CALL TO ORDER Council President Van Dusen called the Tukwila City Council Committee
of the Whole Meeting to order.

PUBLISHED. CARRIED.
Mayor Bauch stated members of the City Council had requested additional
information on the way the window frames Mount Rainier. Council
President Van Dusen said the Council was concerned because in the view
from the window in the lobby the top of Mount Rainier is cut off.
Mr. Emrich, Mithun and Associates, said when the lobby space was in-
creased it changed the view a little. He said he thought the view was
spectacular in that you could see the mountain and the valley. He
said most people looking at a view such as that come close to the
window, at which time they would be able to see the entire mountain.
Councilman Bohrer said in looking at that section of the building,
there is a large beam 12 feet back. He asked if it would be possible
to build it back and open up the angle so you can see the mountain.
He asked what other alternatives there would be. Mr. Emrich said that
action would reduce the lobby area by about 12 feet. He said it would
throw off the rhythm of the building, he felt it would be detrimental,
but it could be done. Mr. Emrich said it would require a change in
contract. Councilman Harris said she was impressed with the building
but felt it was too bad the roof line cut off the view of Mount
Rainier. Mr. Emrich said the view is different, depending on one's
height. He said if changes are made, documents would have to be pre-
pared and there would be additional cost. Council President Van Dusen
said he thought the tendency would be to go to the window to see the
full view.
MOVED BY BOHRER, SECONDED BY HILL, THAT THE ARCHITECT BE DIRECTED TO
GIVE THE COUNCIL A BRIEF STUDY ON ALTERNATIVES AVAILABLE TO FULLY SEE
THE MOUNTAIN.
Councilman Saul said he thought the alternatives would cost a lot of
money if it involved changing the roof line. Councilman Harris said
we are using the taxpayer's money and she felt it would be too expen-
sive to change now.
*MOTION FAILED, WITH BOHRER AND HILL VOTING YES.
Councilman Van Dusen said the Council Members had been bothered by the
absence of oranges and yellows in the color scheme for the new City
Hall. Brent Blake, Brent Blake and Associates, said it was impossible
to include every color and the colors chosen were complimentary to the
building and the use of wood. The colors are muted, but rich, and
compliment the use of wood and brick. If yellows and oranges are
added to the color scheme now, the entire plan would have to be done
over. He suggested the way to achieve the brightness of other colors
would be with art work. This is something that is done with most
buildings. Councilman Hill asked what colors would be used on the
walls in the Police Department. Mr. Blake said the wall colors have
not been selected. That is something that must be done within the
next few weeks. Councilman Hill asked about the dark color of the
carpet. He said most dark carpeting in public buildings shows paths
and dirt in about three months, whereas a light colored tweed
carpeting does not show the dirt. Mr. Blake said the carpet tone is
compatible with the other colors that have been chosen and is a color
that is effective in hiding soil. He said a lot of time had been
devoted to the color scheme. Councilman Saul said he felt the
Council had hired a professional firm to make the decisions on interior
design and he felt the Council should rely on the decisions that have
been made.

