Project Description: This SEPA review is for a proposal to locate a Personal Communication System (PCS) base station at Furniture World, 13400 Interurban Avenue S. The proposed development will include a 20' pole affixed with twelve (12) antennae mounted to the north facade of.an existing two-story building. The antennae configuration is accompanied by ground cabinets located on a 270 sq. ft. concrete pad, surrounded by a fenced area measuring approximately 500 square feet. The antennae will be used to transmit wireless telecommunication signals. Agencies with jurisdiction: Department of Ecology - Shorelands Division Comments to SEPA checklist: Pg. 4, section 3: The project lies in the 100 year flood plain, approximately 80 feet from the Duwamish River. All ground equipment is separated on three sides by the Furniture World Building. The project will be located on top of the existing impervious surface with stormwater discharged through existing pavement infrastructure. Pg. 8, section 8: Because the roof of existing building is unsuitable for antennae mounting, project will use a 20' pole anchored to side of building.. Summary of Primary Impacts: • Earth The site is generally flat. No history of unstable soils. The ground equipment will be located on existing pavement, with the addition of 250 square feet of pavement overlay. October 30, 1997 • Air Negligible vehicle emissions will occur during construction. • Water project is located approximately 80 feet from OHWM of Duwamish River. No dredging or filling from surface water or wetlands or discharge of waste materials will occur. No withdraw or discharge of groundwater will occur. No new water runoff from overlaying concrete pad will occur. All construction in and around existing drainage field(s) must comply with Tukwila's Storm Water Management Ordinance • Plants Existing trees and landscaping will be retained on the property and not altered by project. • Animals No animals found in the area. No threatened or endangered species known in area. • Energy/Natural Resources Separate electric service will be provided to the project. Batteries are primary backup if power failure occurs. • Environmental Health No significant health impacts have been identified from proposed technology. Environmental impacts of telecommunication devices are exempt from environmental review. Minor traffic and construction noise will occur during construction period. No other significant noise will be generated by project. • Land/Shoreline Use Development is located in the Commercial/Light Industrial (C/LI) zone. Low Density Residential zoning exists across the Duwamish River from the site. Other uses near site include C/LI and Regional Commercial Mixed Use (RCM). Project will be located on existing two-story commercial building. No demolition of structures is proposed. The proposal must obtain a Conditional Use Permit. The proposed pole with affixed antennae is within the 45 foot height limitation for this zone. The property is within the Shoreline Zone and must obtain a Substantial Shoreline Development Permit. E97-0035 SEPA Checklist - 13400 Interurban Ave S. October 30, 1997 • Housing No housing is proposed nor will development reduce housing. • Aesthetics The project must comply with Tukwila Design Guidelines (TMC 18.60) due to proximity to Shoreline Zone. Views of the pole and of equipment enclosure are blocked from residential areas by the existing building and trees at the south edge of the parcel fronting the Duwamish River. Below the roofline, the pole will be painted to match the building. The applicant has proposed a gated and locked equipment enclosure with privacy slats to screen equipment area views from 1-5. The applicant has investigated mounting screening devices on the roof of the existing building to increase aesthetics of the antennae. However, due to the questionable stability of the roof structure, "stealth" screening alternatives were not possible. • Light and Glare The monopole will have a red beacon on its apex, as required by the FAA, but will not produce significant light or glare. No off-site light or glare will be produced. • Recreation No impact. • Historic/Cultural Preservation No known places or landmarks. • Transportation The access to the development will be off Interurban Avenue South through an existing Seattle City Light right-of-way. • Public Services Proposed development will not impact or require specific public services. • Utilities Telephone and electrical service will be provided to the facility. These facilities are required to comply with all FCC regulations. The FAA may require notification of tower heights and may require certain mitigations to improve safety. Description of proposal and uses: GTE proposes to construct a Personal Communication Service (PCS) facility located at the furniture store on 13400 Interurban Avenue S. The proposed facility includes a 45' attached pole with three (3) antenna arrays. Each antenna array will include up to four (4) PCS antennas (approximately 72" X 8" each) , for a total of twelve antennas. Site development will also include two equipment cabinets, each approximately 8 ft long by 2.5 ft wide by 6 ft tall. The total project area will be approximately 500 square feet. Please refer to the attached site plan and elevations.. The site will not be accessible to the public. There generally would be one maintenance visit per month. In addition, the existing use of the property as