The zoning of the applicant's property and subject site for the applicants has changed and is now in a
new zoning district: Commercial/Light Industrial and the new zone allows truck terminals as an outright
permitted use.
The City has expended 3 hours at an hourly rate of $40.00 in setting up the files and communicating with
the applicant regarding deficiencies in the application materials. The applicant's total fee of $325.00 and
$850.00 minus $120.00 equals a total refund of $ 1055.00.

I apologize for the confusion. With regard to number 1 of the letter, the fee for the conditional use permit
is $850.00 and the SEPA (Environmental) Checklist is $325.00. Total fee required equals $1175.00 You
submitted $1075.00 which leaves a balance of $100.00.
The last page of the Environmental Checklist lists the number of copies required and I have copied that
and I am faxing this to you.
Before you reduce your plans to the 81/2 by 11 inch format, it would be advantageous to identify on the
plans the building and the space within the building that you will be occupying.

include conditions similar to the Blue Star decision), or deny the
waiver.
CONCLUSION:
1. Denial of the waiver request would be consistent with the
intent of the moratorium to prevent further development of
hotel units, which historically generate criminal activity in
the Highway 99 area, and to preclude expansion of these uses
until the Comprehensive Plan is revised and adopted.
2. Approval of the waiver request would serve the interests of
the individual and be consistent with the current interests of
the City to see the area along the 99 corridor redeveloped to
contemporary standards and with a regional use as envisioned
in the Draft Comprehensive Plan.
3. Denial of the waiver request would require the applicants to
either retain the existing motel units and the hardships
associated with them or consider some other option that is
different than their current operation.
4. Denial of the waiver request would preclude the applicants'
preferred use and a use in their area of business expertise.
5. Approval of the waiver request would allow the applicant to
proceed with a hotel development proposal that would improve
the physical appearance of the area. The net effect on
criminal activity is unknown, although a decrease is a
possibility with replacement of theold facility with a modern
facility.

I understand you requested a written response as to the deficiencies in your conditional use
permit (CUP) application and SEPA checklist. When we have received the following we will
proceed with the review.
1) The SEPA Checklist fee is $325.00 and the fee for the CUP is $825.00 and your
check was for $1150.00 - $100.00 more dollars is required.
2) The SEPA Checklist was inadequate and needs appropriate and accu to responses.
Cparticular you need to respond to question numbers 10 , 11., and 14.
Transportation which relates directly to your proposal. 15 copies , of the revised
checklist are re.. ired.

3) We require a /- • omaf'erial transfer (PMT) of your plans reduced to 8 1/2 by 11.
Then copies of your reduced plans need to be attached to the checklists.
The vicinity map does not identify which building the proposal occupies. The site
flan submitted does not clearly identify which space or its size that is to be occupied.
In addition, twelve full size sets of plans are needed and only 7 were submitted. You
may come in and modify the ones that were submitted to clarify your proposal and
submit 5 more sets or you may revise .the plans and submit 12.

SHORELINE MAILINGS
Notice of Application:
Notice of application for a substantial development Permit must be
mailed to owners and to property owners within 300 feet of subject
property, prepare an affidavit of publication, and publish two
consecutive weeks with deadline for comments due 30 days after last
newspaper publication date.
Shoreline Permit:
Mail to: (within 8 days of decision; 30 -day appeal period begins
date received by DOE)