Council President Van Dusen asked what color would be used on the
ceilings. Mr. Emrich said the ceilings would be light color and the
beams would also be light in color; there is also a lot of natural
light coming into the building. Councilman Harris asked about
draperies. Mr. Blake said there would be off -white blinds that would
allow for control of the sunlight, they are similar to venetian blinds,
but better. They are the best sun control window treatment that can
be bought.
Council President Van Dusen said it was the consensus of the Council
that the color scheme remain as planned by Mr. Blake.
Mayor Bauch stated Mr. Henry E. Sharpe, Subregional Staff of the Puget
Sound Council of Governments, would present the Joint Spheres of
Influence plan to the Council. Mr. Sharpe said the joint spheres of
influence concept has been under development by subregional and local
staff members since the subject was referred to the King Subregional
Council by the King County Council. The concept has been the focus of
a series of informal discussions by elected officials. At their
suggestion, draft ordinances have been prepared. It is now the con-
sideration of the concept by the Subregional Council. The joint
spheres of influence concept is designed to be responsive to inter
jurisdictional issues arising from land use and development conflicts.
It is intended to minimize land use impacts across jurisdictional
boundaries by preempting adverse, unilateral decisions and by providing
a mechanism to resolve land use and growth policy conflicts between
jurisdictions. The approach has been based on models from other
states, principally California.
The joint spheres of influence concept has two major objectives:
1) to provide a means whereby certain significant land use decisions
by one government which impact another government will involve both
governments in arriving at a satisfactory decision; and 2) to establish
areas which represent the probable intermediate and ultimate boundaries
of a city and within which citizens should look to the city for the
provision of urban services and the exercise of development related
decisions.
An interim joint sphere of influence would consist of an incorporated
city and the area around it identified by the City Council. Final
joint spheres of influence would be negotiated during the interim
period and would consist of rings or primary and secondary spheres
analgous to anticipated development over time. The implementation
would start with the adoption of an ordinance by King County and the
subsequent adoption of a parallel ordinance by any city wishing to
participate in the program. The County Council would concur in the
City's ordinance by motion, and thereby trigger implementation of the
interim sphere of influence. The interim joint sphere of influence
emphasizes the first purpose; that of minimizing inflamatory or adverse
impacts of land use decisions. For a period of 12 months, participa-
ting cities and the county would exchange information on certain
potentially significant land use actions occurring within the
sphere. The proposed actions would be compared against adopted plans
and policies and, by prior agreement, pending actions which were
legislatively certified as in conflict with the plans and policies
would be deferred by the jurisdiction responsible for the decision.
Deferral would be for a specific period. During the operation of the
interim joint sphere of influence, the participating jurisdictions
would commit themselves to jointly develop a long term sphere of
influence program. The final joint sphere of influence would be
modeled on the sphere of influence concept of the Fresno County
California Local Agency Formation Commission. The emphasis would be
on the establishment of probable future city boundaries or city
service boundaries with municipal provision of services and execution
of development related decisions in these areas. One logical element
could be jointly acceptable plans and service standards.

Clarification of existing state legislation would be necessary and an
integral part of the development of final joint spheres of influence.
Mr. Sharpe answered questions as asked by the Council Members. Kjell
Stoknes, OCD Director, said he would recommend that the City Council
follow up on this. He suggested a resolution be prepared.

The Committee of the Whole Meeting was called back to order by
Council President Van Dusen, with all Council Members present as
previously listed.
Mayor Bauch stated the suggested Public Hearing date on Final
Assessment Roll on L.I.D. #25 was April 3, 1978. He said Fiorito had
indicated he would like to talk about some of the items before the
Public Hearing to see if there are areas of disagreement. Mayor Bauch
said Terry Monaghan, Public Works Director, will meet with the
City Attorney and set up a meeting date for discussion prior to the
April 3 hearing.
Councilman Johanson said he had read the amended version of the
Annexation Policy and Data Book and felt it softened the language
found in the other versions. Mayor Bauch said he had gone over the
amended version and suggested the following changes: On Page 4, he
suggested the words "means to accomplish" be substituted by "strategy
for on Page 6, the word "assume" be substituted for "take over
on Page 7, the word "assume" be substituted for "take over and on
Page 13, the word "an" be removed and the words "a more" be substitu-
ted.
The Council agreed to above mentioned changes. Councilman Johanson
asked about the undergrounding program and street improvement paragraph
on Page 8. He asked if there would be no cost to the property owner
to connect to the underground wiring other than from the main system
to the home. Mayor Bauch said the law of the City says the streets
shall be undergrounded. If an area comes into the City they would be
undergrounded as they came into the City. At the present time the
City is only three streets short of completion of the undergrounding
project.
Council President Van Dusen said the Public Hearing would be held on
March 22, 1978.
Mayor Bauch said Mr. Monaghan, Public Works Director, recommended that
the 1977 Street Improvement Project be finally accepted. Mr. Monaghan
said there will be a one year warranty on the work by the contractor,
Valley Cement Construction, Inc.

