St. Project involves the development of parking for the proposed Riverfront Technical Park. Proposal includes the creation of a total of 726 parking stalls, comprised of 450 standards stalls, 261 compact stalls and 14 stalls for handicapped individuals. Project will include the potential import of 3,000 cubic yards of soils for filling and grading to achieve desired parking spaces. Agencies with jurisdiction: Washington State Department of Fisheries Comments to SEPA checklist: Pg. 3, question A (12): Address has been changed from 10710 West Marginal, Way South to 2811 S: 102nd, per request by Fire Department. Pg. 4, section 3(a): PAL Creek is not rated on City documents or maps, but has been assessed by Tukwila's Urban Environmentalist on July 23, 1996 as a Type 2 watercourse. Proponent to install oil/water separator in storm conveyance system. A use agreement between proponent and adjacent property will be filed regarding the shared use of storm conveyance system. Pg. 5, section 4(a): Property includes a mature stand of 35 foot maple at N.E. corner of property that applicant has indicated may be removed to accommodate storm drainage system. Additional landscaping to be incorporated into parking lot. Pg. 6, section 5(a): Widely held by Department of Fisheries and other interested parties that PAL Creek provides a habitat for Salomonid and other fingerlings. Pg. 14, section 14: Proposal includes new access point to site from S. 102nd and 27th Ave., S. 27th Ave access includes proposal to construct 24' driveway crossing PAL Creek in its surface water course. SEPA review - E96-0021 • Riverton Technical Park - 2811 S. 102nd St. July 24, 1996 Summary of interdepartmental comments: • PW: A land altering permit will be required due to filling and grading of 3,000 cubic yards of soil. Summary of Primary Impacts: • Earth Generally flat terrain composed of silty sands and gravel. Approximately 3,000 cubic yards of filling and grading will occur to support parking. Approximately 85% of project will be covered with impervious surfaces. Temporary erosion control devices to be used during construction, if needed. • Air Emissions will occur during construction, however no increases in exhaust emissions are expected as a result of project. No mitigation is planned due to negligible levels. • Water Project lies adjacent to PAL Creek, a Type 2 watercourse. PAL Creek runs west of property into a culvert, diverting watercourse underground to outfall at Duwamish River. Proposal does not fall in 100 year flood plain nor does it require surface water diversions. Project does not includes ground water diversions. Surface water runoff • will be collected into existing storm conveyance system, which will be modified. As proposed, project does not comply with regulations in Tukwila's Sensitive Areas Overlay, Zoning Code section 18.45, et seq. • Plants A variety of plants are found along PAL Creek area, including mature deciduous trees, shrubbery including Scotchbroom and Blackberry, wet soil plants that include cattail and a variety of native grasses. Water plants are also found, although not identified as to type. A mature stand of maple trees are located along north property line extending approximately 75' to the east property line. Trees are approximately 35 feet in height. Landscaped area also located along east property line approximately full length of building. • Animals PAL Creek area of project contains Salomonid or other fingerling species. Existing stand of trees along north property line may be habitat for mammals or birds. • Energy/Natural Resources Electricity will be needed to effectively light parking lot. Site lighting will conform to Washington State non-residential energy code (WSNREC) standards. SEPA review - E96-0021 • • Riverton Technical Park - 2811 S. 102nd St. July 24, 1996 • Environmental Health No known health hazards, toxics or hazardous materials associated with this project. Noise generated by project will occur during 7 a.m. to 6 p.m. construction period, lasting several weeks. No measures to mitigate or reduce noise are required. • Land/Shoreline Use Site is a vacant portion of a property adjacent to a proposed two story multi -tenant office structure. Site and all adjacent properties are zoned Manufacturing and Industrial Center/Heavy (MIC/H). Proposed parking lot is not in Shoreline zone, but is located adjacent to PAL Creek, a type 2 watercourse. Parking lot will serve proposed multi -tenant office use. • Housing No housing demolition or housing proposed for site. • Aesthetics No structures to be proposed. Light poles, approximately 35 feet in height, to be installed. • Light and Glare Parking lot Tight poles will produce minimal glare. • Recreation No known impacts. • Historic/Cultural Preservation No known places, landmarks or objects. • Transportation Project is adjacent to public right -of way (27th Ave., S.) and private street (102nd Ave., S.) with access easement. Project includes the installation of a new curb cut at the S. 102nd access and the creation of an access point on 27th Ave., S., including a 24 foot driveway that will crossover PAL Creek, a Type 2 watercourse. A total of 726 parking spaces have been proposed, generating approximately 280 p.m. trips, assuming no change in land use or building size. No proposed management plan for transportation impacts. Boeing Building 251 The 175,000 -square -foot building was formerly occupied by the Boeing Company. Boeing had used Building 251 as an office building. The existing site provided approximately 40 percent of the parking on-site and the remaining 60 percent was located in a parking lot located adjacent to the northeast side of the site. Access was provided by a single