Council President Van Dusen called the Tukwila City Council Committee
of the Whole Meeting to order.
APPROVAL OF MINUTES MOVED BY SAUL, SECONDED BY HARRIS, THAT THE MINUTES OF THE MARCH 13,
1978 COMMITTEE OF THE WHOLE MEETING BE APPROVED AS PUBLISHED. CARRIED.
#1035, Kjell Stoknes, OCD Director, said Administration had been requested
to suggest alternatives to the wording of Section 4 of Ordinance
No. 1035. Alternative 1 would eliminate Section 4 entirely and consi-
der any request for a waiver with whatever amount of detail the
applicant submits. Mr. Stoknes commented that it was his feeling
that opening the procedures to this degree would encourage a great
number of waiver requests and consume an extraordinary amount of
City Council time. Also, applicants would not clearly know what level
of information the City Council would need in order to get the decision
rendered.
Alternative 2 suggests the City shall process a preliminary and a
final waiver application through the City Council. These procedures
shall be: (A) Preliminary Waiver Application: An applicant may
make a preliminary waiver application to the City for determination if
the project is basically consistent with the waiver criteria in Section
5 of the Ordinance. The City Administration shall not process a
preliminary waiver application nor place it on the City Council Agenda
until such time as an applicant has submitted a site plan showing the
location of the property, building location, parking location,
setbacks, and the amount of grading necessary to accomplish the
development. In additiona, exterior elevations of the buildings are
to be graphically shown and specify the types of materials to be
used on the exterior finish of the building. Tentative approval of
the City Council at this stage does not commit the Council to approval
of the final waiver application if there is any deviation from the
information and plans submitted with the preliminary application
request. (B) Final Waiver Application. The City shall not process
any final waiver application until such time as a complete application
for the applicable permit has been received, including compliance
with the State Environmental Policy Act.
Alternative 3 proposes the City shall not process any waiver until an
applicant has submitted the following information: (A) A site plan
showing at a minimum the building location, parking area configuration,
access points, landscaping areas, and the amount of necessary grading
involved. (B) Renderings of the proposed structure showing the
height, width, and exterior finish. (C) A completed waiver application
form completely filled in and signed by the applicant. (D) A $100
waiver fee to cover administration costs. No waiver application is
to be scheduled on the City Council Agenda by administration unless
the above items are first satisfactorily submitted to the City Admin-
istration.
Alternative 4 suggests leaving Section 4 as it is and leave applicants
the choice of applying for a waiver or an amendment to the Comprehen-
sive Plan Map. This alternative would encourage applicants to
apply for an amendment to the Comprehensive Plan rather than a
waiver since it would be less costly ($200 application fee). A grant
of a waiver has the net effect of giving a change to the Comprehensive
Plan.
Alternative 5 would develop a resolution directing applicants for
Comprehensive Plan amendments be placed before the Planning Commission
at public hearings during only two meetings every year. For example,
their regular meeting in March and October. Consideration could
even be given to reducing or eliminating the $200 fee if this procedure
were adopted.

Review of Ord. #1035, After a brief discussion the Council Members agreed they favored
Section 4 contd. Alternative 2. Councilman Bohrer said when the Council passed Ordin-
ance No. 1035 they thought they were trying to make it difficult for
waivers to be granted so they would not be flooded. He asked about
the status of the zoning ordinance. Mr. Stoknes said the Planning
Commission will be reviewing it in April and it is likely that it will
be September 1978 before the Council will see it.

