Project Description:
The Boeing Company has applied for permits to remediate soils contaminated with petroleum
products and construct a decant station at 9725 East Marginal Way South in Tukwila. The decant
tanks will be used to separate oil and solids from water in such things as concrete slurry and
Boeing's street sweeper tanks.

Comments to SEPA Checklist:
None
Summary of Primary Impacts:
1. Earth - Soil will be disturbed during the process of removing contaminated soil, installing tanks
and placing clean fill. The project site will be completely impervious when construction is
complete.
2. Air - There will be exhaust emissions from construction equipment during the project. The
project will have no air emissions when complete.
3. Water - Wastewater decanted in the tanks will eventually flow into the sanitary sewer. No
hazardous wastes are expected to be released.
4. Plants - No vegetation exists or will be installed within the limits of the excavation.
5. Animals - The site does not contain animal habitat.
6. Energy and Natural Resources - The project will require energy for construction equipment and
for vehicles coming to the site.

7. Environmental Health - No environmental health hazards are anticipated. Liquids to be decanted
will be tested by Boeing's environmental group prior to release into the tanks. Construction
equipment operation will need to comply with Tukwila's noise ordinance.
8. Land and Shoreline Use - The proposed project will be a minor change in use and will not affect
the shoreline.
9. Housing - The proposal will not result in a change to the housing supply.
10. Aesthetics - The project is not subject to BAR requirements.
11. Light and Glare - The proposal will not generate light or glare.
12. Recreation - The proposal will not affect recreational facilities.
13. Historical and Cultural Preservation - The site is not known to have any historical or cultural
significance.
14. Transportation - The project should have not affect on transportation facilities.
15. Public Services - The project will not increase demand on public services.
16. Utilities - The project will not affect utility use.
Recommended Threshold Determination:
Determination of non -significance.

The attached is in response to your permit questions for the Solid Waste Recycle &
Decant Station.
This facility will be used primarily for two things:
1. A portable trash compactor on steel wheels will be located on the east side of the
concrete slab. It is approximately 6'X10'X20'.
2. The street sweep container will be stored on the west side of the slab. This area will be
used to decant water from such things as the concrete slurry contained in barrels and
the street sweep container. This water is tested by our environmental group prior to
being emptied into the decant system. The decant system is designed to remove oil
and solids. The decanted water eventually flows out to the sanitary sewer.
General notes 4 and 5 on sheet C80 indicate the type of fill material to be use for
fill/backfill at the site during construction. However, we are considering using recycled
crushed glass as an alternate backfill material for a portion of the backfill. The recycled
glass will be used if approved by the soils engineer.