driveway located on the southeast corner of the property. Proposed Riverfront Technical Park The proposed renovation will not change the square footage or the land -use of the existing building. The building will remain 175,000 square feet and be used as an office building with multiple tenants rather than a single tenant as with Boeing. In addition to the renovation of the building, the undeveloped land located on the northwest corner of the property will be developed into a parking area. Two additional driveways are proposed, one to South 102nd Street and the other to 27th Avenue South. According to the ITE Trip Generation Manual, 5th edition land use code 710, "General Office Building", it is estimated that the site when occupied by Boeing generated approximately 280 trips during the p.m. peak hour. With no change in land -use or building square footage it can be expected that the renovated site will generate the same number of trips as when Boeing occupied the site. Therefore, we anticipate no additional impact to the local transportation network due to the redevelopment of the site. The additional parking area located on the northwest corner of the site will allow all parking to be on- site and the off-site parking will no longer be needed. The applicant•is Sabey Corporation, however, the building.owner and user if the property will be the United States Postal Service. The entire project consists of: 1. Paving the north and northwest sides of the existing building; 2. Adding 220 vehicle and trailer parking spaces and eliminating 58 existing parking spaces; 3. Create a paved truck loading area at the south end of the building; 4. Landscaping along the perimeter of the new paving and providing a bioswale along the top of the bank of the Duwamish River; 5. Change use of the building from airplane mfg. to mail processing;, 6. Adding new driveways to site from West Marginal Place South. Since this is a Federal project, it is exempt from most of the City of Tukwila permits. However, it is subject to a shoreline permit of limited scope. According to attorney Bob Johns, retained by DCD, our review of the shoreline permit is limited strictly to impacts on the natural environment. The property is located wi,.thin the Duwamish Corridor for which a programmatic environmental impact statement (EIS) has been prepared for the various Boeing "facilities in the area, including the facility in question. If Boeing vacates this building, the owner of the property will be responsible for paying -their fair share of the mitigation. The mitigation is due from past environmental work and" was brought forward in the programmatic EIS. Mitigation projects related to this site include reconstruction of Highway 599 on-ramp and construction of the Pacific Highway Bridge. The percentage of the mitigation assessed to this particular site has not been calculated. The EA notes that a shoreline permit would be required for improvements within 200 feet of the Duwamish River. In addition, the use is classified as a "Truck Terminal" in the Tukwila zoning code and therefore would require a conditional use permit. Page 3 For the Oxbow, biofiltration and meeting King County Surface Water Design Manual Standards will be required. Upgrading existing oil water separators to coalescing plate separators or biofiltration are required of lots where redevelopment is occurring. Washington State Department of Ecology (WDOE) reinforces this requirement. Page 4 Assessed valuation being removed. Pg 20,21 Comparative Matrix of Alternatives. Service will not change but tax revenues funding those general services will decrease by removing the site from the assessed valuation. Relocation of employees, businesses, and residences attributable to moving from Seattle to Oxbow will have several impacts: The Seattle site has substantially more transit service than East Marginal Way South and has a one block walking distance from the bus stop compared to six blocks for the Oxbow; this will substantially affect employees who commute by bus. The close proximity of the bus service to the Seattle CBD and 4th Avenue transfers provides a higher level of service that will not be available at the Oxbow site. There's substantially more adjacent employment at the Seattle site than at the Oxbow. Carpool and vanpool capacity will be?substantially less at the Oxbow. Bike and pedestrian commuting will also be reduced. The modal transportation options for postal service users/patrons will be reduced as well by the Oxbow site. Energy requirements. States NO impact for the Oxbow site, however, the increased delivery service mileage, employee vehicle mileage, and user/patron vehicle mileage. will have measurable increases in total fuel usage and emissions. These should be quantified and considered in the decision making process. The six mile relocation to the Oxbow is noted to result in an increase of daily operational miles but does not clarify how large of an increase will occur. Pg 22 Fish and Wildlife. "Runoff collection, detention, and treatment is to be coordinated with the Muckleshoot Tribe" is stated. This will be a requirement of the City tenant improvement approval process. A Fish & Wildlife Hydraulic Permit may also be required. Pg 22 Relocation of Employees. It is stated that trip reduction will be accomplished through carpool and Postal Service Page 3 vanpool; see previous comments that it appears the relocation will reduce carpool and vanpool opportunities. Pg 33 It is stated that no development would occur within 50 feet of the shoreline. The top of bank would have a trail connection between the Boeing trail along the river to the north and the King County trail on the southwest. Pg 34 & 35 Tukwila's loss