Regular Meeting of the Tukwila City Council to order.

Terence Monaghan, Public Works Director, recommended that Council award
the bid to West Coast Construction Co. of Woodinville in the amount of
$257,135.80. The bids on the Southcenter Boulevard Improvements
have been reviewed by the consultant, Stevens, Thompson Runyan and
concurrence has been received from the State and Federal Highway
Agencies.
MOVED BY VAN DUSEN, SECONDED BY TRAYNOR, THAT COUNCIL AWARD THE BID
FOR PHASE I OF THE SOUTHCENTER BOULEVARD PROJECT TO WEST COAST
CONSTRUCTION CO. FOR $257,135.80. MOTION CARRIED.
Terence Monaghan reported that bids were opened for the construction
of traffic signals at So. 180th and Andover Park West. Bids were
reviewed by the consulting firm of Stevens, Thompson Runyan, Inc. and
they recommend award be made to Totem Electric Company in the amount
of $45,900.
MOVED BY VAN DUSEN, SECONDED BY TRAYNOR, THAT COUNCIL CONCUR WITH THE
RECOMMENDATION AND AWARD THE BID TO TOTEM ELECTRIC COMPANY FOR $45,900.
Councilman Hill asked where the additional $10,900 to cover the
unbudgeted amount would be paid from. Mayor Bauch stated the deficit
would be made up from the amount allocated for the street project in
the Industrial Area. If it is necessary, the scope of that project
will be reduced.

Week
John D. Urbina, Foster Marshall, Inc., reported that five bids were
received for the City's $1,850,000 bond issue and three bids for the
City's $450,000 bond issue at 2:00 P.M. on the afternoon of April 3, 1978.
The lowest bids received for each bond issue were checked for accuracy
and Mr. Urbina recommended the City Council accept the bids of Marshall
Meyer for the $1,850,000 bond issue and Seattle First National Bank
for the $450,000 issue. If the bids are awarded this evening the money
should be available about April 26, 1978.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL CONCUR WITH THE
RECOMMENDATION OF MR. URBINA AND ACCEPT THE LOW BID OF MARSHALL
MEYER AND SEATTLE FIRST NATIONAL BANK RESPECTIVELY.
Councilman Harris pointed out that the two top bids on the $1,850,000
Bond Issue were only $120.00 apart.

Mayor Bauch noted that the Call for Bids is for TV cameras for new
City Hall but are outside the scope of the basic bid. Pat Lowery, Crime
Prevention Officer, explained that the bid is for the installation of
two cameras; one in the sally port and one in the booking area. It
also includes two monitors and a tape deck. The equipment is primarily
for the security of the Officers. Mayor Bauch said that the security
system is included in the 1978 budget for City Hall but the price
is more than $5,000 which requires Call for Bids.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL CALL FOR BIDS ON
MAY 1st FOR THE SECURITY SYSTEM AS RECOMMENDED BY PAT LOWERY.
MOTION CARRIED.
Letter was read from Mayor Bauch appointing Mrs. Elsie Rinehart,
14471 58th Ave. South, to the unexpired Position No. 1 on the Board
of Adjustment and asking Council concurrence.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL CONCUR WITH THE
RECOMMENDATION OF MRS. ELSIE RINEHART TO THE BOARD OF ADJUSTMENT.
MOTION CARRIED.
Kjell Stoknes, OCD Director, introduced Mark Cooper. Mark is a
Senior at Central Washington State College and will be serving a
ten week internship with the Recreation Department. He is a graduate
of Foster High School.

The following proclamation was read for the record:
PROCLAMATION
WHEREAS, community education and participation are key elements in
the law endorcement effort within a community; and
WHEREAS, the youth of our community represent a significant resource
in this effort between law enforcement agencies and the citizenry in
the preservation of a safe and secure community; and
WHEREAS, the education and awareness of young people towards a
better understanding and trust of law enforcement is of significant
importance in fostering this relationship.
NOW, THEREFORE, I, EDGAR D. BAUCH, MAYOR OF THE CITY OF TUKWILA,
DO HEREBY PROCLAIM THE WEEK OF APRIL 11 THROUGH APRIL 15, 1978, AS

