August update
The Project Executive Team has had a productive month on many fronts. Given the number
of activities required during this start-up phase of the plan and with the Council's
continued engagement, the team is making good progress overall. The Council may want to
consider how your heavy workload is distributed among Public Safety, Finance, and
Committee of the Whole. The topics below highlight the month's activities, concluding with
unsurprising reminders about the plan's schedule and budget realities. In coming months,
this update will capture as many focused topics as are appropriate at the time—especially
any of concern—and as the Council deems useful.
FIRE STATIONS

Programming and design
Weinstein AU has finished Fire Station programming and will start Station 51
schematic design by the end of the month.
Sustainability features
The Council can expect to see a short list of sustainability options for Fire Station 51
with their ROM (rough order of magnitude) budgets by the end of the month.
GC/CM approval
The Fire Stations' GC/CM application was rejected 27 July on a 4-4 panel vote of the
State's Project Review Committee. At the panel's invitation and with its input, the City
has re-applied for a 23 August hearing. The team has better articulated the City's case
for the combined project's complexity and appropriateness for GC/CM delivery.
Contractor selection and input ASAP is crucial to the development of a realistic
schematic design budget for Station 51.
JUSTICE CENTER
Architect selection and programming
Pending Council approval, a Justice Center contract will be executed with DLR by the
end of the month. DLR will start programming early next month.
SITE SELECTION
Selection schedule
The Council needs to stay on schedule, using its approved site selection criteria. A
Justice Center commitment is due by November. Fire Stations 52 and 54 will follow.

SCHEDULE
• Tight schedule
The overall schedule is very ambitious. Especially now—with so many activities just
getting under way—there is little room for any missteps to meet the plan's milestones.
BUDGET
Program contingency
Without a budgeted program contingency, there will be pressure on all program
elements' budgets for the life of the plan.
Market conditions
Like the Fire Stations, the Justice Center and Consolidated Shops budgets will need to
be sensitive to tight construction market conditions and increasing property values.