of $99,591 (of the total 373,571) would not be offset while the police, fire, public works and other services funded with these revenues would continue and could be expected to increase with a change from a private property manufacturing plant to a "public" post office processing and distribution center. APPROACH Our approach to an environmental investigation to determine if a site is contaminated with hazardous substances generaolly consists of two basic steps: a historical land use review and a laboratory analysis of selected samples. For a historical land use review, we gather information on the site's land use history that includes the types of chemicals used on the site, the types of wastes generated on the site, where these wastes were disposed of, and where, if any, chemical spills occurred. Usually, the United States Environmental Protection Agency (USEPA) is contacted for a list of known potentially hazardous waste sites. Both the Environmental and Water Resource Groups within the Washington Department of Ecology are contacted for any information in the area survey such as: drilling logs of water wells and site assessment reports. . The local city hall, public works department, and historical societies are routinely interviewed. Based on information from the historical review, samples are taken in areas where any potential contamination of hazardous substances could be concentrated. The effort usually considers potential contamination of surface water, soils, groundwater, and air. After referring to EPA's Hazardous Substance List, the 'samples are analyzed for appropriate substances including but not limited to all chemicals used or produced on the property in the past. Reports of previous studies and investigations are reviewed for possible information on historical land use and potential contamination. SITE CONDITIONS The site configuration generally has a trapezoidal shape with the longer southeastern side bordering the Duwamish River and the parallel northwest side lying along South 102nd Street. The southwest side borders 27th Avenue (West Marginal Way) +and the northeast side stops at the Boeing Company parking lot. As the Oxbow Project name implies, the site is part of a meandering river flood plain consisting of alluvial deposits of various proportions of silts, sands, and gravels. From test pits and borings by Geotech Consultants, Inc. in earlier investigations, portions of the site appear to have been filled hydraulically with sandy dredge spoil from the Duwamish River. This loose sand fill, reaching eight feet thick in places, has disrupted the surface drainage which, in turn, has contributed to the low, wet areas found on the undeveloped portions of the sile. • • Sabey Corporation July 8, 1987 JN 87010 Page 3 A layer of organic silt and sandy silt was found in many places below the loose sand fill. The soft, gray, brown and black silt layers range in thickness from very thin to ten feet thick. The deepest soft silt layer appears to be in the existing low areas. This variability is probably'due to the old river meanders that can cause significant changes in soil composition within short distances. Gray, brown, and black native sands are found below the silt. The fine to medium grained sands usually begin as loose to medium dense but increase in density with depth. Groundwater was observed at depths ranging from seven to ten feet below existing ground surface. During winter months, standing water was noted in low lying areas, such as, south of the former Kenworth Test Track. The groundwater level can be expected to vary with the level of the nearby Duwamish River and rainfall. LAND USE Information for this section is primarily based on interviews with the property leasors, their representative, or the property manager/operator. Aerial photographs were studied and governmental agencies were consulted to supplement the land use-: history. Legally, the Oxbow Project site is divided into three parcels. Parcel A is the southeastern portion adjacent to the Duwamish Waterway. Parcel B lies northwesterly of Parcel A ending at South 102nd Street. Parcel C is the 200 feet strip of land condemned in 1955 for the Seattle City Light transmission line. The Desimore family, the present owner, bought Parcel A sometime in the very early 1940's and bought Parcel B in 1945 from Eddy M. Dunn, who has owned this property since the late 1920's. All three parcels were used as farm land prior to the. Desimore's acquisition and during their ownership until sometime before 1960. Aerial photographs for the years 1936, 1946, 1960, 1969, 1974, 1977, and 1985 show that the site and general vicinity were used for farming row crops.until sometime before 1960. the 1960 photo shows, for the first time, a bridge over the Duwamish River, a smaller version of the Boeing plant parking lot, and fill on the section of land extending southeast of the parking lot to the river. The actual Oxbow Project site appears to be uncultivated and vacant. • • Sabey Corporation July 8, 1987 JN 87010 Page 4 By 1969, Boeing' had extended their parking lot to the present location and the highway interchange had been constructed for South 102nd Street and West Marginal Way. The southeastern portion of the site (Parcel A) appears to contain till, probably dredge fill from the Duwamish Waterway. There may have been fill placed near the interchange and along West Marginal Way. The 1974 photo shows a new bridge being constructed with the center span open. There was no vegetation observed in the major fill area in Parcel A. The remaining portion of the site had some vegetation, i.e. shrubs and small trees, but no obvious farming. The 1977 photo showed little change. In 1977, Paccar