Project Description:
Site is located at 3516 S. 146th. Project involves the installation of a Personal
Communication Services (PCS) base station, comprised of two (2) antennae arrays
located on the roof of the subject property, five (5) ground -mounted cabinets located at
the northwest corner of the site and the installation of a twelve (12) foot Tight pole
approximately 5 feet from the ground cabinets. Project includes the placement of the
aforementioned antennae and cabinets as well as trenching and installation of
underground cabling to provide electrical and telephone services to the ground
equipment. Construction will last approximately 2 weeks.
Agencies with jurisdiction:
None.
Comments to SEPA checklist:
Pg. 4, section 1(g): A 1% change in existing impervious surface will occur, due to
extending electrical and telephone services from electrical room to ground cabinets.
Pg. 8, section 4(b): Existing mature evergreen shrubs will be removed to construct
project and new evergreens will be installed to screen ground equipment. Applicant
does not state if mature shrubs will be installed.
Pg. 15, section 11(a -d): Applicant will install a 12 foot light pole adjacent to the ground
cabinets, to provide extra security during night.
Pg. 17, section 14(g): During construction, need for parking spaces to stage
construction has not been fully addressed.
Summary of interdepartmental comments:
• PW: A land altering permit will be required if trenching exceeds 50 cubic yards.

• Environmental Health
No known health hazards are associated with this type of communication equipment.
In addition, no toxic chemicals or hazardous materials are associated with the
communication equipment. The system is not staffed, except for routine
maintenance performed monthly. Noise generated by project will occur over a two
week period during construction. The noise that is generated is from internal
machinery equivalent to a household electrical devices. No measures to mitigate or
reduce noise is needed.
• Land/Shoreline Use
Site is a three story residential apartment complex zoned High Density Residential
(HDR). Adjacent properties are zoned HDR, Regional Commercial (RC) and
Neighborhood Commercial Center (NCC). No structures will be demolished or
substantially altered as a result of this project. The site will not be staffed, however
an employee will service the equipment once a month. To ensure that the proposal
is compatible with its surroundings, all ground equipment is being screened and all
rooftop equipment will be painted to blend in with its surroundings. The size of the
project (600 square feet) allows it to be successfully integrated into the existing built
environment. End result of project will result in an increase in the quality and
efficiency of telecommunication services in the region. Site is not classified as
environmentally sensitive.
• Housing
No housing demolition or housing proposed for site.
• Aesthetics
The ground equipment, at 6 feet, is the highest visible structure on the property.
The cabinets are constructed of steel and will be screened with vegetation. The
accompanying antennae arrays will be visible from the street and surrounding
properties. They will be painted to blend in with their surroundings. The antennae
are 2 inches wide and will be placed in arrays that are no wider than 15 feet in their
entirety.
• Light and Glare
The equipment and antennae array will be painted a matte finish to avoid glaring
effects. The project will include a 12 foot light pole to provide security and visibility
for the ground equipment, to be placed approximately 5 feet from the ground
equipment.
• Recreation
No known impacts.

Summary of Primary Impacts:
• Earth
Generally flat terrain with a minimal slope to the east of the property. maximum
slope of 7%, composed of silty sands and gravel. While there will be no filling or
grading or resulting erosion, there will be approximately a 1% change in the existing
impervious surface after project has been completed. This change is due to the
installation of underground cabling for electrical and telephone services to the
project.
• • Air
Trace dust and exhaust emissions will occur during construction, however no
increases in exhaust emissions are expected as a result of project. No mitigation is
planned due to negligible level of emissions.
• Water
No surface water drainoff is expected, nor is any filling or dredging to take place. No
surface water withdrawals are required and project is outside 100 year floodplain.
Additional water runoff from natural precipitation will be generated resulting from 160
square foot concrete pad. Runoff will not flow into surface water but will flow into
surrounding property. No measures are needed to mitigate due to negligible surface
runoff.
• Plants
Deciduous trees and shrubs are found at project. Approximately 160 feet of
landscaping will be removed to prepare concrete pad for ground cabinets.
Landscaping will be installed to screen cabinets.
• Animals
Site provides no known habitat for mammals or birds, other than crows and
squirrels. No known candidate or endangered species found on site.
• Energy/Natural Resources
Electricity is needed to run electronic radio equipment. Telephone services are also
needed. No additional height or bulk is being on rooftop is included in project, which
will not impact any surrounding solar energy systems.

• Historic/Cultural Preservation
No known places, landmarks or objects.
• Transportation
Project is located within a multi -family apartment complex, sited a the north end of
the site, approximately 5 feet 10 feet from the north end of the existing parking lot.
No new streets or roads will be needed, as access to project will be made through
existing parking lot. Approximately 24 trips per day will be generated during the two
week construction period. In addition, one trip per month will be generated for
monthly scheduled maintenance. No other transportation impacts are anticipated.
• Public Services
No known impact, as the equipment is alarmed and 24-hour monitoring equipment is
included for additional security.
• Utilities
Electricity and telephone services will be extended through existing service provided
to the apartment complex. A separate meter will be established for the project.

Sprint Spectrum proposes to construct a Personal Communication Services (PCS) base station
for wireless telecommunication service on O'Hare property, at 3516 South 146th Street, Tukwila,
WA 98168. The Villa Nelle Building, an existing three story residential structure, occupies the
property. The base station consists of two arrays of roof -mounted antennas and five ground -
mounted equipment cabinets. One array is at the north end of the building, the other on the
central part of the building. The ground -mounted equipment cabinets are to be located at the
northwest corner of the building. The two antenna arrays will have four antennas which are 27.5
tall inches, 6 inches wide and 2 inches deep on the north part, and 60.34 inches tall, 6 inches wide
and 2 inches deep on the central part. The north array reaches 36 feet four inches above the
rooftop including building height. The central array reaches 39 feet five inches above the rooftop
including building height. These two arrays are vertically mounted on the roof at the minimum
height that allows them to transmit and receive radio signals. One small Global Positioning
System ("GPS") antenna disk (2 inches tall by 4 inches in diameter), used for timing purposes, will
be mounted on a 1 foot tall bracket on the roof next to one of the antennas. The cabinets are 6
feet tall and screened with landscaping. Total land area devoted to the project is 600 square feet
(150 square feet for the equipment cabinets and 350 square feet on the roof for the antenna
arrays). The facility transmits radio signals in the 1850-1970 Megahertz range, and operates at
very low power levels (less than 200 watts total). The proposed use operates 24 hours a day.

the equipment cabinets. This noise is
equivalent to the sound of a domestic
fan at the nearest property line.

The proposed use is permitted with a Conditional
Use Permit, and Environmental Checklist. The
small scale of the project (600 square feet total
surface area) allows the project to easily
integrate into the existing property, as well as the
surrounding commercial and residential uses.
The property is designated "Neighborhood
Commercial" in the City of Tukwila
Comprehensive Plan. The proposal provides
infrastructure that is necessary for commercial
enterprises to compete in the business
marketplace. The antenna arrays will be painted
a neutral color acceptable to the City so that it
blends with the surrounding environment.
