Re: E97-0036, SEPA review on application by Trammel Crow Company for the
demolition of the Pavilion Mall, 17900 Southcenter Parkway.
Project Description:
This SEPA review is for a proposal to demolish a 218,000 square foot retail building located on a
8.24 acre site at 17900 Southcenter Parkway. The demolition plan includes removal of interior
finish materials, steel framing, concrete foundations, adjacent landscaping, sidewalks, and fill
material.
Agencies with jurisdiction:
None
Comments to SEPA checklist:
Pg. 4, section lf: An erosion control/management system will be developed for use on site until
redevelopment occurs.
Pg. 5, section 2a: A hazardous materials survey has been completed by the applicant. Asbestos
and lead paint were found, and a hazardous materials removal' company has been contracted. No
PCBs were found. A permit from Puget Sound Air Pollution Control Agency (PSAPCA) is
required.
Page 7, section 6c1: During demolition and prior to redevelopment, water runoff will be
collected into a temporary erosion control system before discharge into the existing stormwater
piping. Applicant is proposing demolition of existing parking area, but no alteration of existing
storm drainage infrastructure is anticipated.
Summary of Primary Impacts:
• Earth '
The site is generally flat. The area to be demolished is a fully developed retail center fully
covered by impervious surfaces. No filling or grading is proposed. Once demolition has
occurred, erosion could occur. Erosition control will be engineered to comply with City of
Tukwila standards.

Air
Demolition of non -hazardous materials may create dust, which will be controlled through
periodic sprinkling. Negligible vehicle emissions will occur during demolition. A
demolition permit from Puget Sound Air Pollution Control Agency (PSAPCA) will be
required.
• Water
No dredging or filling from surface water or wetlands. No discharge of waste materials to
surface waters will occur. Some ancillary runoff will occur due to sprinkling related to dust
control. No withdrawal or discharge of groundwater will occur. Hazardous materials will be
properly handled to prevent discharge. All non -hazardous runoff will be channeled to
erosion control system before being discharged to existing stormwater infrastructure.
Applicant is proposing demolition of existing parking area, but no alteration of existing
storm drainage infrastructure is anticipated. Such alteration would require an additional
permit.
• Plants
Previously planted landscaping vegetation adjacent to the building will be removed.
• Animals
No animals found in the area. No threatened or endangered species known in area.
• Energy/Natural Resources
Completed project will require no energy resources other than energy used during
demolition.
• • • Environmental Health
A hazardous materials survey has been completed for the building, with asbestos and lead
paint noted. A hazardous materials removal firm has been contracted to remove the materials
under hazardous materials guidelines, with implementation of associated environmental
safety procedures. Traffic and demolition noise will occur during demolition period, but
applicant has proposed scheduling demolition activities to exclude early morning and late
night noise, to comply with Tukwila's noise ordinance (TMC'8.22).
• Land/Shoreline Use
Development and adjacent property is located in the Tukwila Urban Center (TUC) zone.
Mall will be removed to accommodate a series of new uses, filed under Land Use Permit
L97-0063. A City of Tukwila Demolition Permit is required.

No aesthetic mitigation is proposed during or subsequent to demolition.

Site is accessible from South 180th Street and Southcenter Parkway. Parking next to
demolished building will be eliminated until redevelopment occurs. Exact number of trips to
be generated during demolition is unknown. Applicant has filed for a hauling permit from
City of Tukwila.
• Public Services
Proposed development will not impact or require specific public services.
•• Utilities
Utilities will not be needed for completed demolition. A City of Tukwila Utility Permit will
be required to cap utilities suring demolition process.

Dear Mr. Startzel:
Your SEPA application, on behalf of Trammell Crow, for the demolition of Pavilion Mall, a 211, 082
square foot structure, has been found to be complete on November 3, 1997 for the purposes of
meeting state mandated time requirements. I have been assigned to this project.
The next step is for you to install a notice board on the site within 14 days of the date of this letter.
In addition, you must obtain laminated copies of the Site Plan and Notice of Application to post on
the board, which .are available at DCD. After installing the sign, you need to return the signed
Affidavit of Posting to the our office and you will receive the Notice of Application and Site Plan.
The sign must be posted within the property lines for Pavilion Mall, preferably near the intersection
of Southcenter Parkway and S. 180th Streets.
This determination of complete application does not preclude the ability of the City to require that
you submit additional plans or information, if in our estimation such information is necessary to
ensure the project meets the substantive requirements of the City or to complete the review

