Council Chambers BUDGET HEARING Officials in MAYOR BAUCH; GEORGE D. HILL, Council President; LIONEL C. BOHRER; Attendance: DWIGHT R. GARDNER; DWAYNE D. TRAYNOR; GARY L. VAN DUSEN. BUDGET HEARING: Council President Hill opened the Budget Hearing. Revenue: Mabel Harris, City Treasurer, reviewed and answered questions on the proposed revenue in the 1978 Budget. Total proposed real and personal property taxes are $1,058,245. $947,104 is allocated in the Current Fund, $22,141 in the City Street Fund, $82,500 in Limited G.O. Bond Fund 1977 and $6,500 in the Firemen's Pension Fund. City Treasurer: Fire Department: $893,677 general sales and use tax is allocated in Current Fund, $468,038 in the City Street Fund and $20,000 for Unemployment Insurance. It was noted that Franchise Fees are paid by City Light, Teleprompter Cable TV and Olympic Pipe Line. Building Permit Fees and Plan Check Fees were discussed along with the ratio of one to the other. The total amount of estimated revenue in Current Fund is $2,663,133. Total amount of estimated revenue in all funds is $7,478,200. Mabel Harris, City Treasurer, reviewed the budget requests. It was noted that Council policy from last year concerning Seminars and Conferences was carried forward to this budget. That is to allow $500 for Department Heads, $200 for Supervisors and $100 all other employees for Seminar and Conference expenses under Transportation. Registration fees are paid from Miscellaneous. The request for an electronic cash register was discussed. The question was raised as to whether the information from the tape can automatically be fed into the L -5000 the City ownes. Mrs. Harris explained that the information would be put in manually but this machine could be connected to an electronic computer at a later date. Council approved the budget for the City Treasurer as submitted. Fire Chief Crawley discussed the proposed budget requests. He explained the need for three additional supervisors, one for each shift. Considerable discussion followed on this request and Council decided to consider this again at a later date. Council approved the Administration Section of the Fire Department Budget. Chief Crawley discussed the shift hours worked and talked about the possibility of changing the starting time. He stated that the first three men hired would be added to the shifts at Station #2 in the residential area. It was stated that hours of work can be negotiated but the location of work is at the discretion of management. The possibility of buying a diesel car for the Fire Chief was discussed. Chief Crawley presented cost saving figures. He stated that the Fire Fighters can do the general maintenenace on diesel vehicles. TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING BUDGET HEARING November 17, 1977 Fire Department Continued: Mayor Bauch stated that the Fire Department Budgets, as presented, were reasonable. He noted that the position of Fire Marshall will be addressed later. Councilman Hill suggested that Council approve the Fire Department Requests, less the capital expenditures which will be discussed later. Council agreed.
