ROLL CALL Andy Youn, Deputy City Clerk, called the roll of the Council, Present were Councilmembers Joe Duffie, Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod. She conveyed that many items are discussed and handled at the Committee level. She provided an overview of two additional items that were recently discussed bythe Transportation and Infrastructure Committee: * The City isapplying for eWashington State Transportation |mprovementBnard(T|B)grant to fund the West Valley (|-4O5hoGtranderBoulevard) Project. Tukwila applied for this grant last year, and while itwas not awarded itwas the highest nmzhnQpnojectnotae|ectod,TheCityhos a high chance of being awarded the grant this year. The new application will incorporate suggestions from the TIB staff. If awarded, matching funds will be available from federal grant funds, traffic impact fees, and arterial street funds, • In response to recent public comments regarding the safety of the intersection at Tukwila International Boulevard and South 144th Street, the City will be installing a "yield hopedestrian" sign at eastbound South 144th Street for those turning right onto Tukwila International Boulevard. The City is also responding to concerns raised about pedestrian street crossing times by considering measures such as street calming measures, lengthening crossing times at specific times of the day and separate push buttons to request additional crossing time. *MOTION CARRIED 6-0. REPORTS a. Mayor Mayor Ekberg was not present. b` City Council Counci|memberDuffieattended National Night OutAoainetCrhneonAuoust1.2O17.Hethanhedthe City and the Police Department, and noted that citizens enjoyed the event. He expressed the hope that the City continues to participate in this event in the future, and that citizens take the initiative to join in. Councilmember Hougardy participated in National Night Out Against Crime in her neighborhood on August 1.2O17. She shared that the Fire Department pulled upwith a fire truck and allowed children ho interact with the truck, The event was ogood way for neighbors toget hoknow each other and keep an eye on the neighborhood together. Ms, Hougardy relayed that the Equity and Social Justice Commission is in the pnccese of filling up the membership rosbar, with the expectation of approving several representatives by the next meeting in September. The Commission has also completed a review and made changes to the Equity Policy, that will be forthcoming to the Council. Councilmember Quinn was present at Touch -a -Truck at Westfield Mall on July 29, 2017 and reported it was well attended by many families. He observed staff doing an amazing job engaging children with the equipment. Mr. Quinn also attended National Night Out Against Crime with Deputy Police Chief Bruce Linton on August 1, 2017 and expressed that he appreciated the opportunity to observe the Chief's disposition in interacting with residents. Mr. Quinn feels residents communicate well with the Police Depadnnent, and there is good relationship between City Administration, Po|ice, and the community, Councilmember Kruller thanked voters for participating in the primary elections. She attended National Night Out Against Crime on August 1, 2017, She noticed a high level of interaction between Police Officers and residents during National Night Out, which serves h3engage community members in important discussions. Ms. KruUera|so attended Jet Blast Bash celebrating Seahairand the Blue Angels at the Museum ofFlight onAugust 5~G.2O17, She also attended the Sounders FC2match onAugust 6. 2017 and encouraged residents to buy tickets to the matches at Starfire Stadium. He noted the event is a unique opportunity to engage the community in conversations and hear residents' concerns. Mr, McLeod shared that the Public Safety Committee has accomplished agreat deal ofwork this year, including: an Interlocal Agreement with Valley Narcotics; a security contract with the Municipal Court; trespass warning policies; an Interlocal Agreement for the Auto Theft Task Force; regular briefings from the Police and Fina Departments; and vvmrK related to the Public Safety Plan, He thanked Counoi|memberS DUffie and Quinn for their work on the Public Safety Committee. Mr. McLeod extended a reminder that the Public Safety Open House will betaking place sdFire Station 54onAugust iO.2O17 from 5:30 p.m, to 7:30 p.m. Mayor Pro Tempore Seal volunteered at a Citizenship Day event on August 5, 2017, Citizenship Day iaa citizenship application workshop hosted by OneAmerica and the American Immigration Lawyers Association. Approximately 4Opeople attended the event. Ms, Seal encouraged Tukwila residents looking tonaturalize toattend future Citizenship Day workshops. She issued general reminders and notices about upcoming events: * See You in the Park will be taking place on August 9, 2017 at Foster Memorial Park from 5:30 p.m. to 7:00 p.m. ~ City Council Coffee Chat will be taking place at Billy Baroo's on August 12, 2017 from 11:00 a.m. to1:OUp�m. ° Community Garage Sale will betaking place onAugust 19.2O17 * Friends of the Library Annual Book Sale will be taking place on August 19, 2017 at 10:30 a.m. o. Staff David Cline, City Administrator, referenced the City Administrator (CA) Report and Monthly Public Safety Plan Update inthe packet and offered toanswer any questions, Mr. Cline encouraged residents toreview the City website to view upcoming events in the city. He also shared that with the support of the Lodging Tax Advisory Committee (LTAC), print ads for S2 Family Day, taking place September 9, 2017 are being distributed in regional magazines. Counci|mennberHou0ardyreferenced the portion ofthe CAReport regarding the RAGKC(Regional Animal Services ofKing County) video oDthe City's TVChannel, and asked whether the video isonthe City's website orYouTubeChannel. She expressed that she would like tosee stronger marketing about the City's YouTube channel. Ms. Hougardy also congratulated City Staff members as follows: Cindy Wilkins (Finance Department), who was asked to join the AWC Business License Task Force Sherry Wright (Finance Department).who received the Professional Finance Office Award from the Washington Finance Officers Association Maggi Lubov (Department of Community Development, who was inducted into the Washington State Public Transportation Wall ofFame d. Heshared that hewas there over the weekend and noticed that while traffic is reduced, he witnessed a motorcyclist having difficulty navigating the speed bumps aafe|y.