Mayor Bauch asked how many of the Council Members would be going to
the Association of Washington Cities Convenetion in June. He said the
motels were scarce and reservations should be made as quickly as
possible. Councilmen Traynor, Harris, Saul, Johanson, and Hill said
they would be going. Council President Van Dusen and Councilman
Bohrer did not know at present if they would be able to go.
Terry Monaghan, Public Works Director, said a meeting was held on
February 23, 1978 with Stevens, Thompson Runyan to review the final
draft copy of the engineering for the South 180th Street and Andover
Park West Signal Project. He said he received the engineering estimate
late this date and the preliminary estimate seems to be in line with
the budget authorization of $35,000.

Council President Van Dusen said with regard to the subject of computer
it would not be put in committee right now but would be brought up
from time to time in the Committee of the Thole Meeting.
Councilman Traynor said with reference to labor negotiations, the
thought was not to specifically negotiate but he thought the Council
should prepare to be able to negotiate and give negotiation guide-
lines. It will take a lot of work and research. Councilman Harris
said she thought the matter should be in the Personnel Committee. She
said it would take all three members to meet with each Department and
lay down the ground work with definite boundaries. Councilman Traynor
said he is not just interested in how Tukwila compares with the ten
cities used in previous surveys. He said there are many things to
take into consideration. He said he thought each committee should
have priorities and certain things they work on. He said he thought
this should have top priority, and all three members of the committee
should work on it.

Council President Van Dusen said he thought the Council should be
looking at capital equipment all during the year. It is hard to
determine some of these things during the weeks the budget is considerec
at the end of the year.
Councilman Traynor said the Fire Chief recommended in 1965 that fire
alarms be put in committee. We have smoke detectors. He said he
thought the Council should take a look at the possibility of alarms
and make them retroactive and installed properly.

Mayor Bauch said he discussed the subject of advertising legal notices
with the City Attorney and he said we do not have to bid on this. He
said the Record Chronicle is the legal newspaper the City has used. The
bid expired over a year ago. Our budget for all ads came to $4,750
last year. That is for ads advertising for labor, job, etc. The
Council will have to decide if, with the amount of advertising done,
a better price could be obtained. He said he had been told the Record
Chronicle has a circulation in Tukwila and McMicken Heights of 5,000.
Councilman Traynor said he would like to know if the legal advertise-
ments are being read. Mayor Bauch said if the City goes out to bid
we have to let the contract.

Golf Course Mayor Bauch said advertising has been done for a golf pro. The
Acquisition Flow Professional Golf Association recommends the committee be not more
Chart than five members. The final selection of a pro is something that
will come before the Council for action. He said he recommended the
following ad hoc committee: Kjell Stoknes, Chairman; John McFarland;
a representative from the Golf Club to represent the players; a
member from the Park Board; and a member from the Council.

Council President Van Dusen said with respect to the Golf Course
Flow Chart, the Council could go over it and consider it at the next
meeting.
Mayor Bauch reminded the Council Members that the Suburban Mayors
Association Dinner and meeting would be held on March 1, 1978. Those
going should be at the City Hall at 6:15 P.M.

Councilman Traynor said in 1965 the Fire Chief at that time
recommended to the City that they consider an ordinance requiring fire
prevention facilities such as fire alarms in apartment buildings.
That was 1965 when we considered the problem. Our problem got
worse instead of better, because now we have considerable more fire
hazards. He said he knew we have smoke detectors such as alarms or
smoke detectors in the apartment houses and try to make that retro-
active. At the time in 1965 the Fire Chief was aware that fire
alarms should be put in buildings. It seems we are not progressing
very fast, if it was suggested in 1965 that we study it. He said he
thought it should be put in committee.
