Project Description:
The site is located at 11621 East Marginal Way South. The proposal
is to construct a 37,485 square foot office and warehouse building
with 105 parking spaces on a 2.92 acre lot.
BAR approval is required as the project is located within 300 feet
of a residential zone.
Agencies With Jurisdiction:
None.
Comments to SEPA Checklist:
Page 3, No 10: Board of Architectural Review approval is required.
Page 5, No. 3(a)(1): The Duwamish River does not abut the site. It
is about 250 feet north.
Page 12, No.8(g): The site is not located within the shoreline
jurisdiction.
Summary of Primary Impacts/Proposed mitigation:
The site will not have significant impacts on the environment.
Construction noise will be limited from 7 am to 6 pm; measures for
dust containment and, erosion control will be taken as needed. A
traffic study prepared for the industrial park in 1989 and current
counts indicates no additional mitigation is warranted.

Per your recommendation, we have obtained actual traffic counts for vehicles
entering and leaving Gateway North. The results confirm our supposition that
the Gateway North traffic is relatively light. The results also suggest that
projecting traffic volumes is an inexact science as the actual counts are only
half of those projected.
Traffic counts were taken for a period between Monday, March 27th, at 1:00
P.M. and Wednesday, March 28th at 8:30 A.M.. Counters were set up at the
following locations:
On East Marginal Way south of S. 116th Street - Northbound
Both through traffic and left turns into park.

The results show that the A.M. peak period is from 7:30 A.M. to 8:30 A.M. with
247 trips and the P.M. peak period is from 12:00 P.M. to 1:00 P.M. with 226 trips.
Shown below is the comparison between the actual counts and the projected
trips per TDA's 1989 Traffic Study for the equivalent buildout of warehouse and
office:

Two additional buildings are planned for Gateway North which would bring
the total buiding area to approximately 393,500 square feet. Projecting from
the actual traffic counts would result in peak hour traffic to be below 300 trips.
The 1989 TDA Study projected 671 peak hour trips at final buildout. At that
level, TDA suggested providing a signalized intersection at East Marginal Way
and S. 116th.
Due to actual vehicle trips being less than half as projected, the
channelization work at East Marginal Way completed, and no apparent
congestion observed, I recommend that no further mitigation be required for
construction of the remaining buildings at Gateway North.
