SUPPLEMENTAL SHEET FOR NON -PROJECT ACTIONS 1. How would the proposal be likely to increase discharge to water; emissions to air; projects, storage, or release of toxic or hazardous substances; or production of noise? The "Plan" envisions a series of construction projects to provide school facilities to support increasing enrollments and changing educational programs and services. These projects may increase discharges to water if roof areas increase or other impervious surface areas increase due to development standards for parking, etc. Emissions to the air may increase temporarily due to construction activities. The projects are not expected to produce, store or release toxic or hazardous substances except that some projects may include the removal of asbestos containing materials from existing buildings. The projects may temporarily increase noise levels due to construction activities. Proposed measures to aid or reduce such increases are: The project will be designed to comply with all regulations pertaining to the protection of the environment. The regulations require the identification, control, and mitigation of adverse environmental effects related to water, air emissions, toxic or hazardous substances and noise. Each proposed project will be subjected to SEPA review to insure that any environmental effects are recognized and that adequate mitigation of adverse effects is developed. 2. How would the proposal be likely to affect plants, animals, fish, or marine life? All of the proposed projects listed in the "Plan" will occur on developed sites, primarily existing school facilities. The projects are not expected to have any adverse affect on animals, fish, or marine life. The projects may affect existing plants and trees. Proposed measures to protect or conserve plants, animals, fish, or marine life are: The projects will be designed to eliminate or minimize any affect on animals, fish or marine life.. Impacts on existing plants or trees will be mitigated in accordance with regulations and the inclusion of suitable landscaping. PAGE 23 Environmental Checklist • • ADMINISTRATIVE COMMENTS Each proposed project will be subjected to SEPA review to insure that any affect on plants, animals, fish or marine life is recognized and mitigation measures are identified. 3. How would the proposal be likely to deplete energy or natural resources? The projects that are proposed by the "Plan" will not necessarily increase the depletion of energy or natural resources. The "Plan" envisions that most of the projects will replace or improve existing facilities. :However, the facilities that result from the projects will probably be larger than the existing and the energy sources may be changed. Proposed measures to protect or conserve energy and natural resources are: The projects will be designed to make more efficient use of energy and natural resources. Options for energy sources will be evaluated and the project designs are required by statute to be reviewed by the Washington State Energy Office. The projects will comply with regulations which establish limits for energy consumption. Modern plumbing fixtures, flow controls and other water saving devises will be incorporated into project designs.