STAFF AND AN ORDINANCE PREPARED FOR PRESENTATION AT THE NEXT REGULAR
COUNCIL MEETING ON APRIL 3, 1978. CARRIED.
Utilization of Old
City Hall
Council President Van Dusen said there were four things suggested for
the old City Hall at the Public Meeting on March 22. They were:
library, show cases for museum, senior citizen center, American Legion
meetings. Councilman Johanson said he was curious as to the probable
area the Senior Citizens would need. Mayor Bauch said if the old
City Hall was used for the Senior Citizens they would be abandoning
the Tukwila Community Hall and they would have to have a kitchen and
dining facilities. Councilman Hill asked about the intended use of
the old Police Station. Mayor Bauch said the plans that had been
made were that the second story would be used for recreation and
storage of recreational equipment. The first floor would be meeting
rooms for the teenagers of the City. Councilman Harris asked about
the state of the Thorndyke Community Center. Mayor Bauch said action
is pending, King County is having to decide if they are going to
allow any more building. If we went in with them and then pulled
out they would be left with a facility they would have to support.
Mayor Bauch said he discusses the matter with the County about once
a month. Council President Van Dusen asked if the youth center in
the Police Building would take all of the second floor. Mayor Bauch
said the upstairs is not usable for Senior Citizens as they would
not be able to get up the stairs. He said this City has a commitment
to the youth. With the facility the way it is you can put up bad-
minton, basketball, etc., for sports. It will also be ideal for
street dances. Mayor Bauch said this is an interim use for the
building, a commitment has been made to the neighborhood that the
building will be torn down. Therefore, it is not desirable to spend
money on the building. Councilman Bohrer said he was not familiar
with the activities of the Senior Citizens, but he understood they
would need kitchen facilities. Some of their meetings do not
involve food, so the meeting rooms would be available if they chose
to meet in this building. Mayor Bauch said they have a pot luck
meal once a month. They need a place to prepare food and eat.
Sometimes they meet and park and then go elsewhere or they have a
speaker. Kjell Stoknes, OCD Director, said thought might be given
to the new City Hall. The Senior Citizens could use the Council
Chambers. Mayor Bauch said the small lunch room at the new City
Hall would not be adequate even though it would be at ground level.
It will seat only 12 people and will have three tables. Mayor Bauch
said there may be facilities for a library and Senior Citizen center
in the old City Hall when we are sure of what they want. Ellen
Harding, audience, said she was not in favor of using the old City
Hall as a library as this places two King County libraries in close
proximity. Council President Van Dusen asked if we want a library
in this building. If we do not, it would solve the problems. We
need to look a t the construction of the building to see if it
will hold books. Mayor Bauch said he had looked under the building
and the most it would need would be a beam down the middle. He
said the King County Library has interest in the building as the
next day after the meeting two people were here looking over the
building. Mayor Bauch said the City pays $27,000 a year for the
library services from King County. Councilman Harris said she hated
to think Tukwila would be the only City in King County without a
library the City has waited a long time for a library. Ellen
Harding, audience, said money -wise it is not sensible, because there
are libraries in Foster and Renton and people in Tukwila can borrow
books there for a $5.00 fee. Councilman Johanson said the first
thing we will do when the move to the new City Hall is made will be
to make the modifications and restore the building to its original
state.

OF THE OLD CITY HALL BE PUT IN THE COMMUNITY AFFAIRS COMMITTEE. CARRIED
MOVED BY SAUL, SECONDED BY HILL, THAT THE PROPOSED RESOLUTION BE ON THE
AGENDA OF THE APRIL 3, 1978 REGULAR COUNCIL MEETING.
Councilman Johanson said with respect to the paragraph on Page 8 under
"Undergrounding Program and Street Improvements" he knew what the
intent was but he would prefer to see it worded like "The City would
hope to underground.." He said it seemed like a strong commitment for
the City to make as it is now worded. Leo Sowinski, audience, said
he felt it would be much better to say "The City plans to schedule
undergrounding..." Councilman Bohrer said he could understand the pro-
blem, but he felt the way it is worded "Areas annexed to the City
should be scheduled into this program for eventual undergrounding and
street improvement in sequence of annexation following completion of
these improvements in the incorporated area," was adequate and took
care of the City's commitment. Councilman Johanson said he was worried
about the promise the City would be making.
Councilman Johanson said the last sentence on Page 12, "The City needs
to bring more people into the Tukwila Community to provide a larger
population base for candidates for political offices, participants in
City Boards and Commissions or just to voice their opinions as citizens
of Tukwila on local affairs," means the same as Item 4 on Page 13.

