We reviewed the environmental checklist and have the following comments. This site has had a reported release of a hazardous substance (Incident #2609), and must be remediated (cleaned up) in accordance with the Model Toxics Control Act. A final cleanup report must besubmitted to the Northwest Regional Office of the Department of Ecology. Additional requirements of the law and regulations cited above may apply to the site or wastes at the site. Those requirements can be determined by reference to those laws or regulations. Installation of new underground storage tanks must meet the requirements of the state underground storage tank regulations (Chapter 173-360 WAC): Copies of these regulations and required forms are available fromfthe Department of Ecology by calling (360) 407-7202, or toll-free in state 1-800-826-77,16. A notice of intent to install tanks must be filed with the Department of Ecology at least 30 days prior to installation. Within 30 days after coming into service, the tanks must be registered with the Department of Ecology on a state notification form. The supervisor on-site during the installation must be licensed by passing an exam administered by the International Fire Code Institute, or by another state with which Washington has a reciprocity agreement. New tanks and any connected piping must be protected from corrosion by either a cathodic protection system, or by being constructed or coated with a non -corrosive material such as ina�� �I�E� fiberglass. An acceptable method of leak detection must be rl employed, and the tanks must be equipped with spill prevention and overfill protection equipment. _ OCT 2 3 '1995 COM► UNITY DEVEc4 PMENT Mr. Steve Lancaster October 18, 1995 Page 2 Stage I vapor recovery equipment is required on allnew gasoline dispensing facilities with a total gasoline nominal storage capacity greater than 10,000 gallons. Also, a certified Stage II vapor recovery system is required for these facilities in all Western Washington counties (Chapter 173-491 WAC). Under the Uniform Fire Code, other local permits may be required for the installation of underground storage tanks. The local official charged with administration of the Code should be contacted regarding the permit requirements. A notice of intent to permanently close tanks must be filed with the Department of Ecology at least 30 days prior to closure. The closure must be completed within 60 days after expiration of the 30 -day notice unless a written request for an extension is approved (Chapter 173-360 WAC). The on-site supervisor, providing tank -closing services, must be licensed by passing an exam administered by the International Fire Code Institute, or by another state with which Washington has a reciprocity agreement. Within 30 days after closing, a permanent closure checklist form must be provided to the Department of Ecology by the owner. The checklist must be signed by the certified supervisor that was on-site during the closure. Under the Uniform Fire Code, other local permits may be required for the closure of underground storage tanks. The local official charged with administration of the Code should be contacted regarding the permit requirements. The proposal is to construct a 3,200 square foot gasoline service station/convenience store including six dispensing islands, canopy and car wash. There will be three underground fuel tanks with a maximum combined capacity of 40,000 gallons. Agencies With Jurisdiction: Puget Sound Air Quality Authority issues permits for underground fuel storage tanks. Comments to SEPA Checklist: None. Summary of Primary Impacts/Mitigation: 1. Earth -- The site is level and has been previously developed. There should be no earth impacts. 2. Air -- Increased vehicles trips and vehicle idling will increase emissions at the site. Vapor containment systems on the pumps will minimize impacts from fueling. 3. Water -- There will be no increase in impervious surface areas, therefore, there will be no increase in stormwater runoff. There will be an increase in pollutants entering the stormwater from various vehicular fluids. Areas subject to spillage will drain into an oil/water separator and then to sanitary sewer. Additional features are included on the UST system to minimize and contain fuel spills. 4. Plants -- The site has been previously developed and there is no existing vegetation. The project will result in new perimeter landscaping that exceeds City standards. 5. Animals -- The site is bounded by two arterial roads and a commercial property. There are no animals and habitat on the site. 6. Energy and Natural Resources -- The facility will use small amounts of electricity in its normal operations. With the majority of customers being "pass -by" vehicles, the facility will not substantially increase the number of vehicle miles traveled. • • 7. Environmental Health -- Health risks normally associated with a gas station will be present. The facility is regulated by State and County agencies. 8. Land and Shoreline Use -- The use is consistent with the existing zoning, Heavy Industrial (M2 -L) and compatible with the surrounding land uses, which are predominantly commercial and industrial. 9. Housing -- Will not affect any existing or planned housing as the area is predominantly commercial and industrial. 10. Aesthetics -- The built environment of the area consists of a mixture of older commercial and industrial buildings constructed of various materials, predominantly concrete tilt up and corrugated metal. The building heights range from 15 to 45 feet and setbacks vary from property to property. Most properties have no landscaping and many have gravel frontages covered with weeds. The proposed low profile buildings are not disproportionate to the scale of the other buildings. The principal building will fit within the mass of the adjacent building to the south. 