Mr. Pat Lowery expressed gratitude on behalf of the Police Chief and
the Department to the City Council for their continued support.
MOVED BY VAN DUSEN, SECONDED BY TRAYNOR, THAT THE PROPOSED COUNCIL
MOTION BE READ. MOTION CARRIED.
Deputy City Attorney Hard read a motion of the Tukwila City Council
establishing a Noise Control Program.
Councilman Bohrer explained that the City has been working on a Noise
Program for sometime. Council issued a questionnaire to the citizens
to see what their opinion was of the noise levels in Tukwila. The
survey indicated it to be a problem and that something should be done
about it. The City then hired Dave Hickok to do noise research. He
described the results at the public meeting held on March 22nd. This
motion will lead to the development of noise ordinances to be eventually
adopted by the Council.
Councilman Van Dusen varified that, with the passing of this motion,
Mr. Hickok will be paid for Phase I under his contract with the City.
Councilman Bohrer agreed.
MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT CITY COUNCIL MOTION NO.
78 -04 BE PASSED. MOTION CARRIED.
Terence Monaghan, Public Works Director, referred to his letter
dated March 29, 1978 recommending final acceptance of the pump station
portion of LID #27. The Contractor, Constructors Pamco, has
completed the work except for minor items and these will be taken
care of under the guarantee.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL CONCUR WITH THE
RECOMMENDATION AND ACCEPT THE PUMP STATION PORTION OF LID #27.
MOTION CARRIED.
MOVED BY TRAYNOR, SECONDED BY VAN DUSEN, THAT THE PROPOSED ORDINANCE
BE READ BY TITLE ONLY. MOTION CARRIED.
Deputy City Attorney Hard read an Ordinance amending Section 4 of
Ordinance #1035 dealing with procedures for applying for a waiver to
the Comprehensive Plan.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT ORDINANCE NO. 1053 BE
ADOPTED AS READ.
Kjell Stoknes explained when the Comprehensive Plan was adopted some
areas were inconsistent with the current zoning. Council recognized
that something needed to be adopted to implement this plan. An
ordinance was passed requiring land uses inconsistent with the Compre-
hensive Plan Map to come before Council for approval. The original
Ordinance stated that you had to make a complete application for a
building permit before it was put on the agenda for Council consideration.
The proposed Ordinance introduced this evening will loosen up this
procedure. The applicant will not have to go to the time and expense
to have completed drawings to apply for a waiver. Council would act
and give preliminary approval then the applicant would complete the
drawings and come back for final approval.
Mayor Bauch explained that he has discussed the proposed ordinance with
the City Attorney and he recommends inserting the word "significant"
between 'any' and 'deviation' in the first sentence on Page 2.
Council discussed what the word significant would mean.

Attorney Hard pointed out to Council that they are the ones to decide
what is significant. The wording "any deviation" is tooarbitrary.

Deputy City Attorney Hard read a Resolution of the City of Tukwila
adopting by reference the "Annexation Policy and Databook" and declaring
the contents therein to be the policy of the City of Tukwila.

Jim Angle, audience, noted that King County Water Districts #38 and #35
merged into #38 a couple of years ago and then last year #38 and #43
merged forming District #125. Page 25 should be corrected to show
Water District #125.

Mayor Bauch reported that he has received, and signed the purchase
agreement from the Aliments for the purchase of Foster Golf Links. The
contract calls for a closing date of May 1.
Kjell Stoknes reported on the status of a maintenance agreement and a
Golf Pro. Both have been advertised. The Pro would include the
restaurant, sale of merchandise and club rental. Mr. Stoknes
stated he would like the Personnel Committee to review the application
and make a recommendation. The maintenance contract that came in the
lowest was for $73,000 per year with an increase to be negotiated
yearly. This dollar amount is within the budget forecast by Foster
Marshall. He stated he would have this item back to Council by
next Monday.
Attorney Hard stated that the Foster Golf Course closing procedures
have taken considerable time and that there is a lot of interest
shown in the lawsuit filed by the City of Seattle.
The Clerk in the Court of Appeals called about the LID #28 lawsuit.
The Court of Appeals upheld the City of Tukwila and said that LID
#28 was properly created. Theynow have 30 days to appeal this
decision to the State Supreme Court.
There are still two items in the Court of Appeals the Firemen's
Suit and the Shirlee Kinney case.
Mayor Bauch called Council attention to two meetings. Thursday,
April 6th is an informational meeting on Interurban Avenue. Friday,
April 14th is the informational meeting on the 1978 Street Improvement
Project.