RESULTS OF INVESTIGATION
At the request of Equitable Real Estate Investment Management Inc. (Equitable), all tenant spaces and common
areas in the Pavilion Mall in Tukwila, Washington were surveyed by ATC Associates Inc. (ATC) on June 9, 1997
and June 10, 1997, for hazardous materials. Specifically, the site was evaluated for location, quantity, and
condition of asbestos -containing materials, lead in paint, and PCB -containing light ballasts. In addition, ATC
evaluated the building for the presence of recognized environmental conditions relative to the planned demolition
of the building. The survey included visual observation for asbestos -containing materials and lead in paint,
sampling of accessible suspect materials, and laboratory analysis. The survey also included visual inspection of a
representative number of light fixture ballasts for labeling. The findings of the survey are summarized below.
ASBESTOS -CONTAINING MATERIALS
Materials containing detectable quantities of asbestos - legally defined in Washington as materials containing
percentages of asbestos greater than one percent (>1%) asbestos by area - were found in this facility. Materials
with these levels of asbestos concentrations are regulated by various government agencies. The following friable*
and nonfriable** asbestos -containing materials (ACM) were identified at this facility.

Approximately 100 light fixtures in the project area were accessed, and their light fixture ballasts were inspected
for labeling. All light fixture ballasts inspected bore labels with the designation "No PCBs." ATC also inspected a
number of used ballasts which had been removed from light fixtures in the project area. All used light fixture
ballasts inspected also bore labels with the designation "No PCBs."
RECOGNIZED ENVIRONMENTAL CONDITIONS
ATC conducted a visual survey for recognized environmental conditions in the project area. The purpose of the
survey was to establish an evaluation of the presence, past use or release of environmentally regulated materials
or wastes. The survey included a review of site data, public records review, interviews and observations. ATC
visually reviewed the project area to determine the presence or possible presence of stored materials, process
materials and wastes, site waste containment or deposits, materials used in construction, evidence of above or
below -ground storage tanks, stressed vegetation, and PCB -containing equipment including electric transformers
and fluorescent light ballasts. ATC did not observe any recognized environmental conditions associated with the
project area.

SAMPLING AND LABORATORY PROCEDURES
ASBESTOS BULK SAMPLING AND LABORATORY ANALYSIS
ATC procedures meet or exceed standards recognized as acceptable by governing agencies. As part of a site
inspection for suspect materials, ATC's project manager and other technical specialists review the renovation
plans, original plans and specifications, and construction records when they are provided. The site inspection
procedure includes bulk sampling of accessible construction materials suspected to contain asbestos fibers.
Analysis of bulk samples for asbestos content are performed by Polarized Light Microscopy (PLM) according to
EPA Interim Method of Asbestos in Bulk Insulation Samples, as defined in 40 CFR 763, Appendix A, inclusive
through Subpart F. Laboratory analysis was performed by Hygeia Laboratories Inc. in Sierra Madre, California,
an AIHA-accredited and NVLAP-accredited laboratory.
XRF TESTING METHODS
Initial detection of LBP was achieved using a portable Scitec Model MAP 3 X -Ray Fluorescence (XRF) Spectrum
Analyzer manufactured by the Scitec Corporation of Kennewick, Washington. The XRF provides a reading of
milligrams of lead per square centimeter (mg Pb/cm2) for each surface area tested. The Spectrum Analyzer XRF
is equipped with a 25 mCi cobalt 57 sealed radioactive source.
During this paint survey, "screen level" samples were performed on all the paints sampled. If a paint was
determined to be "inconclusive" by the "screen level" sample, a "test level" sample was then performed. If the
paint was still "inconclusive" after the "test level" sample, a paint chip was generally collected as discussed below.
Field logs listing the total number of components tested and their results can be found in Appendix A.
PAINT CHP SAMPLING METHOD
ATC utilized the following method to obtain paint chip samples for laboratory analyses. Each area of paint to be
sampled was scored with a sharp knife or scalpel, and the paint film was lifted off by sliding a thin blade along
the score and underneath the paint. The paint was removed down to the substrate, making sure all layers of paint
were intact. A tray or other container was held under the sampled surface to catch any debris that fell during
sampling. Each sample was placed into a pre -labeled plastic bag and secured with a zipper locking mechanism.
Subsequently, a wet cloth was used to clean the area; all residual material was placed into a plastic bag and
removed by ATC.
PAINT CHIP LABORATORY ANALYSIS
Laboratory analytical services were provided by Hygeia Laboratories, Inc. (Hygeia) in Woburn, Massachusetts. It
is accredited by the American Industrial Hygiene Association as an Environmental Lead Proficiency Analytical
Testing (ELPAT) Lab and has approval to perform lead and related analyses of samples. The paint chip samples
were analyzed by using Flame Atomic Absorption for lead in accordance with the Environmental Protection
Agency (EPA) SW846-3050-7420 Method. Detailed results of the laboratory analyses are contained in the
'Appendix.

