. During the work it may be necessary to temporarily divert water around work sites in order to minimize extreme turbidity levels.
