ROLL CALL OF COUNCIL MEMBERS ORDINANCES Ordinance #1049 Creating the temporary position of Clerk /Treasurer Pro Tempore The Reverend Herman Turley gave the invocation. 20.30 TUKWILA CITY COUNCIL SPECIAL MEETING M I N U T E S Mayor Bauch, presiding, led the Pledge of Allegiance and called the special meeting of the Tukwila City Council to order. Tukwila City Hall Council Chambers LIONEL C. BOHRER, DWIGHT R. GARDNER, GEORGE D. HILL, Council President, PHYLLIS D. PESICKA, DANIEL J. SAUL, DWAYNE D. TRAYNOR, GARY L. VAN DUSEN. KJELL STOKNES, OCD Director; LAWRENCE HARD, City Attorney; MAXINE ANDERSON, City Clerk. Frank Payne, Tukwila Municipal Court Judge, administered the oaths of office to the newly elected Councilman in the following order: LIONEL C. BOHRER, J. REID JOHANSON, DANIEL J. SAUL, MABEL J. HARRIS. MOVED BY HILL, SECONDED BY TRAYNOR, THAT COUNCIL RECESS FOR A HALF HOUR. Council President Hill thanked the two outgoing councilmembers for the splendid job they have done. Councilman Gardner has served 14 years in this position and has been a steadying influence to Council. Councilman Pesicka has contributed the feminine opinion, been helpful, and voiced many good ideas. MOTION CARRIED. Mayor Bauch called the meeting back to order with the new council members seated at the table. BOHRER, MRS. HARRIS, HILL, JOHANSON, SAUL, TRAYNOR, VAN DUSEN. MOVED BY HILL, SECONDED BY TRAYNOR, THAT THE PROPOSED ORDINANCE BE READ. MOTION CARRIED. Deputy City Attorney Hard read an ordinance creating the temporary position of Treasurer Pro Tempore, and declaring an emergency. MOVED BY HILL, SECONDED BY TRAYNOR, THAT ORDINANCE NO. 1049 BE ADOPTED AS READ. MOVED BY HILL, SECONDED BY SAUL, TO AMEND THE ORDINANCE TO READ CLERK /TREASURER PRO TEMPORE INSTEAD OF TREASURER PRO TEMPORE IN THE TITLE, AND IN SECTIONS 1, 2, and 4. Councilman Hill explained that he called the Association of Washington Cities and was informed that a number of Cities have Clerk /Treasurers and it is legal to do so as an OMC City. Both the Treasurers and the Clerks position are supervisory. Instead of creating another department head, the two jobs could be combined for this interim period. He stated he had checked with the City Attorney and he concurs that this could be done. Councilman Harris stated that, since this is just for an interim time and the City Clerk has enough to keep her busy, the person who is performing the work should be chosen as the Treasurer Pro -Tem. She has been doing the work all the time as an assistant and knows it completely. She would be doing the work and someone else would be signing their name to it. Mayor's Announcement ADJOURNMENT 7:55 P.M. 2031 Mayor Bauch called attention to his letter appointing Mrs. Sandra Stephens as Treasurer Pro -Tem. Mrs. Stephens has filled in while Mrs. Harris was on vacation or sick leave and knows the routine. This is strictly an interim matter. He will be calling a special Committee of the Whole meeting for Thursday to interview a Finance Director who has accepted the job and will be appointed on Monday if Council approves. This person should be on the job about February 1, and Mrs. Stephens could perform the job until that time with no interruption to the City. Deputy City Attorney Hard stated that if Council does elect to make the suggested change, there should be an addition to Section 1 as follows: There is hereby created the position of Clerk /Treasurer Pro Tempore which shall be filled by the City Clerk who shall perform the duties of the office of the City Clerk as well as the office of the City Treasurer. MOVED BY TRAYNOR, SECONDED BY VAN DUSEN TO AMEND THE AMENDMENT TO ADD TO SECTION 1: "WHICH SHALL BE FILLED BY THE CITY CLERK WHO SHALL PERFORM ALL OF THE DUTIES OF THE CITY CLERK AS WELL AS THOSE OF THE CITY TREASURER." AMENDMENT TO THE AMENDMENT CARRIED WITH HARRIS AND JOHANSON VOTING NO. ROLL CALL VOTE ON THE AMENDMENT: 4 YES BOHRER, HILL, SAUL, TRAYNOR. 3 NO MRS. HARRIS, JOHANSON, VAN DUSEN. AMENDMENT CARRIED. MOTION CARRIED ON ADOPTING THE ORDINANCE AS AMENDED WITH MRS. HARRIS AND JOHANSON VOTING NO. Mayor Bauch withdrew his letter of appointment. Mayor Bauch announced that there would be a Committee of the Whole Meeting on Thursday, 7:00 P.M., to interview a candidate for Finance Director and possibly a Public Works Director.
