S. Project Description: This SEPA review is for a proposal to locate a 100 foot monopole for a Personal Communication System (PCS) Base Station in the parking area at Lewis and Clark Theater. The proposed development will include the monopole accompanied by ground cabinets located on a 150 sq. ft. concrete pad, surrounded by a fenced area measuring approximately 525 square feet. Nine (9) antennae will be affixed to the top of the monopole with up to 3 antennas mounted on each array. The monopole and accompanying equipment will be used to transmit wireless telecommunication signals. Agencies with jurisdiction: None Comments to SEPA checklist: Pg. 2, section 1: Although the development site itself is <2% grade, there are class 2 and 3 slopes on the adjacent north and east sides of the proposed development Pg. 4, section 4: Mature Coniferous trees in excess of 30 feet in height will partially screen ground equipment and monopole on the north and east sides. Pg. 9, section 14: Project will displace 3 parking spaces and may intrude into an existing traffic path in the parking area. Adjacent portions of the parking lot will need to be re -striped to mark a revised traffic path and parking space configuration. Summary of Primary Impacts: • Earth The entire site is generally flat, however the project area is bordered on two sides by Type 2 and 3 slopes. S. - Lewis and Clark Theater October 31, 1997 • Air Negligible vehicle emissions will occur during construction. • Water No dredging or filling from surface water or wetlands. No discharge of waste materials to surface waters will occur. No withdraw or discharge of groundwater will occur. Additional water runoff from 160 sq. ft concrete pad will occur, flowing to existing parking lot drainage. All construction in and around existing drainage field(s) must comply with Tukwila's Storm Water Management Ordinance • Plants Existing mature trees and landscaping will be retained. • Animals No animals found in the area. No threatened or endangered species known in area. • Energy/Natural Resources Electricity will run electronic equipment and telephone services will be provided. Batteries are primary backup if power failure occurs. • Environmental Health No significant health impacts have been identified from proposed technology. Environmental impacts of telecommunication facilities are exempt from environmental review. Minor traffic and construction noise will occur during construction period. No other significant noise will be generated by project. • Land/Shoreline Use Development is located in the Regional Commercial (RC) zone. The properties surrounding the proposed development are primarily commercial and are zoned RC. No demolition of structures is proposed., The proposal must also obtain approval of a'Conditional Use Permit (TMC 18.64). The site is also located in the Building Height Exception area (TMC 18.50.030) but proposed monopole falls with the 10 story limitation, as indicated in TMC 18.50.030. • Housing No housing is proposed nor will development reduce housing. Views of portions of the monopole and equipment enclosure are mitigated. by grade changes and by surrounding trees. The applicant has proposed a gated and locked equipment enclosure with wooden privacy slats to screen views from the parking area. • . Light and Glare The monopole will have a red beacon on its apex, as required by the FAA, but will not produce significant light or glare. No off-site light or glare will be produced. • Recreation No impact. • Historic/Cultural Preservation No known places or landmarks. • Transportation. The access to the development will be off Pacific Hwy. S., through the parking lot for the Lewis and Clark Theater. One vehicle trip per month is anticipated for service and maintenance. Three'parking spaces will be eliminated and the parking lot will be re -marked to accommodate a revised traffic and parking pattern. • Public Services Proposed development will not impact or require specific public services. • Utilities The facility will be served by Puget Sound Energy and US West Communications. In support of the City's. Comprehensive Plan concerning non city -owned utilities (Policy 12.1.36), the facility should include the ability of other service providers to locate antennae on the 100 foot monopole Recommendations: MDNS, with one condition: 1. The applicant shall design the monopole and supporting infrastructure to support at least one separate antennae array, for future collocation by other telephone service providers. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill or hazardous waste, that could occur as a result of this proposal? If so, describe. There are no known health hazards associated with personal communications technology. PCS operates at a frequency between 1850-1930 Mhz and at very low power. None of the 6,000 studies of electromagnetic fields conducted over the past 40 years have identified any health risks associated with this type of low-power, ultra high frequency signal. Wireless PCS antennas operate many times below the federal standards for maximum exposure to radiofrequency energy. 1) Describe special emergency services that might be required. The site is bordered on two of three sides by mature vegetation reaching heights of thirty feet (30). Western proposes to install a six foot (6) opaque fence around the facility. Additionally, Western has chosen the antenna arrays to be mounted on "arms". This type of installation is the least intrusive as can be seen in more detail on the attached site plan. 11.
