Project #L95-0034.
As requested, I have reviewed the SEPA Checklist and proposed site
plan for Conditional Use/BAR Applications. In addition, I visited
the site yesterday to look at drainage, topography, and proposed
sensitive area use. Even though I'm not sure what level of detail
is needed at this time, there are a few issues that I have
identified in the following comments.
Site Plan:
The proposed site alterations include grading the north portion
down about 10 feet. Will this waste material be deposited on the
lower south portion? The topographic relief shown on the maps
appears accurate but there is no professional land survey
referenced.
It is not clear where the access points are located but the site is
to be graded down to the elevation of 51st Avenue S.
Drainage:
Most of the development site appears to drain to the east and
south. Existing runoff may flow into WSDOT right-of-way adjacent
to SR 518 on the southeast side of the site. There appears to be
a drainage swale just offsite near the southeast corner. However,
the project proposal includes a water quality pond on the northeast
slope area and this would drain down a steep slope and into Gilliam
Creek. This is described as an alternative to discharging directly
into the'City's stormwater system.
The King County Surface Water Design Manual - Core Requirement #1
specifies all runoff be discharged at the natural location so as
not to be diverted onto, or away from, the adjacent downstream
property. The Manual also requires some form of detention and
treatment of stormwater runoff.

Geotechnical:
The GeoEngineers 3/19/90 report is not project specific and can
only be partly used. This report does recommend a 25 -foot building
setback from the north slope area. The current site plan shows
alteration of the top portion of the slope. Because the current
proposal affects the slope from grading I would recommend the 15
percent slope gradient be identified at least on the north slope to
determine SAO requirements for sensitive slopes. Per the
geotechnical recommendation there may, be a slope buffer area for
this project.
Tree Permit:
It is not clear as to how the trees to be removed were surveyed.
The landscape plan only shows some of the existing trees and does
not fully address the trees on the north and east sides associated
with sensitive area slopes. Depending on the final slope impacts,
the Tree Ordinance "canopy coverage" method may be appropriate for
this site's permit.

I have reviewed the applications for CUP, BAR and SEPA for the
above referenced project and have found them to be incomplete. The
(following additional information needs to be submitted before the
'project will be scheduled for a public hearing:
BAR/CUP
1. A landscape plan showing proposed landscaping: size, species,
location and spacing (13 copies).
2. Location of trees with a trunk diameter 6" or greater, and
identification of those to be removed.
3. Revised architectural drawings identifying building materials
and colors, and dimensions of sign (13 copies).
4. Color and material board.
5. One complete set of PMT's.
6. A site plan showing existing and finished grades at 2'
contours and -location of Gilliam Creek and required buffer.
SEPA
1. Six copies of theenvironmental checklist and six sets of
plans.
2. Geotechnical analysis to comply with requirements of Chapter
18.45 TMC.

OTHER
The project also requires a lot consolidation and tree permit.
These approvals must be obtained prior to issuance of a building
permit. However, it is recommended that these permits be applied
for as early as possible in the process.

Dear Mr. Cameron:
Attached is a data sheet which indicates daily and peak hour traffic expected
from the user of the proposed building at the Southgate site.
The user is American Medtech, an ambulance company which will occupy the
entire building as an administrative and fleet maintenance facility. The
ambulances, although dispatched from this facility, are actually kept at
strategic remote locations and will not be housed at the facility in between
runs. The total daily trips projected are about 35 to 40. Much of the parking
stalls will be used for out -of -service vehicles waiting to be either repaired or
cleaned, or back in service.
In our opinion, the impact to traffic as a result of American Medtech's use will
be insignificant. Please let me know if further traffic analysis is required.
