TO: Jack Pace FROM: John Jimers RE: SEPA - Tukwila Portable DATE: May 10, 1996 Memorandum Project File No. E96-0009 Project Description: The site is located at 5939 S. 149th Street at the Tukwila School location. The proposal is to install two 64' x 28' (1792 s.f. each) portable buildings to be used as classrooms for the South Central School District. The buildings will be located on the west side of the existing school, near the corner of 59th Ave S. and S. 149th Street. Agencies With Jurisdiction: None. Comments to SEPA Checklist: Page 3, No. 13: Portions of the site have slopes of 201 and greater, and thus by definition are environmentally sensitive - areas. Page 4, No. 1(b): The portable is not to be located on the steep slope portion of the site. Page 9, No. 8(h): The City's sensitive areas maps shows steep slopes at the south and west boundaries, well away from the proposed improvements. Summary of Primary Impacts/Mitigation: 1. Earth -- The site is level, no impacts are anticipated. 2. Air -- The proposal will result in temporary minor dust and vehicular emissions during construction. No significant temporary or long term impacts are expected. 3. Water -- Storm water is collected into the City's storm water system. 4. Plants -- The portable building will have minimal impacts, eliminating about 4,000 s.f. of lawn area. 5. Animals -- No habitat animals will be eliminated. There are no endangered or candidate species known on or near the site. • • 6. Energy and Natural Resources -- The project will require energy for construction and operation, and for vehicles coming to the site. 7. Environmental Health -- The project is not expected to generate environmental health impacts. 8. Land and Shoreline Use -- The proposal is consistent with the adopted land use plan and zoning and does not significantly change character of the use of the site. 9. Housing -- The proposal will not affect any existing or planned housing. 10. Aesthetics -- The 16 foot high wood sided building with pitched roof has a residential massing. 11. Light and Glare -- The proposal will not generate significant light and glare. 12. Recreation -- The proposal will eliminate some lawn area which could be used for passive recreation, however, there remains large recreational areas on the school grounds. 13. Historic and Cultural Preservation -- The site is not known as having any historical or cultural significance. 14. Transportation -- The site is. well served by the surface and street system. The project will not increase the number of employees or students on the site. 15. Public Services -- Project is not likely to generate substantial increase in demand for public services. 16. Utilities -- Project is not likely to significantly increase demand on the utility systems. Steve Lancaster From: John McFarlan Re: Waiver of Permitting Fees for South Central School District Date: April 3, 1996 The City and South Central School District have a working agreement regarding the waiving of fees for the joint use of facilities. In addition, the City and the District have a mutual interest in the appropriate and careful utilization of public funds, especially in that the constituency for both entities is largely the . same. In light of this, it has been determined to be in the best interests of the public to waive permitting fees for the relocation of three portable buildings on District property. This memorandum shall serve as authorization to you to waive those fees. That authorization is granted specifically by Mayor Rants. Additionally, I will be developing, an interlocal agreement regarding the future treatment of permitting fees relating to activities of the District. We will likely limit any fee collection to actual dollar costs to the City due to external plan review.
