Tukwila Council meetings are audio taped.
HOW TO TESTIFY
If you would like to address the Council, please go to the podium and state your name and address clearly for
the record. Please observe the basic rules of courtesy when speaking and limit your comments to five
minutes. The Council appreciates hearing from citizens but may not be able to take immediate action on
comments received until they are referred to a Committee or discussed under New Business.
COUNCIL MEETINGS
No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given.
Regular Meetings The Mayor, elected by the people to a four -year term, presides at all Regular Council
Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. Official Council action in the
form of formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular
Council meetings.
Committee of the Whole Meetings Council members are elected for a four -year term. The Council
President is elected by the Council members to preside at all Committee of the Whole meetings for a
one -year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m.
Issues discussed are forwarded to the Regular Council meeting for official action.
GENERAL INFORMATION
At each Council meeting citizens are given the opportunity to address the Council on items that are not
included on the agenda during CITIZENS COMMENTS. Please limit your comments to 5 minutes.
Special Meetings may be called at any time with proper public notice. Procedures followed are the same as
those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel
matters.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public interest
such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the
Tukwila Municipal Code states the following guidelines for Public Hearings:
1. The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
3. Each side is then allowed 5 minutes for rebuttal.
4. Citizens who wish to address the Council may speak for 5 minutes each. No one may speak a second
time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the
question, but may not engage in further debate at this time.
6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss
the issue among themselves, or defer the discussion to a future Council meeting, without further public
testimony. Council action may only be taken during Regular or Special Meetings.

PROCLAMATION
WHEREAS, parks and recreation programs are an integral part of communities
throughout this country, including the City of Tukwila; and
WHEREAS, parks and recreation are vitally important to establishing and
cs% maintaining the quality of life in our community, build a healthy and active community
that aids in the prevention of chronic disease, and improve the mental and emotional
health of all citizens; and

WHEREAS, parks and recreation programs increase a community's economic
prosperity through increased property values, expansion of the local tax base, increased
tourism, attraction and retention of businesses, and crime reduction; and
WHEREAS parks and recreation areas are fundamental to the environmental well-
being of our community; and
WHEREAS, parks and natural recreation areas improve water quality, protect
groundwater, prevent flooding, improve the quality of the air we breathe, provide
vegetative buffers to development, and produce habitat for wildlife; and
WHEREAS, parks and natural recreation areas ensure the ecological beauty of our

community and provide a place for children, adults, and seniors to connect with nature and
recreate outdoors; and
WHEREAS, the U.S. House of Representatives has designated July as Parks and
Recreation Month; and
WHEREAS, the City of Tukwila recognizes the benefits derived from parks and
recreation resources and is proud of the parks and recreation programs and opportunities of
this community and their contributions toward providing a healthy community and quality
of life; and
NOW THEREFORE, I, Mayor Jim Haggerton, Mayor of the City of Tukwila, do

SPONSOR'S The 2011 Overlay and Repair Program was advertised for bid on May 12 and 19, 2011. Five
SUMMARY bids were opened June 2, 2011 with the low bid of $937,520.75 from Watson Asphalt
Paving. Watson Asphalt has successfully worked for the City in the past and their bid is
within budget. The Additive Item No. 1's bid for Fort Dent parking lot was $48,104.00. Fort
Dent's parking tax revenue of $50,600.00 will fund the park improvements. Council is
being asked to award the base bid and additive item for $985,624.75.

SPONSOR'S The IBI Group began design services for the Tukwila Urban Center Transit Center in 2006
SUMMARY and Andover Park W street improvements were added in 2008. Supplement No. 11 will
bring design to 60% and a future supplement will be forthcoming for final design. The City
is a recent recipient of a WSDOT Regional Mobility Grant for $4,735,000.00. Council is
being asked to approve Supplement No. 11 in the amount of $260,521.00.

SPONSOR'S Past Forward Northwest Cultural Services has been providing grant writing and cultural
SUMMARY interpretation services for the Duwamish Hill Preserve since 2007. The contract for
services has been amended as need and budget allowed and is currently at $39,500. The
Parks and Recreation Department is requesting to extend and amend the contract by
adding $10,000 thus extending the contract beyond 40,000 and requiring Council
approval.
