MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT COUNCIL ACCEPT THE LOWER BID FROM ALLAN ENGINEERING INTERNATIONAL, INC. FOR $5,305.47. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL CALL FOR BIDS FOR THE REHABILITATION OF STRANDER BOULEVARD ON MAY 22, 1978 AT 10:00 A.M. MOTION CARRIED. In recognition of the finalizing of the purchase of Foster Golf Links, Councilman Bohrer recited the following: "Hurray, Hurray, the First of May; Tukwila bought Foster Golf Links today!" Attention was called to a drawing submitted by Terence Monaghan, Public Works Director, that designates the proposed State Highway turnback property to the City and that which is excess. Surplus Property along So. 154th NEW BUSINESS South King County Medic I Organization RESOLUTIONS Resolution #630 Authorizing the Mayor to negotiate termination of the lease for Thorndyke 2121 Washington State Highway Department is disposing of surplus property along Interstate 5 and 405, and also along some of the local streets. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL ACCEPT THE RECOMMENDATIONS IN ITEMS #2 and #3 OF THE MAYOR'S LETTER DATED APRIL 13, 1978. Items #2 and #3 were discussed at the Regular Council Meeting of April 17, 1978. Mayor Bauch explained that the City is striving for an 80 -foot right -of -way where possible on So. 154th and a 60 -foot right -of -way along 52nd. MOTION CARRIED. Letter from Mayor Bauch dated April 26, 197$ concerning the funding of the Medic I operation was read for the record. He states that in order to provide the greatest amount of public service for the least cost, the three provider groups in South King County; Highline, Auburn Federal Way, and Valley General; have been exploring a possible consolidation of operation. The savings to be realized would be in an administrative cost, bulk buying of medical supplies, and less back -up costs in paramedics and vehicles. The Mayor recommended that Council endorse the concept of consolidation and authorize the administration to enter into negotiations to obtain a set of By -Laws that will be acceptable to the citizens of Tukwila. The administration is to keep the Council informed as to the status of negotiations and will make a recommendation for future final action by resolution. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL ACCEPT THE RECOMMENDATION OF THE MAYOR AND ENDORSE THE CONCEPT OF CONSOLIDATION.* Mayor Bauch stated that this is the first step in exploring where the common grounds are and what the funding is going to be. This does not commit the City; it is just a proposal as to what the Budget would be if Medic I groups were consolidated. Councilman Harris asked if they were consolidated how the costs would be prorated and was told this has not been decided. Mayor Bauch added that the Tukwila Fire Department supports consolidation. Councilman Traynor stated that consolidation would cut down administrative costs. Councilman Bohrer noted that the letter from "Medic I Consolidation Task Force" suggested there be a representative from Auburn, Riverton, and Burien Hospitals on the Board. Mayor Bauch stated that Riverton and Burien are private hospitals but if they are included at an operational level, they would be welcome. Councilman Bohrer said his concern is that people be transported to the closest hospital not just to Valley General. Mayor Bauch agreed that for a good operation, they need to be included to have a standard set of procedures. MOTION CARRIED. Resolution #630 Auth orizing the Mayor to negotiate termination of the lease for Thorndyke Department Reports Mayor's Report City Attorney's Report Foster Golf Links City of Seattle Pond LID #25 LID #28 2 i 25 of the City of Tukwila, Washington, authorizing the Mayor to negotiate the termination of the lease for the Thorndyke Community Building. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE RESOLUTION NO. 630 BE APPROVED AS READ. Mayor Bauch asked Council to amend the Resolution to include the words "and execute" after the word negotiate. MOVED BY BOHRER, SECONDED BY JOHANSON, THAT THE MOTION BE AMENDED TO INSERT THE WORDS "AND EXECUTE MOTION CARRIED. Mayor Bauch referred to a letter written to the voters in the 8th District by Bob Greive, King County Council. The letter is asking voters to help make a decision on where they would prefer the Senior Citizen Center located 1. The Thorndyke School located at 4640 So. 144th (should be So. 150th). 