leased Parcels A and B from the Desimore family. They constructed a truck test track for Kenworth in the northwesterly 15 acres of Parcel B at South 102nd Street and West Marginal Way. The 1980 aerial photo shows the test track constructed. The property manager for Paccar has stated that Paccar never manufactured, used, handled, stored, or disposed hazardous or toxic substances on the test track property. In 1979, Larry and Walter Lowe of Porland, Oregon, subleased portions of Parcels A and B from Paccar. The Lowes used the property as a recycling yard to process and store materials from demolished buildings,. such as concrete doors, air conditioners, piles, etc. The demolition debris would be stockpiled according to material types. All asbestos removal work was subcontracted to a specialty contractor, usually Power Master, who was required to 'remove and dispose the asbestos according to state and federal regulations. The 1980 aerial photo shows the test track constructed and piles stored in the fill area. During a 1985 inspection', a large quantity of stockpiled concrete and brick rubble was reported to be pres:4.nt. In 1983, Dove's Supply Company in Maple Valley, Washington', subleased from Future Resources, Inc. a small portion of their yard to store construction trailers. Later, Dove's Supply Company started to bring in old equipment and machinery from salvage. This prompted complaints from neighbors. In 1986, Dove's Supply Company subleased the 200 foot strip beneath the transmission lines directly from Seattle City Light. Basically, Dove's Supply Company used their subleased property for an equipment/machinery salvage operation. Equipment, typically foundry, logging, and construction, would be obtained, usually at an auction, hauled to the yard, stripped tor parts and other saleable materials, and the remainder sold • • Sabey Corporation July 8, 1987 JN 87010 Paye 5 for scrap. The yard operator said they were very concerned about pollution and contamination, especially being so close to the river. They were very careful during their operation feeling that it would be too costly to have a pollution problem. The railroad boxcar, all uninsulated, were used tor storage of parts. Barrels and drums seen at the yard were usually empty or used to store iron and parts. Batteries were stored in boxes. The Chevron Oil carport was used as a welding station not a vehicle maintainence facility. Occasionally sand blasting was used to remove rust, but.river sand was used rather than the preferred copper slog which contained arsenic. There were incidental spills/leaks of petroleum oil and grease used tor vehicle lubrication and oil changes. In all probability, solvents were used. A 1985 inspection reported observations made of materials currently stockpiled on site did not indicate the existence of any large sources of visible soil contamination. The report by Hart Crowser & Associates, Inc. to Paccar Inc. dated November 26, 1985, also stated that the observed areas of spillage were limited in extent and the spilled fluids Were likely comprised of conventional fuels, oils, and lubricants. The report summarizes by saying they have no reason to believe, from any visual evidence, that this site has been a repository for hazardous contaminants. Almost immediately upon starting the equipment machinery salvage yard, the local residents on the nearby hills constantly complained about the unsightlyness of the yard. Officials from the City, King County, Washington Department of Ecology : (WDOE) , WDEQ Shore Development, Land Construction and Development Agency, Seattle City Light, and Paccar would periodically inspect the yard and take photos in an effort to close it. If there were anything hazardous, toxic, dangerous, or "illegal" being handled on the property, it should have been discovered/. To complete our study, WDOE and USEPA were questioned regarding known, active, and pending hazardous waste sites. The Boeing Development Center, less than a mile downstream, is considered a pending site. The closest known active site is the Monsanto Company, Seattle Plant immediately downstream; of the Boeing Development Center. By being downstream, neitherlsite is expected to influence the Oxbow site. WDOE Water Resource Croup stated no water wells were reported in the section containing the Oxbow site. There is no readily •available information on the water quality at the site. Sabey Corporation July 8, 1987 • • LABORATORY ANALYSES JN 87010 Page 6 Soil samples were taken at one and one -halt feet from the surface at 45 separate locations. Twenty-three locations were organized on a grid pattern beneath the P -Major building. The remaining samples were taken at the manufacturing building, office building, and beneath the transmission line. Site grading was in progress at the time of sampling. Soil samples from six locations were analyzed by AM Test, Inc. in Redmond for E.P. Toxicity and by Chemical Processing, Inc. in Seattle for PCB's. The test results are attached to this letter. No hazardous materials were found by tests on the representative samples. CONCLUSIONS Based upon record search, air photo interpretrations, leasor and agency interviews, we found no evidence or documentation to indicate that the site investigated was ever used to manufacture, handle, store, or dispose of hazardous substances as defined by the United States Environmental Protection Agency. Our personel have been on site during the entire grading process and have observed no hazardous materials with the exception of very limited oil and/or grease spillt. Site inspection, sampling and preliminary testing found no indication of contamination of toxic or hazardous substances as defined by USEPA. 4.
