TO: FROM: RE: DATE: Jack Pace John Jimers SEPA - Rick Hilly Short Plat (E95-0031) October 25, 1995 Memorandum • (4/ Project Description: The proposal is to short plat one lot into two on property located at 15642 47 AV S. There is an existing house which will be on the front (west) lot with a septic drainfield between the house and street. The second lot would be to the east, with access to the street via an easement across the first lot. The septic drainfield will be located on moderate slopes east of the building pad location. The short plat is not categorically exempt from SEPA because the site is located on an environmentally sensitive area (slopes). Agencies With Jurisdiction: None. Comments to SEPA Checklist: Page 3, No. 10: A land altering permit and utility permit will be required from Public Works. Septic design is subject to King County approval. Page 4, No. 1(b): Based on topography provided on survey, slopes are as high as 20% Page 4, No. B(1)(b): Erosion could occur with construction of improvements on the site. Page 11, No. 8(c): There is a single family residence on the lot. Summary of Primary Impacts/Mitigation: 1. Earth -- The short plat will result in creating a new building site closer to the steep slopes east of the property. However, there is adequate room for a building pad on the level portion of the lot and for a drainfield on the sloped portion of the lot. No significant impacts on the earth are expected, with the Sensitive Areas Ordinance requirement for a geotechnical report having been waived. 2. Air increase 3. Water vicinity. -- The proposal will result in a very small amount of in vehicular trips and associated air pollution. -- There are no known bodies of water in the immediate As with all urban development, there is potential for • • increased pollutants entering into the stormwater. Since there is no sewer, potential exists for pollutants entering into ground water from the drainfield. The project will result in potential increases in stormwater runoff. This impact will be addressed in the short plat review process. 4. Plants -- The site has been previously cleared of natural vegetation. Volunteers from a previous vegetable garden and various weeds, grasses and blackberry bushes have taken over the cleared area. No endangered or candidate species are known to be on the site. 5. Animals -- Very limited amounts of habitat for small animals exists on the site., Future development of a residence will eliminate small amount of bird and small animal habitat. 6. Energy and Natural Resources -- The eventual construction of a house will result in heating and electrical costs normally associated with single family residences. 7. Environmental Health -- The project will not generate hazards in excess of what is normally expected from a single family residence with a septic sewer system. 8. Land and Shoreline Use -- The proposal is consistent with the adopted land use plan and zoning and does not change the single family residential character of the neighborhood. 9. Housing -- The proposal will create a building lot for a new single family residential structure. 10. Aesthetics -- The new lot will not be easily visible from the street or the valley below. A home on the lot will enjoy views of the valley and the Cascade mountains. 11. Light and Glare -- The proposal will not generate light and glare beyond that normally found in a residential zone. 12. Recreation'-- The proposal will not significantly increase demand forrecreational facilities. Crestview Park and Crystal Springs Park provide public recreation facilities in the immediate vicinity. 13. Historic and Cultural Preservation -- There are no known historical or cultural artifacts on the site. 14. Transportation -- The site has access to 47th Avenue S, a residential street. Public Transit is available to the west of the site. 15. Public Services -- Project is not likely to generate substantial increase in demand for public services. • • 16. Utilities -- Project is not likely to significantly increase demand on the utility systems. The on-site sewage disposal system currently serving 15626 47th Ave. S. must be abandoned (PW -Storm Drain permit will be required for abandonment/removal of the septic system) because it will be within the proposed new lot. A new on-site sewage disposal system to serve the above existing residence must be designed, installed and have an approved final as -built prior to the final subdivision application. 2. 3.5' high chain link fence encroaching into 20' ingress, egress and utility easement shall be removed prior to short plat approval. 3. The site drains to Gilliam Creek. Any future development should have no drainage impact to downstream neighbors. Flow shall be brought to predevelopment conditions. Drainage design shall follow King County Surface Water Design Manual. 4. The Tukwila "underground ordinance" requires that all utilities be placed underground. 5. Access shown as 20 foot easement with at least'12 foot wide all weather surface and 4 foot shoulders meets access requirements.
