Project Description:
Site is located on 32nd. Ave., S between S. 135th and S. 137th Streets. Street
improvements will be made on 32nd. Ave., S., including the replacement of curb, gutter
and sidewalks on east side of street, installation of new curb, gutter and sidewalk on
west side of street, installation of piped storm drain, illumination, undergrounding of
overhead utilities and lowering the street grade approximately 1.5 feet. Project will last
approximately 60 days.
Agencies with jurisdiction:
None.
Comments to SEPA checklist:
Pg. 3, section 1(a): The north end of this project is located near a Class 2 sensitive area,
as indicated on department maps
Pg. 3, section 1(f): Erosion control requirements may be minimal, depending on weather
conditions
Pg. 7, section 4(b): 2 mature trees will be removed along the west side of project
Pg. 11, section 8(e -f): The southern end of the project is adjacent to a Public Overlay
Zone, specifically Crestview Park.
Pg. 13, section 12(a -c): Crestview Park is located at southern end of project. Park is
not improved and has limited access.
Summary of interdepartmental comments:

Summary of Primary Impacts:
• Earth
Generally flat terrain with a maximum slope of 7%, composed of silty sands and
gravel. Approximately 1200 cubic yards of excavation are necessary to lower
roadway and construct walls. Erosion control will be employed as needed. 80% of
site will be impervious surface.

• Air
Minor dust and exhaust emissions will occur during construction, however no
increases in exhaust emissions are expected as a result of project. Water trucks will
be used to suppress dust during construction, when needed.
• Water
Potential runoff into storm drains may occur. If this occurs, catch basins and pipes
will collect and distribute runoff into existing storm drainage system. Runoff is likely
to contain automotive oils and fuels. Project will include installation of a storm -waste
drainage system that meets County design standards.
• Plants
Deciduous trees, shrubs and grasses are found at project. 5 trees, some shrubs
and grasses will be removed to accommodate new street section. No known
threatened species are present. Restoration will include seeding and planting of
trees and shrubs, as coordinated with property owners.
• Animals
Site provides no known habitat for mammals or birds. No known candidate or
endangered species found on site.
• Energy/Natural Resources
Electric street lighting will be used during project, as required to complete work.
• Environmental Health
No known hazards will occur as a result of this project. Noise generated by project
will occur on a short term basis and will be restricted to comply with appropriate City
ordinances.
• Land/Shoreline Use
Site is a two-lane paved road. Adjacent properties are zoned Low Density
Residential (LDR). A Public Overlay Zone is located within 200 feet of the southern
terminus of the project. The resulting improvements does not change the existing
capacity or use of roadway. Under Zoning Code section 18.10.050 (1), landfills and
excavations are considered to be unclassified uses allowed under zoning code, if it
is determined to be a significant environmental action. End result of project will
result in street improvements that will improve both motorized and non -motorized
travel. Site is not classified as environmentally sensitive.

The project will include street lighting with glare shields. Lighting will not pose a
safety hazard.

No known impacts, however access to Public Overlay Zone may be impacted during
construction period.

No known places, landmarks or objects.
• Transportation
Project is a public street, approximately 5 blocks from the nearest transit stop. On -
street parking exists and will be available after project is completed. The project will
not result in more vehicular traffic.
• Public Services
No known impact.
• Utilities
Electricity, natural gas, water, refuse service, telephone and sewer are onsite.
Overhead utilities, including electrical (Seattle City Light), telephone (U.S. West) and
Cable Television (TCI) will be moved underground. Natural Gas lines will also be
lowered at 32nd Ave., S. and S. 136th to accommodate project.

The project consists of street improvements on 32 Ave S from S 135 St to S 137 St. The
street improvements include replacement of curb, gutter, and sidewalk on the east side of
the street, new curb, gutter and sidewalk on the west side of the street, piped storm
drainage, illumination, lowering the street grade approximately 1.5 feet at S 136 St, and
undergrounding of overhead utilities.

No. The nearest bus stop is approximately 5 blocks away on Pacific Highway
South.

On -street parking currently exists and will remain after the project is completed.

Provide street improvements that include curb, gutter, and sidewalk on both sides of the
street, undergrounding of overhead utilities, and storm drainage improvements.

The City has the choice of either providing or not providing these improvements. The