Findings: Asbestos -containing roofing materials/roofing
sealant were observed on the roof. The nonfriable material is
in generally good condition and does not pose a risk of
contamination as long as it does not become damaged or
deteriorated in such a way that it could release asbestos fibers
into the air. This material is accessible.
Recommendations: Inspect the asbestos -containing roof
every two years. Prohibit any disturbance of the roof which
may cause the generation of airborne asbestos fibers. In the
event that the building is scheduled for demolition, the
nonfriable asbestos -containing roofing materials can
demolished at the same time as the building. At a minimum,
workers removing nonfriable roofing materials are requred to
have a minmum of 8 hours of asbestos awareness training and
must be supervised by a 40 -hour trained asbestos supervisor
during roofing removal. The waste stream from the roofing
demolition should be separated from the rest of the demoltion
debris, and disposed as general construction debris in a
landfill that is willing to accept it. The local landfill where it
is anticipated that the roofing materials will be disposed must
be contacted to determine if they will accept this roofing
debris. The landfill must be notified that the roofing debris
contains asbestos. Once removal of the roof is complete,
remove this work item from the O&M.

XRF TESTING
SUMMARY OF XRF TESTING RESULTS
All XRF lead paint analyzers display some variability in multiple readings from the same test surface, due to
inherent operating characteristics of current XRF technology. Therefore, XRF readings obtained by the Scitec
instrument are classified according to the following:
Screen Level
• "Positive" refers to a sample that has a lead concentration of greater than 1.6 mg/cm2.
• . "Inconclusive" refers to a sample that has a lead concentration that falls between greater than or
equal to 0.4 mg/cm2 and less than or equal to 1.6 mg/cm2.
• "Negative" refers to a sample with a lead concentration of less than 0.4 mg/cm2.
Test Level
• "Positive" refers to a sample that has a lead concentration of greater than 1.2 mg/cm2.
• "Inconclusive" refers to a sample that has a lead concentration that falls between greater than or
equal to 0.8 mg/cm2 and less than or equal to 1.2 mg/cm2.
• "Negative" refers to a sample with a lead concentration of less than 0.8 mg/cm2.
Confirmation Level
• "Positive" refers to a sample that has a lead concentration of greater than 1.15 mg/cm2•
• "Inconclusive" refers to a sample that has a lead concentration that falls between greater than or
equal to 0.85 mg/cm2 and less than or equal to 1.15 mg/cm2.
• "Negative" refers to a sample with a lead concentration of less than 0.85 mg/cm2.
The following tables represent the "positive" samples and "inconclusive" samples as determined by XRF in the
building.

ATC obtained paint chips from each surface which tested "inconclusive" and had them analyzed by a laboratory.
Laboratory analysis of these samples determined that these components contain lead.
PAINT CHIP SAMPLING
SUMMARY OF PAINT CHIP SAMPLE RESULTS
Descriptions of the surfaces from which the paint chips were obtained and the results of the paint chip analyses
are provided in the laboratory report contained in the Appendix. ATC collected seventeen paint chip samples; all
were analyzed by Hygeia and two were determined to contain lead in amounts greater than the detection limit
(i.e., positive test result). The sample locations, analytical results, and other details of the positive samples are
presented in the following table.

