SUBMITTAL REQUIREMENTS
' To submit for SEPA review, provide the items listed above to the Planning Division at 6300
Southcenter Boulevard, Room 100.
• 8 copies of the completed and signed environmental checklist.
You may use the City's pre-printed form or you may re -type the questions on your
computer. If you choose to re -type the form into your computer, be sure to do so
accurately. Mistakes or omissions will increase the review time.

❑ One PMT set of plans reduced to 8.5" x 11".
❑ Four copies of supporting studies.
❑ One copy of the checklist application.
❑ One set of mailing labels for all properties 500' from the subject property. (See address

The checklist contains several pages of questions which you are asked to answer. It covers a
comprehensive set of topics. As a result, several of the questions may not apply to your project.
If a particular question does not apply, simply write N/A undemeath. HOWEVER, be aware that
many questions apply despite appearing not to. Care needs to be taken in reading and
answering the questions to ensure the appropriate response is provided.
It is important that accurate and clear information be provided. You may not know all of the
answers. Answer each question to the best of your ability. If we find an answer to be
insufficient, the City may contact you to ask for more information.
Sometimes, after reviewing the checklist, the City will ask you provide additional studies or

City-wide SEPA for Code Amendments

SUPPLEMENTAL SHEET FOR NON -PROJECT ACTIONS:
The proposed amendments to the Subdivisions Code will bring the sections into
compliance with state law, will improve the implementation of the
Comprehensive Plan and are designed to make editorial, procedural and
administrative improvements that improve the utility of the code. The proposed
amendments to the Parking Code will improve the scope of the ordinance,
provide additional definitions and regulations to emerging land uses, improve
clarity and bring the code into closer compliance with state statute, guidelines
and other regulatory mechanisms.
These proposals may result in an increase in new subdivisions and/or
development application that the prior code did not adequately accommodate. It
may also result in a change in the demand and supply of parking. The proposal
may also result in an increase demand for transportation and/or public services
due to the resulting increase in new development from the revisions to these
codes.
There are no available alternatives, as the revisions may only be implemented
through changes to the city's municipal codes.

1. What are the objectives of the proposal
A) Amendments to Tukwila Municipal Code (TMC) 18.56, Off-street parking and
loading requirements.
The proposed amendments to TMC 18.56 are designed to accomplish a variety of
goals. the revisions to this sections will improve the scope of the ordinance, provide
additional definitions and regulations due to emerging land uses, provide editorial and
administrative changes to provide more clarity, and, provide updated language to bring
the city's ordinance into compliance with state statutes, guidelines and other regulatory
mechanisms. The actual revisions to the code include:
• Development of parking requirements for Senior Citizen Housing
• Broaden categories for cooperative and shared parking strategies
• Revise the handicapped parking requirements to improve linkage to state
requirements
• Regulate the entire supply of compact parking
• Develop administrative review for requests for parking below minimum requirements
• Adopt a Gross Leasable Area standard for calculating minimum parking
requirements
B) Amendments to TMC Title 17, Subdivisions.
The proposed amendments to Title 17, Subdivisions, are designed to accomplish a
variety of goals. The revisions will bring this section in compliance with state law. The
Subdivisions ordinance was adopted in 1977. Since then, several changes have been
made to the state statute governing subdivisions (RCW 58.17), leaving the city's
ordinance out of compliance. The subdivision ordinance is one of several ordinances
used to implement Comprehensive Plan policies. Since its adoption occurred in
December, 1995, the existing subdivisions code does not conform with the city's plan.
Finally, there are editorial, procedural and administrative improvements that need to be
affected for clarity and to conform with other revisions to the city's municipal code. The
actual revisions include:
• Allowing nine -lot short plats, up from the current threshold of four.
• Eliminate administrative Planned Residential Development, for short plats and
boundary line adjustment proposals in environmentally sensitive areas
• Create a chapter for boundary line adjustments, including definitions and approval
criteria
• Improve preliminary and final application requirements and review criteria
• Update decision criteria for preliminary and final plats
