Council President Hill called the Tukwila City Council Committee of the
Whole meeting to order.

APPROVAL OF MINUTES MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE MINUTES OF THE NOVEMBER 28,
1977 COMMITTEE OF THE WHOLE MEETING BE APPROVED AS PUBLISHED. CARRIED.
Council President Hill said the Council thought $110,000 for landscaping
and another $15,000 for a landscape architect was too much to pay when
Staff has a conceptional plan already drawn up. If this work can be
done in- house, the assistance of a nursery could be used in providing
trees, shrubs, etc. Mayor Bauch said the law requires that second,
third, and fourth class municipalities and noncharter code cities
contract work costing more than $5,000 regardless of whether that is
the least expensive means of accomplishing a particular public work or
improvement.
Councilman Traynor said he thought a nurseryman could come in and
look over the property and tell the Council where the plants should be.
He said he would like to see the landscape architect's fee go into land-
scaping rather than architect's fee. Gene Isler, Field Supervisor,
said Gene Elfstrom could do the job in- house. Councilman Gardner said
the building looks like it is closer to the street than he had thought;
grading is going to be put in and when a sidewalk is in it will take
away from the area in front of the City Hall. Mayor Bauch said the
Council had just gone through a budget hearing where Departments had
said they did not have enough men to operate the regular work. This
work on the landscaping would be the equivalent of one man for one year.
The sprinkler system will have to be designed. Gene Isler said it was
his suggestion to go by the layout Carl Stixrood had formulated.
Council President Hill said there is going to have to be some dirt
moving done by bull dozers. The staff will not be expected to do that.
A nurseryman could be hired to plant the plants. He said he would like
the City to be the contractor and sublet the work out to save money.
Mayor Bauch said it was his thought money could be saved by hiring an
architect. The law is plain that we cannot do any of the labor our-
selves, it has to be contracted out.
Councilman Pesicka said if the City hires a contractor she would like to
consider the one who did the Lynwood building they had looked at.
Councilman Saul suggested landscapers be contacted to see what they
would do the job for, they could run the bull dozers and plant the trees,
Dick Williams, Public Works Department, said Staff could get the exist-
ing plans ready to be bid on. Councilman Saul suggested someone be
hired by the hour to work two or three days and tell Council what
would be needed to go by Carl Stixrood's plan. Kjell Stoknes, OCD
Director, said he would suggest Council leave it to Staff to advertise
for bids. The City is looking for someone to develop the plans the
City now has. Council President Hill said a few of the Council Members
had visited a number of places and viewed the work of three different
architects. They had all thought the Lynwood City Hall was the most
attractive. Mr. Stoknes said a landscape architect could be told the
price the City wanted to pay for landscaping and they could show what
they could do for that price. Gene Isler said a decent sized tree costs
$17 an inch. The City will have to specify what size trees and shrubs
are to be put in, otherwise they will get whips.

MENT WITH THE LANDSCAPE ARCHITECT WHO DESIGNED THE LYNWOOD CITY HALL.
CARRIED, WITH SAUL AND VAN DUSEN VOTING NO.
Council President Hill said the Council would meet with the landscape
architect on Monday, December 19, 1977 at 6:00 P.M. prior to the
regular City Council meeting.

Council President Hill said the intent of his Motion made at the
Regular Council Meeting was not to move the Senior Citizen Center to
Thorndyke and leave it there. The intent was to use Thorndyke as a
temporary facility. He wanted the County to know Tukwila did not
intend to be a lifetime partner in the Thorndyke project. He said
the way the City is progressing, within the next two years a community
center could be built. Councilman Van Dusen said the Council should
be more realistic and realize it will likely be more like five years
before a Community Center can be built. Mayor Bauch said if the
County agrees it will not jeopardize the Thorndyke Project if Tukwila
pulls out within two years he will bring back the request for bids
at the next regular meeting of the Council. Councilman Pesicka said
she felt it is not for the Council to say where the Senior Citizens
should meet while they are waiting for a Community Center. They
could stay at the Community Club that is being fixed up for the next
two years. Councilman Traynor said if it is decided to build a
community center on the property the City just bought that will be
too far away in the opinion of many. The argument seems to be they
do not want to leave the immediate vicinity.
Mr. Shepherd, audience, asked if the City was going to build a
community center for just twenty senior citizens. Councilman Saul
said it would be a community center for all age groups. Councilman
Traynor said he would debate a community center. There are two
schools nearby that can be used.
MOVED BY SAUL, SECONDED BY PESICKA, THAT A PUBLIC HEARING DATE BE
SET FOR JANUARY 16, 1978 TO CONSIDER CABLE TELEVISION RATE INCREASE.
CARRIED.
John McFarland, Administrative Assistant, said there appears to be
ample justification for the increase, however, a public hearing should
be held. He said any rate increases prior to approval by the
Council based on the results of the hearing would not be permissible.
Councilman Traynor asked if the Council could have a list of the
subscribers in the City. He remarked they should be notified of the
public hearing. Councilman Pesicka said cable users have been
notified there will be an increase in rates. Mr. McFarland said it
is likely it will be a 5% increase. He said a hearing examiner has
confirmed the justification of the rate increase.

PUT IN THE COMMUNITY AFFAIRS COMMITTEE. CARRIED.

BE ON 1 E AGENDA OF THE DECEMBER 19, 1977 REGULAR CITY COUNCIL
MEETING. CARRIED.

AGENDA OF THE DECEMBER 19, 1977 REGULAR CITY COUNCIL MEETING.

Mayor Bauch said the Park Commission has not decided exactly what
they want on the plaque for the new City Hall. They do not know if
they want the City seal on it or the hazelnut. It will have the
mayor's name on it and names of the City Council.

NEW CITY HALL BE PUT IN THE COMMUNITY AFFAIRS COMMITTEE FOR FURTHER
STUDY AND BE BROUGHT BACK FOR THE DECEMBER 27, 1977 MEETING. CARRIED,
WITH TRAYNOR VOTING NO.

SESSION TO DISCUSS WAGES. CARRIED.