a commercial structure has been established, and persons in the vicinity have been accustomed to a commercial character in this area. c. Allentown GTE Wireless PCS Site WA0145 Page 12 • • PROJECT DESCRIPTION RECEIVE• CITY OF TUKWILA SEP 291997 PERMIT CENTER INTRODUCTION GTE's Personal Communication Service (PCS) is a public utility licensed to operate in Washington by the Federal Communications Commission (FCC). GTE is currently designing its network in the King County and Tukwila areas to establish telephone service and provide wireless capacity to its subscribers. This proposal describes the scope of the proposed project by providing specific information regarding the project location, zoning, specifications, and required services. It is GTE's desire to work with the City of Tukwila to ensure that our project is consistent with local ordinances and zoning regulations while providing the PCS coverage that is critical for emergency, business and personal use. Project Goals The goal of the GTE PCS Allentown (WA0145) facility proposal is to provide PCS coverage for personal and emergency purposes for the areas immediately surrounding the project site, including portions of Interstate 5, SR 599, Interurban Avenue, and the surrounding businesses and residences consistent with all policies and ordinances of the City of Tukwila. Application Request Plan The applicant is requesting the following: • Approval of a Conditional Use Permit, Special Use Permit and Design Review pursuant to the City of Tukwila Land Use Regulatory Zoning Code. 1 • GENERAL PROJECT DESCRIPTION Project Overview The applicant proposes to construct a wireless communications facility on a portion of the Furniture World property located on 13400 Interurban Avenue. The applicant, GTE Wireless, proposes to lease approximately 400 square feet on the property. The lease area would be developed with two equipment cabinets which house radio equipment and batteries. In addition, three (3) antenna arrays are proposed to be mounted on a pole which will be attached to the southwest side of the existing commercial structure. Each array is composed of four (4) antennas, for a total of twelve (12) antennas. GTE is in the process of securing a lease that would allow for construction and maintenance of these facilities, necessary utility connections, and provisions for access to the site. Facility Specifications • Radio Equipment Cabinets - Two cabinets are proposed for this project. Each cabinet contains radio equipment and batteries and measures approximately eight feet (8') long by two and one half feet (2.5') wide by six (6') ft tall. The cabinets will be mounted on a concrete slab behind the Furniture World building on the south side of the building. • Antennas - Three (3) arrays of four (4) antennas are proposed to be mounted on the pole which is attached to the side of the building. Each array will be painted as directed by the City. GTE recommends a grey color to match the skyline, or optionally painting to match the existing building. Each antenna is roughly five feet (5') long and six to eight inches (6- 8") wide. Please see the plan elevations for further information. • Mounting Structure - The antennas will be attached to the existing building by a pole which will be secured to the south side of the existing building. This is to ensure structural stability of the antennas. The pole will be painted to match the color of the existing building where it is below the roofline, and left a galvanized grey above the roofline. • Fencing - The equipment cabinets will be screened with a six foot (6') high chainlink fence topped with three (3) strands of barbed wire. The area will be accessed through a man gate, and the fence will be equipped with privacy slats to minimize visibility of the cabinets. 2 • Facility Maintenance - The facility is generally serviced once a month by one to two employees to the site for an average four (4) hour maintenance check. This check is typically for preventative maintenance purposes. In the event of a problem, a crew is dispatched to the site immediately. GENERAL SITE ANALYSIS Zoning General Plan Designation The site is currently zoned C/LI (Commercial/Light Industrial) by the City of Tukwila. The applicant has submitted an application for a Conditional Use Permit, Shoreline Permit and Design Review approval to be reviewed by the City planning staff. Existing Use The subject area is known as Furniture World and is developed with a warehouse/retail facility. The property has been paved to provide parking and access. Access/Circulation The project site area would be accessed from Interurban Avenue. There will be no impacts to surrounding circulation/traffic patterns. Visual and Environmental Resources Because of the line of sight nature of wireless communications, antennas are often visible to surrounding communities. However, the proposed antennas will be painted to match the color of either the existing building or the skyline. Surrounding residents are accustomed to viewing the structure as a retail/warehouse facility. The ancillary addition of antennas will not substantially alter any public viewsheds. Site Selection This site was chosen because it represented the best available option for technical, leasing and zoning requirements. The actual desired height in the area was 100', but there are no buildings in the area with sufficient height to accommodate the required height for the PCS facility.
