Council Chambers M I N U T E S PLEDGE OF ALLEGIANCE ROLL CALL OF COUNCIL MEMBERS OFFICIALS IN ATTENDANCE Letter Read Concerning Union Employees in Restaurant at Foster Golf Links Mayor Bauch, presiding, led the Pledge of Allegiance and called the Special Meeting of the Tukwila City Council to order. Meeting is called to discuss the management of Foster Golf Links. LIONEL C. BOHRER, MABEL J. HARRIS, GEORGE D. HILL, DANIEL J. SAUL, GARY L. VAN DUSEN, Council President. KJELL STOKNES, OCD Director, RON SWANSON, Finance Director, MAXINE ANDERSON, City Clerk. Mayor Bauch referred to a letter from Hafer, Cassidy and Price, Council for Hotel, Motel, Restaurant Employees and Bartenders Union Local No. 8. They urge the City to insure that future operations of the Golf Course will meet Union Standards which have benefited the City in the past. They suggest a provision that the new operator will retain the present employees. Mr. Stoknes stated there are probably 5 or 6 employees involved. Mr. Roy Moore of Golf Management Planning, Inc. commented that their agreement with the City states they will be back to the City within 90 days with a program for modernization, then the City has 90 days to review the proposal. They will then meet and agree mutually on how to operate the golf course. To back themselves into anything right now could become a hardship on both the management company and the City. Councilman Harris asked if, in the other golf courses they manage, they have union labor and Mr. Moore said they haven't so far. They have discussed it with the Union but it was felt they don't have enough employees to make it worthwhile. Discussion on Mayor Bauch asked if there were any questions concerning the contract Management Contract that had previously been discussed. with Golf Management Planning, Inc. Councilman Saul asked about the groundskeeper. Mr. Moore said they have talked with Chuck Morris and he has agreed to stay. They have settled on duties and a salary and Mr. Morris' employees have also agreed to stay. They are prepared to bring in additional equipment if he needs it. Mr. Moore mentioned that Mr. Morris and Mickey Stray, the proposed golf pro, know each other and work well together. Mayor Bauch stated there are still some minor items in the contract to be settled but the attorneys are working on these. Attorney Hard recommended a letter of understanding be entered into until everything is settled. Councilman Van Dusen stated that, as he understands it, if Council passes the Resolution today, Golf Management will take over the operation of the course on May 1 and was told this is correct. Mr. Moore stated that, according to the contract, they have 90 days to come back to the City with proposed changes and they do have some major changes in mind. Councilman Van Dusen asked what they are basing the capitol improvements on? Mr. Moore stated, basically on their past experience. Councilman Van Dusen stated that it has been suggested that there is unique clieital down there and he asked if it was any different than other golf courses? Mr. Moore said no and the suggested changes will not be to get rid of what is there but to enhance it. Mr. Moore stated they will propose a Class H liquor license for the restaurant. Mayor Bauch reminded the Council that he approves all Class H license applications for the City. Cont. 2/2l Councilman Harris asked if the proposed changes would require adding on to the building? Mr. Moore stated that long range plans include changing the outside of the building and enlarging to the North. Councilman Bohrer asked how Mr. Moore planned on taking over the operation without shutting down for a period. Mr. Moore stated that they are ready to take over Monday at 6:00 AM if the City agrees. They have arranged for employees for maintenance and the pro shop and will contact the restaurant employees when they have official approval. Councilman Saul asked who Council contacts if there is a problem? Mr. Moore stated that basically the person to talk to will be "Mickey He will be in charge of the operation. Within two weeks they hope to move some of their office people into the building. Later on, someone will move into the house so they have 24 hour surveillance. Councilman Van Dusen asked about the bridge as it stays the City's responsibility and wondered what would have to be done to it? Mayor Bauch stated that some rip rap needs to be put in to protect the struct- ure and he understood it needs to be redecked. He stated there is $160,000.00 in reserve for capitol improvements and one of these is the bridge. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE PROPOSED RESOLUTION BE READ. MOTION CARRIED. City Clerk read a resolution of the City of Tukwila relating to selection of a firm to operate the Foster Golf Course, approving a contract thereto and authorizing the Mayor to enter into said contract. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT RESOLUTION NO. 629 BE ADOPTED AS READ. Mayor Bauch stated the take -over time is based on the delivery of the title insurance and the title. The money is ready for them. If we don't have the title, we don't take it over. Councilman Bohrer asked what specifically the City is leasing to Golf Management Planning, Inc.? Is it the premises, the building, and some equipment? Is there a list? He was told that there has been an inventory taken which has been made part of the contract. Councilman Van Dusen asked since he is leasing the course,what does the City have control over? Mayor Bauch stated a number of examples hours, rules, dress, service, standards, etc. Mr. Moore said his attorney told him that the contract is a good one and the language in the contract says if he doesn't do a good jots the City can put him out. Councilman Harris stated that she has nothing against the contract but four years is a long time for a contract. She would have liked the City to have operated it for a year to get the actual facts of what the costs are and what the income is. It can't be a money losing proposition or Golf Management wouldn't have made the City an offer. Mrs. Harris stated the City is moving a little too fast; the City is not getting as much out of it as they should. Mr. Moore stated that management contracts are a trend in the Northwest. He described problems the City of Seatcle has had operating their golf courses. A management company can utilize their labor better than a City with far less problems. Councilman Harris stated again that she would have liked the City to operate the course for a period of time. We could have used the same maintenance people and hired a Pro ,Manager. Cont. ADJOURNMENT 5:12 P.M. Z1Z2 Councilman Bohrer stated he understands what Councilman Harris is saying, but there is a major risk in the City trying to manage a business we know nothing about. The approach we're taking is appropriate at this time; however, he stated he wished Council had more time to study the contract. Bill Smith, employee from the Golf Course, questioned when a Class H liquor license became mixed with recreation? He stated that this is a working man's golf course. Councilman Bohrer suggested taking time now to review the contract. Mayor Bauch assured him that he would review it with him before he signs the contract. Mayor Bauch stated that he feels comfortable with it, there is plenty of protection for the City. MOTION CARRIED WITH COUNCILMAN HARRIS VOTING NO. Mayor Bauch announced that there will be a ceremony of "take- over" on Monday at 4:30 P.M. under the large maple tree west of the house on the Golf Course site.
