Given the number of activities required during this start-up phase of the Plan and with the Coun- cil's continued engagement, the team is making good progress overall. Timely Council ac- tion on site selections will be key to maintaining the Plan's momentum. FIRE STATIONS • Site selection The Council needs to stay on schedule, following its approved site selection criteria and process for Fire Stations 52 and 54. A commitment on both stations is due by Novem- ber, ideally early in the month. • Programming and design Weinstein AU has finished Fire Station programming and started Station 51 schematic design, scheduled for completion by the end of this year. With input from the GC/CM, the schematic design estimate will be the first "real" number that the Council sees. • • Sustainability features The Council can expect to see a short list of sustainability options for Fire Station 51 with their ROM (rough order of magnitude) budgets by the end of schematic design. GC/CM authorization and selection The Fire Stations' GC/CM re-application was approved 23 August on a unanimous panel vote of the State's Project Review Committee (PRC). A Request for Proposals was advertised 1 September, a pre -proposal meeting will be held 18 September at Station 51, proposals are due 9 October, interviews of firms will be held 18 October, and final proposals are due 24 October for selection of the highest -scoring firm that day. Council approval of the GC/CM will be sought in November. Equity/diversity and local participation One criterion for the selection of a GC/CM is a five-year track record in utilizing small/ disadvantaged/women business firms and hiring from economically distressed areas. Based on direction from the Public Safety Committee, the PET is considering piloting a program similar to the City of Seattle's: formalized in a Project Labor Agreement (PLA) and/or Community Workforce Agreement (CWA). The Council needs to weigh the cost and efficacy of a formal PLA/CWA approach in light of your draft equity policy and the stations' budget stress. An alternative approach like the University of Washington's would be less costly and equally effective. 331 JUSTICE CENTER • • • Site selection The Council needs to stay on schedule, following its approved site selection criteria and process. A Justice Center commitment is due by November, ideally early in the month. Architect selection and programming The Council approved a contract with DLR and a vision statement in August, and DLR has started programming. Pending successful site selection, the Council should expect a programming estimate in November. This estimate will only be as (un)certain as Fire Station 51's 2040 programming estimate. GC/CM authorization and selection The Justice Center's GC/CM application will be submitted 1 November for considera- tion 30 November by a panel of the State's PRC. Upon the PRC's approval, GC/CM selec- tion will begin in December. CONSOLIDATED SHOPS • Site selection The Council needs to stay on schedule, following its approved site selection criteria and process. Last month's Wagner Architects' analysis and report recommended that the City purchase a site with a minimum usable area of 11 acres. SCHEDULE • Tight schedule The overall schedule remains very ambitious. With so many activities under way, there is little room for any missteps to meet the Plan's milestones. BUDGET Program contingency Without a budgeted program contingency, there will be pressure on all program elements' budgets for the life of the Plan. The Finance Committee can anticipate an Administration proposal at its October meetings. Market conditions Like the Fire Stations, the Justice Center and Consolidated Shops budgets will need to be sensitive to tight construction market conditions and increasing property values. These external budget pressures will manifest themselves as property is procured and project estimates are refined.