The Committee of the Whole Meeting was called back to order by Council
President Van Dusen with all Council Members present as previously
listed.
Mayor Bauch said the proposed resolution is needed to update the
petty cash and change fund needs of the City.
MOVED BY SAUL, SECONDED BY JOHANSON, THAT THE PROPOSED RESOLUTION
ESTABLISHING PETTY CASH AND CHANGE FUNDS BE ON THE AGENDA OF THE
APRIL 3, 1978 REGULAR COUNCIL MEETING.
Councilman Bohrer said the resolution won't be needed when the move is
made to the new City Hall. He wondered if the resolution could be made
self cancelling. Mayor Bauch said Section 1 could be cancelled, but
not Section 2.

Mayor Bauch said he recommended that this proposed resolution be
adopted. The only commitment of the City of Tukwila is that as a
provider group we agree to conform to the Paramedic Service Area Stand-
ards. Mayor Bauch said the two Fire Districts have signed and the City
of Kent. Renton has not signed yet.

Councilman Bohrer referred to Section IX, TERMINATION, and said the
conditions seem to be slanted toward King County. He said Item 2 says
if we fail by some reason to meet the Paramedic Service Area Standards
laid out in the manual they can cancel. He said he thought a person

should be given a chance to correct noncompliance. He said the
Termination Section seems to say King County can terminate the services
for things we are not doing without notifying us. He said he would
feel more comfortable with some other wording in that particular section
Councilman Harris said it seems we are signing something we cannot
control. Mayor Bauch said we do not have any control over the budget.
Mayor Bauch said the proposed ordinance would repeal Ordinance No. 114
dated May 10, 1928 and Ordinance No. 722 dated August 21, 1972. This
is part of cleaning up the ordinances.

Councilman Harris, Chairman, said a meeting was held the previous week
with Finance Director Ron Swanson, Mayor Bauch, and Administrative
Assistant John McFarland in attendance. She said they had requested
the kind of a report they would like with respect to investments.
Also, the Committee started discussions on salaries and benefits so
when it comes time for negotiations there will be something to work on.
Councilman Johanson, Chairman, said a Committee meeting would be held
the next day and they would be discussing the street long range program
and the general traffic pattern. The water system was discussed with
Mr. Monaghan, Public Works Director.
Councilman Harris asked if subjects could be put into committee by
individuals or if they had to be referred to committee through action
in the Committee of the Whole Meeting or the regular Council Meeting.
Council President Van Dusen said Council Members or others could
suggest items to be put in Committee and it did not have to come through
the Council Meetings.
Councilman Harris said as of July 1 the bank deposit agreement is up
with People's National Bank. She said she would like to put it into
Committee so plans could be made. Council President Van Dusen said
items could be put in Committee and then brought out when the Committee
thinks it is ready.
Mayor Bauch said Mr. Monaghan, Public Works Director, had spent some
time last week in the City of Renton going over the plans of the
Grady Way bridge. Renton is the lead agent on it. Mayor Bauch said
the City had budgeted $14,000 which was 48% of the preliminary engin-
eering. He said for a little more money it can be made four lane
rather than two lane. He said he would like the consensus of the
Council on his making an amendment to the grant changing from two lane
to four lane.
Mayor Bauch said the Council had received a letter setting forth
the procedure for the massage license hearing on March 30. He said if
the questions get too involved, the hearing can recess and questions
can be asked of the Deputy City Attorney. Mayor Bauch said the Council
Members could take their own notes. He suggested the Council hear the
entire matter, then make a decision on each case. Mayor Bauch said
we have received a model ordinance for licensing massage parlors and
massage operators. He said it was not too different from the one the
City has. He said the ordinance has been tried in court and all parts
have been upheld.
