Project Update
ISSUE
Provide the Transportation and Infrastructure Committee an update on the 53rd Ave S Project.
BACKGROUND
The 53rd Ave S Project will include constructing roadway, drainage, sidewalks, illumination, water and sewer
upgrades, and undergrounding of overhead utilities between S 137th St and S 144th St. City Residential Street,
Water, Sewer, and Surface Water funds were used to fund the design effort. Transportation Improvement Board
(TIB) Funding of $2,141,400 was obtained to fund a portion of the construction and right-of-way with the
remaining funding from Seattle City Light, and City bond funds.
DISCUSSION
The project is currently being designed by KPG and is at the 90% design level. Remaining design work includes
completing negotiations with property owners for right-of-way, working with third party utilities on
undergrounding and utility relocations, and incorporating final changes into the Plans, Specifications, and
Estimate. A contract design supplement will be necessary for added design work relating to utility relocation and
adding an irrigation system for the street medians.
Right-of-way is needed at various locations to allow the placement of utilities, retaining walls, sidewalks and
storm water treatment. To date, all but two of the 15 property owners have agreed to the City's terms. The two
remaining properties include a private resident and the Tukwila School District, which owns four parcels that
make up the majority of Foster Park. Negotiations will continue with these two property owners but
condemnation may be necessary if negotiations fail.
The tentative schedule is to complete the design work in November 2017, advertise for construction in
December 2017, and open bids in January 2018. Construction is anticipated to begin in February 2018 and be
completed by early 2019.
During construction, the road will be closed to through traffic, but will remain open to residents only. A signed
detour route will be provided.
The preliminary cost estimate for construction at 90% design is $7,500,000. Currently there is only $6,060,000
budgeted with the 103 Residential Street Fund having a $1,228,000 shortfall. The 53rd Ave S Project does have
Transportation Improvement Board funding and they may be able to assist with additional funding. While bid
results have been higher overall in the region, November is a good month to advertise for construction bids.