RECOGNIZED ENVIRONMENTAL CONDITIONS
ATC conducted a visual survey for recognized environmental conditions in the project area. The purpose of the
survey was to establish an evaluation of the presence, past use or release of environmentally regulated materials
or wastes. The survey included a review of site data, public records review, interviews and observations. ATC
visually reviewed the project area to determine the presence or possible presence of stored materials, process
materials and wastes, site waste containment or deposits, materials used in construction, evidence of above or
below -ground storage tanks, stressed vegetation, and PCB -containing equipment including electric transformers
and fluorescent light ballasts.
POLYCHLORINATED BIPHENYLS
Approximately 100 light fixtures in the project area were accessed, and their light fixture ballasts were inspected
for labeling. All light fixture ballasts inspected bore labels with the designation "No PCBs." ATC also inspected a
number of used ballasts which had been removed from light fixtures in the project area. All used light fixture
ballasts inspected also bore labels with the designation "No PCBs."
Puget Sound Energy is the local purveyor of electricity in the project area and other surrounding communities.
ATC observed three pad -mounted transformers in the project area. These transformers were not tagged to
indicate the PCB status. ATC requested information regarding the PCB status of these transformers from Puget
Sound Energy. The transformer at grid number 316445/164789 was installed in 1988, and has not been tested for
PCB -content. Based on the age of the transformer, it is unlikely that it would contain PCB's; however it must be
assumed to be a PCB -containing transformer until testing proves otherwise. The transformer at grid number
316446/164756 was installed in 1988, and has been tested for PCB -content. This transformer contains 4.01 ppm
PCB's; therefore it is considered to be a non -PCB transformer.
STORED MATERIALS
The project area was visually reviewed to determine the presence of chemicals and materials that may have the
potential for generating or becoming hazardous wastes. ATC's observations are based on historical operations
and processes which utilize hazardous materials or generate hazardous wastes.
Stored materials include small quantities of janitorial and maintenance supplies used in the upkeep and
maintenance of the store. These materials include latex paints and tools which are stored in a janitors closet. All
stored materials were properly labeled and no spills or staining were observed associated with the stored
materials. No solvents or cleaning chemicals were observed stored in the janitor's closet.
PROCESS MATERIALS AND WASTES
Process materials and wastes generated in the project area are limited to the hair salon. Salon Sport by Gary Bocz
uses several chemicals associated with hair coloring and permanent wave solutions. The spent materials were
observed to be disposed directly to the sanitary sewer. No materials were disposed to the storm drains.

TENANT ACTIVITIES
Project area tenant activities include food services and various retail operations including furniture and luggage
sales. One tenant space operates a hair salon. Two restaurants are located on the first floor of the mall. No
cooking grease is stored by the restaurants. According to the property manager, Trammell Crow Company, no
drycleaning, photoprocessing, or jewelry manufacturing has taken place in the project area.
SITE WASTE CONTAINMENT
Waste generated from the project area is nonhazardous rubbish and recyclable materials. The rubbish is disposed
of in five dumpsters located in the parking lot on the north side of the project area building. Two hydraulic trash
compactors are located at the north and east sides of the building. No spills or staining were observed associated
with the dumpsters or the trash compactors.
EVIDENCE OF UNDERGROUND OR ABOVE GROUND STORAGE TANK ACTIVITY
ATC observed no evidence such as fill pipes or vents for the presence of underground storage tanks (USTs) in the
project area. No USTs or LUSTs are registered at the project area. No above ground storage tanks were observed
in the project area. According to Ann Klein of the Trammell Crow Company, no USTs have ever been located on
the project area, from the time of site construction in the 1970s to the present.
NEIGHBORING PROPERTY ACTIVITIES
Neighboring property activities are predominantly commercial/retail properties. ATC did not conduct a review
of environmental concerns associated with neighboring property activities.
REGULATORY AGENCY RECORDS REVIEW
ATC has reviewed federal and state regulatory agency records for the project area. These records provide
information on the presence, release, or disposal of hazardous substances, hazardous wastes, petroleum products,
or other environmentally regulated materials at the project area. ATC evaluated the information from the
regulatory agency records listed below. The project area was not listed on any of the reviewed regulatory agency
records.

These estimated costs include removal, disposal, and decontamination; including minimal worker protections,
bagging and labeling of ACM, and proper landfill disposal. The estimated costs are based on the work being
performed as an asbestos project. The estimated costs do not include materials replacement; they do not include
relocation expense, architectural and engineering fees, nor abatement administration and monitoring. The cost is
based on one mobilization, and all of the work items being performed as part of the renovation contract. If a
single work item is selected or a portion of the work is selected, then the cost will increase proportionately. Cost
