Project Description:
The site is located at 12840 48th Avenue South. The proposal is to
pave an asphalt parking lot for a truck rental business. The site
contains 40,553 square feet, of which 36,252 s.f. will be paved and
4,301 s.f. will be landscaped.
A shoreline substantial development permit is required as the
parking lot is located in part within 200 feet of the Duwamish
River.

Ecology Shorelands Division.
Comments to SEPA Checklist:
Page 12, No. 8(g): The site is located in the URBAN Environment.
Summary of Primary Impacts/Mitigation:
The primary impact will be the conversion of the area above the
river bank from vegetated pervious surface to impervious paving.
There would be a loss of habitat for birds and small animals.
Storm water will be increased as will pollutants from vehicles.
The application includes providing perimeter landscaping around the
site and the provision for stormwater collection facilities
including bioswales and/or oil/water separators. Calculations have
been submitted which show the increase runoff will not be
significant and can be accommodated by existing facilities.