2. A site yet to be determined within the City of Tukwila. He states that the County has allocated $64,118.00 to remodel the abandoned Thorndyke School upon the request of the City of Tukwila. The county was to fund the program and Tukwila was to be responsible for maintenance and operation. In December, 1977,the County was notified that Tukwila would commit itself to no more than two years because the City wanted to develop a center within the City limits. He raised the question if County should spend this money to remodel the Thorndyke Building when there is no assurance it can be operated as a Senior Center after two years. Mayor Bauch stated that Mr. Greive has never contacted him to discuss this matter. He said he had received a report from the County Staff which reviewed the projected maintenance and operation funds for administration of Senior Centers for 1979. The report stated that Tukwila would be excluded from fundin e4 se the Senior Citizens can go to Highline or Renton and further, frroneYlo fund its own. The report also shows that the Seniors in the Tukwila service area are the poorest and Tukwila serves the highest number of County residents in its program. Mayor Bauch stated he will be going back to the County to discuss this. MOTION CARRIED AS AMENDED. Mayor Bauch reported on the fun generated at the P -17 slough race held Friday. The R.W. Nicholls Company won the race,also; Queen Susan French was from their office. Attorney Hard reported on the April City business handled by their firm. The Foster Golf Links purchase has taken considerable time but is now final and in the City's hands. Friday it was reported that the City of Seattle had cleaned the culvert and water was flowing out of the pond. This has no affect on the lawsuit; the City of Seattle was doing what they have a right to do. LID #25, Fort Dent area, will be discussed on Friday with the attorneys representing King County and Fioritos. He is hoping they can come to some settlement on this. LID #28, Esping vs. Pesicka, is being appealed and now steps are being taken to get the Court of Appeals to hear their request to reconsider it in an expedited manner. TUKWILA CITY COUNCIL REGULAR MEETING May 1, 1978 Page 4 DEPARTMENT REPORTS Cont. /26 Lee's Sauna Attorney Hard reported that there were convictions on Friday arising out of the actions of two employees from Lee's Sauna. LID #28 Sauna Hearing Potential Noise Grant HUD 701 Funds MISCELLANEOUS AND FURTHER AUDIENCE COMMENTS Interurban Avenue Councilman Van Dusen questioned the curb cuts on Macadam Road and South 152nd Street where the new apartments are being constructed. He asked if they are going to have an access onto Macadam? Mr. Stoknes said the site plans of both areas show curb cuts onto both Macadam Road and South 152nd Street. The site distance is tight but were approved by the former Public Works Director. Councilman Van Dusen said he felt these had not been approved. Mr. Stoknes stated he would check his files on this. Councilman Bohrer stated that in contrast to the representation that there would be no grading down there, the bank has been cut down six or eight feet. The site distance problem there once was, because of the bank, is not what it was but there is still a concern. Mayor Bauch stated that the letters were being sent notifying Ms. Turner and Ms. Durkin of the revocation hearing on their Massage Operator's Licenses. The earliest date a hearing can be held is May 18, 1978. He asked Council if they wanted to hear it, whether one of the Council Committees should hear it, or whether the License Committee should hear it. Councilman Van Dusen stated that there is a problem with the License Committee hearing it as there is a conflict with the Police Chief sitting as a member. He stated he felt Council should be consistent. Attorney Hard agreed that there is a conflict with the Police Chief, and Mayor Bauch offered that someone else could be appointed if Council wanted it heard before the Committee. Attorney Hard stated he had not discussed this and would like to give some thought to it. He stated we want to have the best tribunal the City can provide. MOVED BY VAN DUSEN, SECONDED BY JOHANSON, THAT THE COUNCIL AS A WHOLE SIT AS THE TRIBUNAL AND HAVE THE MAYOR SET THE DATE FOR THE HEARING. MOTION CARRIED WITH SAUL VOTING NO. Councilman Bohrer stated that the City Staff has been pursuing a grant to expand the noise program. They feel there is a good chance of getting a grant from the HUD 701 Funds. They estimate that approximately $18,000.00 will be required. Since the HUD 701 program is a 2/3 federal to 1/3 local grant ratio, this would require $6,000.00 local match from the City. Councilman Bohrer asked that Council move expeditiously on this as there is a May 22nd deadline. Mayor Bauch noted that the Council has $10,000.00 in their Professional Services Budget which is unallocated and could be used for this. Councilman Saul asked how it was determined we need $18,000.00 and, if we get it, what are we going to do with it? Mr. Stoknes stated that they figure it will take $18,000.00 to get a good job done. The intent is to use a consultant. This will be an attempt to implement the program Dave Hickok is working on now. MOVED BY VAN DUSEN, SECONDED BY HILL, TO DESIGNATE $6,000.00 FROM THE COUNCIL'S PROFESSIONAL SERVICES BUDGET TO BE USED FOR MATCHING GRANT FUNDS. MOTION CARRIED. Councilman Traynor suggested the City contact the State Highway Department and again discuss the installation of a traffic signal at 58th and Interurban. Mr. Stoknes stated that the middle of June the Consultant should be back to make the report on the Interurban Corridor Study. TUKWILA CITY COUNCIL REGULAR MEETING May 1, 1978 Page 5 Public Works Committee ADJOURNMENT: 8:01 P.M. The Public Works Committee announced that their regular meeting date has been changed from Tuesdays to Mondays, same time and place.
