Proposed Modification
Eagle Hardware & Garden is proposing to remove the 22,000 sf office building at the north side of
its Tukwila store, and reuse the space for a drive -that lumber yard. There will also be some shifts
of mezzanine floor areas, and a 4,200 sf expansion of the garden department. The office space had
been used for Eagle's corporate administration, which has recently moved to an off-sitc office
building. A large portion of the 43,000 sf covered lumber yard floor area will be used for vehicle
circulatiun. The row of parking along the north cdgc of the site between the two driveways will be
reoriented to parallel the street alignment; and the westerly driveway would be widened to 35 feet
to better accommodate two-way (in/out) truck and traffic turning movements -
Effect on Site Traffic Generation
The combined effective new retail space gained from the store modification would be slightly
greater than the office space removed (5,700 sf garden and mezzanine expansion, and about 18,000
sf effective lumber yard expansion). The space used for the lumber yard is expected to have a traf-
fic generation rate of less than half that exhibited for the original overall site retail operations.

Average weekday site traffic generation would increase slightly; however, PM peak hour traffic
would decrease slightly. The proposed site modification is therefore estimated to have a negligible
impact on overall vicinity and driveway traffic volumes.
Driveway Traffic Counts/Operations
The City of Tukwila Public Works Department requested traffic counts and accident analyses be
conducted for the two site driveways along Tukwila Parkway. Traffic counts were collected on
Friday October 20, 1995 between 2 and 6 pm; the combined intersection traffic volumes peaked
between 4:15 and 5:15 pm. The peak hour summaries are attached for the two driveway intersec-
tions.
During the PM peak hour, 149 vehicle trips turned into and out of the site (83 in/66 out). About
90% of this trip activity occurred at the easterly driveway; 10% at the westerly driveway. About
90% of the inbound site trips approached from the west, right -turning into the site; 10% approached
from thc cast. left -turning into the site. Of the site exiting trips, 63% turned left out of the site onto
Tukwila Parkway westbound, and 37% turned right onto Tukwila Parkway.
Because of a relatively heavy eastbound -to -southbound right -turn movement at the Tulwila/ Ando-
ver intersection, the eastbound curb lane traffic queues often'back up past the easterly Eagle
driveway. However, the drivers tend to leave a gap to allow left -turning traffic to exit the site.
This creates a somewhat hazardous condition as exiting vehicles move through the inner eastbound
thru traffic lane into the center refuge lane. In fact, as the traffic counts were being collected, a mi-
nor accident occurred -- with a left -turning exiting vehicle being struck by a vehicle approaching
thc shorter signal traffic queue in the inner thru lane.
Traffic Accidents
Public Works staff made a valiant attempt to summarize accident history at the two Eagle drive-
ways and at the nearby Tukwila/Andover intersection. Unfortunately, thc accident coding does not
allow pinpointing accidents between public street intersections -- they are merged with accidents at
the nearby public street intersection. The accident report that was obtained is attached.
Over the three+ years of accident search, 12 accidents were found for the Tukwila/Andover inter-
section, including any accidents that may have occurred at the three Eagle driveways near the
intersection, and including any accidents associated with driveways on the east side of Andover
Park East. Simple diagrams were prepared for each incident on thc attachment; however, it is diffi-
cult to determine which accidents were intersection related versus nearby driveway related.
Accident #2 likely occurred at an Eagle driveway, and is in fact similar to the accident described
above during the count period. Accidents 6 and 1 1 had to occur along Andover Park East south of
Tukwila Parkway. Accidents 4, 7, 10 and 12 likely occurred during the permissive phase of the
east -to -south left -turn movement at the Tukwila/Andover intersection, but could also occur at the
Eagle driveways. Accidents #2 and 8 could have occurred anywhere, and arc unmitigatiblc.

Mitigation Considerations
Any change in site traffic generation resulting from the proposed site modification would be insig-
nificant; no mitigation would be necessary or warranted. Likewise, the site modifications would
not significantly change driveway operations; however, the lumber yard access may promote a
slight shift from the east driveway to thc west driveway along Tukwila Parkway. This could be
viewed as a positive impact, since any shift in access traffic would relocate such movements farther
from the Tukwila/Andover intersection signal queues.
Eagle may want to consider placement of a "Right Turn Only" sign at the east driveway exit to
Tukwila Parkway. Left -turn exiting vehicles could alternatively be encouraged to circulate to the
westerly driveway along the north face of the lumber yard. This movement at the easterly drive-
way must yield to all other traffic movements, as well as penetrate thc signal queues from the
Tukwila/ Andover intersection. Left -tum exit from the westerly driveway occurs upstream from
the signal queues, and largely avoids any need to yield to left -turning site ingress tragic. This ac-
tion, however, should be viewed as a potential voluntary action on the part of Eagle in considering
the safety of its customers. It is not caused nor exacerbated as a result of the proposed site. modifi-
cations.

Project Description:
The property is located at 101 Andover Park East. The proposal is
to remodel the existing Eagle Hardware store. The remodel will
result in a net increase of 2,347 square feet of floor area after
demolition of a mezzanine, enclosing outdoor areas, demolition of
the adjacent 22,000 square foot office building and replacing it
