In response to your June 24, 1996 letter to Steve Lancaster, it appears that your project would be exempt from Tukwila's SEPA review process. this exceptions is based on our reading of ESHB 2828. Accordingly, I will begin processing a refund on your $325.00 fee with our Finance Department. As ESHB 2828 has been signed into law and is effective as of June 5, 1996, Tukwila will abide by and support the act in its entirety. As you have completed and filed the Conditional Use Permit on behalf of your client, the review process for your application has begun. This matter will require a public hearing before the Planning Commission. I anticipate that the matter will be heard at the Commission's August 22 meeting. I will contact you if this is not possible. The proposed Tukwila Wireless Communication Facility consists of standard roof mount panel antennas with stands to be located on the southeast corner of Pool Centerplex Building A. The tip height of the antennas is 8 ft. Each bank of antennas is 18' x 4' and includes four (4) antennas. Three banks of antennas will be attached to the roof directed north, southwest and southeast. The back up battery, radio and HE4C (air conditioning unit). will be located in office # 145 A (124 square ft.). This facility is needed to meet customer demand for increase wireless capacity and service in the area. 12. Location of the proposal. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill or hazardous waste, that could occur as a result of this proposal? There are no known environmental health hazards which occur as a result of cellular communication facilities. The proposed communication facility operates an extremely low power and at high radio frequencies of between 825 and 875 megahertz. Cellular telephone systems are designed on the principle of `frequency reuse"; in metropolitan areas where cellular base stations are more densely location, power levels are low. The combination of which frequency and low power tend to offset the concerns associated with other communication facilities. These factors minimize the potential for interference with electrical equipment such are VCRs TVs and radios. All radio frequency emissions are regulated by the Federal Communications Commission. 1) Describe special emergency services that might be required. None required. The facility is unmanned and remotely monitored. Emergency services in the area will be enhanced as many emergency service providers depend upon wireless communication service. Also, "Good Samaritan" 911 calls allow customers to access emergency or disaster services immediately for themselves or the public. 2) Proposed measures to reduce or control environmental health hazards, if any: None. b. Noise 1) What type of noise exists in the area which may affect your project (for example: traffic, equipment, operation, other). Typical arterial traffic and residential noise will not effect this project. 2) What types and levels of noise would be created by or associated with the project on a short-term or a Long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. Temporary construction noise during installation of the facility. The property also has asphalt parking areas, entrance roads and some natural buffer areas of trees and vegetation. The actual construction site is unused roof space.
