PRESENTATIONS II. BUSINESS AGENDA A. Software Purchase & Maintenance Agreement: Public Works Asset Management System Staff is seeking Council approval to purchase software licensing, implementation and training, and ongoing maintenance costs for an Asset Management System that will serve the Water, Sewer, and Surface Water divisions. Lucity Asset Management was chosen over six vendors that responded for an advertised Request for Proposals. Lucity was far superior and has the ability to expand the asset management software modules across multiple City departments in the future. The new software will also assist with public records requests and is able to integrate with Tukwila Works. Total contract is $132,800 with $60,000 for licensing, $72,800 for implementation, and $12,000 for annual maintenance costs in subsequent years. UNANIMOUS APPROVAL. FORWARD TO OCTOBER 2, 2017 REGULAR CONSENT AGENDA. B. Consultant Supplemental Agreement No. 3: TUC Pedestrian/Bicycle Bridge Staff is seeking Committee approval to approve Supplement Agreement No. 3 for $214,689 with AKANA to continue construction management services for the Tukwila Urban Center Pedestrian/Bicycle Bridge currently under construction. The bridge completion has been delayed from August 8, 2017 to the new scheduled completion of November 22, 2017. The delay is due to a dispute between the contractor, SB Structures, and the steel bridge manufacturer. The City has put SB Structures on notice for liquidated damages for $198,490.12 to recoup some of the additional construction management costs. Funding will come from the existing 15% contingency. UNANIMOUS APPROVAL. FORWARD TO OCTOBER 2, 2017 REGULAR MEETING UNDER NEW BUSINESS. C. Project Update: 53rd Avenue South (S 137th St - S 144th St) Staff updated the Committee on the 53rd Ave S residential street project. The project is currently at 90% design and there are only two remaining properties, out of 15, that right-of-way is needed. The two remaining properties are a private resident and the Tukwila School District, which owns four parcels. Negotiations are ongoing, but staff may have to condemn the properties. The 90% cost estimate is $7.5 million and the current budget is $6m, with the 103 Residential Street fund having a $1.2 million shortfall. Additional funding will be sought from the State Transportation Improvement Board and November is usually a favorable month to advertise for construction bids. INFORMATION ONLY. Transportation & Infrastructure Committee Minutes September26, 2017 III. MISCELLANEOUS Construction Project Updates 1. S 144th St Phase II Contract is 120 working days and began April 24, 2017 to October 11, 2017. Road closure extended to 8/31/17 with one westbound lane open to traffic. New schedule is that all construction should be completed by October 31, with only the traffic signal continuing into November. Issues with electrical subcontractor, Seattle City Light, and coordination with Tukwila Village. Only one change order to date for Century Link, which will be reimbursed. Contingency at $282k, but may need a construction management supplement due to time delays. We will also have issues with Seattle City Light over additional work. 2. 42nd Ave S Phase III This contract began July 24, 2017 and is scheduled for 165 days with a winter shutdown from November 18 to April 6, 2018. Undergrounding is scheduled during the winter work suspension. Completion is currently at August 2018. We have encountered significant soil stuffing at 50% of the 18 -foot excavation level for the Gilliam Creek culvert installation, which will require an extension on the HPA fish window permit. No change orders to date, but a good portion of the $1m contingency could be used for the soil impact and delay due to the culvert replacement. 3. TUC Pedestrian/Bicycle Bridge As reported in item 2b, the bridge has been delayed three months and is now scheduled for completion in late November. The bridge deck concrete has been poured and the landings are scheduled to be poured on 10/2/17. Items remaining include; painting, retaining walls, stairs, electrical, and landscaping. There have been only $53k in change orders and with construction management supplements, there is still over $600k remaining in the $942k contingency fund. Committee members and staff spoke briefly on the Valley View Sewer District's improvements to The Loop and the Committee requested that Valley View give an update on their project to full Council. Future TIC agenda item includes an update on the S 160th St Speed Cushion Pilot Program and Committee requested the data on speeds over the summer and costs to implement in other parts of the City The Transportation Committee Meeting adjourned at 6:30 p.m. Committee Chair Approval Minutes by GL, reviewed by BG