11. Light and Glare -- The proposal will result in additional light and glare normally associated with a gas station. The surrounding land uses are not highly sensitive to glare. The passing vehicular traffic is likely to be more sensitive, however, the levels of light are not expected to be any higher than other stations located along commercial arterials. 12. Recreation -- The site will not adversely affect any existing recreational facilities, nor will it generate demand for new facilities. 13. Historic and Cultural Preservation -- There are no known historical or cultural resources on this site. 14. Transportation -- A traffic analysis was prepared by David Evans and Associates, which noted that the majority of vehicles will be "pass -by" trips. The primary traffic impact relates to the increased number of turning movements onto and off of this site, which could create a hazard because of the high volume of traffic at this intersection. These hazards will be minimized by the right in, right out only geometry of Pacific Highway South. The project will not increase demand for public transportation, nor will it adversely affect provision of such services. 15. Public Services -- Project is not likely to generate substantial increase in demand for public services. 16. Utilities -- Project is not likely to significantly increase demand on the utility systems. The City of Tukwila has requested that this analysis be prepared to address traffic- relatedimpacts associated with the proposed gas station. The specific scope of this study was determined in coordination with the City of Tukwilla Public Works Department. Project Description The project would consist of a new gas station located at the intersection of Pacific Highway South and East Marginal Way South in Tukwila. the new gas station would include 12 vehicle fueling positions (VFP), a 3,250 square foot convenience store, and a car wash. One driveway will provide full access onto East Marginal Way South and two driveways will provide right-in/right-out access onto Pacific Highway South. The project would be completed by 1996. Trip Generation Daily, AM, and PM peak hour trip generation estimates for the project were based on the trip rates for Gasoline/Service Station with Convenience Market and Car Wash (Land Use 846), as described in Trip Generation: February 1995 Update to the 5th Edition (Institute of Transportation Engineers, March 1993). Total daily, AM peak hour, and PM peak hour trip generation estimates are summarized in Table 1. Pass -by trips are those trips that are already located on the street that abuts the site, and rather than passing the site as they did before the development was in place, they turn into the site. These trips are not new to the street system. However, the trips are new at the project driveways. It is estimated that 54 percent of the AM peak hour site -generated trips and 58 percent of the PM peak hour site -generated trips would be pass -by trips'. A pass -by rate of 54 percent is a conservative estimate of the daily pass -by trip rate. Net new trips are those trips that are new to the street system, in other words, the difference between the total trips as pass -by trips. Table 2 summarizes the net new daily, AM peak hour, and PM peak hour trip generation estimates. Approximately half of the site -generated trips are oriented to the southwest on Pacific Highway S and one quarter of site -generated traffic are oriented to both the north and southeast on East Marginal Way S. The attached figures show the AM peak hour, PM peak hour, and daily trip distribution and traffic assignment for net trips at the site driveways. Since the driveways on Pacific Highway S will only allow right-in/right-out movements, vehicles coming from the southwest on Pacific Highway S will need to use the East Marginal Way S driveway to return to the southwest on Pacific Highway S. In addition, 90 percent of the traffic approaching from the southwest on Pacific Highway S is expected to use the southern Pacific Highway S driveway. The remaining 10 percent would use the northern driveway. Half of the exiting vehicles from the north are expected to use the northern Pacific Highway S driveway (a right -turn) while the remaining 50 percent would use the East Marginal Way S driveway (a left -turn). institute of Transportation Engineers, Trip Generation, An Informational Report 5th Ed. During the AM peak hour, 57 percent of the total site -generated trips are expected to use the East Marginal Way S driveway while 27 percent would use the southern Pacific Highway S driveway. The remaining 16 percent of the site -generated traffic would use the northern Pacific Highway S driveway. The net site -generated trips have a similar distribution with a larger percentage (66 percent) using the East Marginal Way S driveway. The PM peak hour is expected to have similar driveway usage patterns: 55 percent of the total site -generated trips are expected to use the East Marginal Way S driveway while 27 percent would use the southern Pacific Highway S driveway. The remaining 18 percent of the site -generated traffic would use the northern Pacific Highway S driveway. Finally, the daily driveway usage patterns also project heavy use of the East Marginal Way S driveway (56 percent of the total site -generated trips). The two driveways along Pacific Highway S are expected to have similar usage as for the AM and PM peak hours: 27 percent would use the southern driveway while 17 percent would use the northern driveway.
